A retaining wall that holds starts with the site, soil, loads, permits, and a safe drainage outlet—not with choosing blocks. Some small walls may suit a homeowner, but there is no universal DIY height or construction detail: local rules and site conditions determine whether you need a permit, approved plans, or engineering review.
Before digging, map the wall against property lines, buildings, slopes, nearby walls, and possible loads such as vehicles or a driveway. Contact your local building or planning office, locate utilities, and plan where drainage can lawfully go. Build only from the applicable approved detail or site-specific design.
Decide Whether the Project Is DIY-Scale
Measure the grade difference the wall must retain and note its location relative to property lines, easements, buildings, driveways, walkways, fences, slopes, and other retaining walls. Ask whether vehicles or structures will load the retained soil, whether backfill slopes upward, and whether water collects or flows toward the site.
Loads above or behind a wall—called surcharge—can add lateral force. Sloping backfill, nearby vehicle loads, structure footings, and some fences are examples identified in local guidance. Wet, expansive, weak, or frost-sensitive soil can also change the design and permit path.

Prince William County’s small-wall guide is limited to walls no higher than four feet without surcharge from adjacent structures or driveways and without problem soils. It identifies conditions such as high water table, expansive clay, low bearing capacity, and frost-heave potential as reasons for geotechnical investigation and a professionally designed foundation. Check Permits, Property Lines, and Utilities
Permit thresholds differ by jurisdiction, and height may be measured in different ways. Portland requires a permit above four feet measured from bottom of footing to top of wall, or for a wall supporting surcharge. Montgomery County lists a trigger above three feet and also identifies surcharge, a lot-line crossing, problem soils, and tiered walls. San Diego lists walls above three feet measured from top of footing to the highest point, plus other site conditions. These are local examples, not a single national rule. - Contact your local building or planning office with the proposed height, location, backfill slope, nearby loads, tiering, and drainage plan. Ask about permits, zoning or site review, engineered plans, and inspections.
- Confirm the property line and easements. Portland and San Diego guidance address keeping wall elements, including footings, on the owner’s property under their standard paths.
- Have underground utilities located before excavation. Prince William County’s guide directs residents to call 811; check the applicable service and process for your location.
- Ask where wall drainage may discharge. Do not direct runoff onto a neighbor’s property. Local stormwater, easement, or side-sewer rules may apply.
- Ask what inspections are required and when they must occur, before backfill or other work conceals the relevant construction.
For permitted work, follow the approved drawings and inspection sequence. Portland says more complicated sites may require geotechnical reports or special inspections; Montgomery County describes engineering checks including overturning, sliding, foundation pressure, and water uplift.

Choose a Wall System for the Site
Timber, reinforced masonry or concrete, and segmental landscape blocks are among the possible systems. Use a wall system and details approved for the project. Do not mix systems or assume generic online dimensions, reinforcement, or block arrangements apply to your site.
Plan Drainage Before Construction
Drainage is part of the wall design, not a cosmetic add-on. Decide how water will be managed and where it can go before excavation and backfilling. San Diego’s guidance calls for wall and site drainage information showing discharge to a stormwater collection system or another means of preventing runoff onto adjoining properties. Drainage details are project- and jurisdiction-specific. Prince William County’s typical concrete-wall detail, for example, describes gravel, filter fabric, and at least four-inch rigid perforated pipe along the wall to a suitable outlet. Treat that as a local example, not a universal pipe-size or gravel-depth specification. Follow the approved design and confirm local outlet requirements.

- Get approvals and utility markings. Complete required reviews and arrange inspections before excavation. Do not dig until utilities have been located through the applicable service.
- Excavate and prepare the foundation as designed. Use the approved plans or applicable local detail for excavation, foundation, and materials. If you uncover unexpected water, weak soil, or other conditions that differ from the design assumptions, stop and seek professional direction.
- Install the wall system and drainage as specified. Follow the approved plan for the wall, reinforcement if required, drainage components, and outlet. Do not improvise dimensions or omit specified components.
- Backfill and compact as specified. Use the approved backfill and construction sequence. Equipment near the top of a wall can create additional loads; Prince William County’s guide cautions against heavy backfill equipment near the top in its described designs.
- Complete required inspections before covering work. Confirm inspection stages with the local authority and keep records of approvals and work as appropriate.
Warning Signs and Maintenance
Check the wall and drainage after heavy rain and periodically thereafter. Watch for movement, tilting, bulging, separation, erosion, blocked drainage, or new water accumulation. If the wall is moving or its condition is uncertain, seek a qualified evaluation rather than simply rebuilding the visible face.

Keep the approved drainage path clear and maintain surface grading as designed. Do not add vehicles, stored materials, structures, or other loads near the wall unless the design allows them. A new load or change in drainage can affect a wall even after construction.

Do I need a permit for a small retaining wall?
It depends on your jurisdiction and site. Local examples vary: Portland uses a threshold above four feet measured from footing bottom to wall top or a surcharge condition, while Montgomery County and San Diego describe thresholds above three feet and additional triggers. Ask your local building or planning office about your wall’s height measurement, loads, slope, location, and drainage.
Can I build a retaining wall myself?
Possibly, if the local authority allows the project under an applicable prescriptive detail and the site fits that detail’s assumptions. How do I drain a retaining wall?
