Yes—but only the mainland-side project is documented as under active construction. Fujian is building a 19.62-kilometre bridge, tunnel and interchange system intended to reach a future Kinmen connection. The province says bridge traffic on its sea mainline could begin in December 2026, with the entire Xiamen-side system finished by the end of 2027. That is not a confirmed opening of a road into Kinmen: Taiwan’s Mainland Affairs Council said in November 2025 that Taiwan has “no policy or plans whatsoever” to build the Kinmen-side link.
What is actually being built
The active works are on the Xiamen side in Fujian, not a completed cross-Strait route. The project reported by Fujian authorities covers 19.62 kilometres and combines offshore bridges, island tunnels, interchanges and approaches. Its planned network is designed to connect Xiamen Island with Xiang’an, the new airport, Dadeng and an interface toward Kinmen.

Construction began in October 2023. A Fujian Provincial Government report published in May 2026 put total reported investment at 372.7 billion yuan. The figure is the project investment stated by the province, rather than a confirmed cost for a two-jurisdiction bridge, because the Kinmen-side works have not been authorized by Taiwan.
Huandao Road tunnel
The 3.29-kilometre Huandao Road tunnel is designed for two-way, six-lane traffic at 80 km/h. On 4 March 2026, the project’s shield machine named “Xiamen-Kinmen” broke through the right line. Fujian said shield excavation was then more than halfway complete; the right shield line measured 1,038 metres at that milestone.

A3 bridge contract
The A3 contract section contains 6,030 metres of mainline bridges and has a 36-month construction schedule. Fujian’s transport department reported it 90% complete in June 2026. That percentage applies to the A3 section, not to the entire 19.62-kilometre system.
Major 2026 construction milestones
| Date | Milestone | What it shows |
|---|---|---|
| 4 March 2026 | Right-line breakthrough of the Huandao Road tunnel shield | Tunnel excavation had passed the halfway point reported by Fujian |
| June 2026 | A3 section reported 90% complete | 6,030 metres of bridge works were nearing the end of their stated 36-month schedule |
| 8 July 2026 | Guanyinshan interchange main bridge arch lifted and closed | A 10,400-tonne steel arch was assembled over a 30-metre span |
Engineering behind the Guanyinshan interchange
On 8 July 2026, crews lifted and closed a 10,400-tonne steel arch for the Guanyinshan interchange main bridge. Fujian described the lift as a world record for total lifting weight among comparable bridge arches. The bridge is 525 metres long and has a 385-metre main arch span.

The arch uses Q500qD high-performance steel. Engineers coordinated 24 large lifting devices with three-dimensional laser scanning and digital-twin simulation. The reported posture deviation during the operation was controlled to 2 millimetres. Those figures describe the lifting and closure operation; they do not indicate that the whole cross-Strait route is structurally complete.
How the construction is being managed
- Building-information modelling (BIM) is used for design and construction coordination.
- Smart sensors monitor components and work conditions.
- Bridge elements are prefabricated in factories and assembled at sea.
- Crews work around the clock, with marine operations scheduled to available tide windows.
When will the bridge open?
Fujian’s stated schedule has two different targets:

These are mainland-side construction targets. They should not be reported as a confirmed date for driving from Xiamen into Kinmen. A cross-Strait opening would require a completed Kinmen-side connection, approvals and operating arrangements from both jurisdictions.

The political and administrative status remains unresolved. A September 2026 Fujian government answer said the mainland-side Xiamen–Kinmen bridge works are included in the national road-network plan and are being accelerated. It identified communication with Kinmen and Matsu authorities as the next step.

Taiwan’s Mainland Affairs Council took a different position in November 2025, stating: “As for the Kinmen side of the bridge, Taiwan has no policy or plans whatsoever to promote the construction of a cross-Strait bridge.” No evidence in the stated construction milestones establishes that Taiwan has approved a Kinmen-side road, tunnel or bridge.
How far along is the project?
The best-supported description is that a substantial and technically complex Xiamen-side system is nearing completion in some sections while other works continue. The tunnel shield has achieved a major breakthrough, the Guanyinshan arch has been closed, and the A3 bridge contract was reported at 90% in June. Those achievements demonstrate progress inside Fujian, but they do not create a legal or physical crossing into Kinmen.
