The University of Michigan Board of Regents’ October 15, 2026 meeting in Flint focused attention on a multi-campus construction portfolio, including four Flint facility actions, major Ann Arbor research and health work, and Dearborn renovation requests. The projects are documented in separate approval, capital-outlay and plant-status reports, so their budgets and schedules should not be added together as one current total.

The Transportation Research Institute addition is the clearest active schedule in the plant report: work was set to begin in February 2026 and was targeted for December 2027. The utility-tunnel entry has a stated amount but no start or completion date in the cited report. The School of Public Health figure is a request for the state’s fiscal 2027 process rather than a documented construction expenditure.
Dearborn combines a new capital request with building renewal
For FY2027, U-M submitted a $40 million request for a Computer and Information Science Building renovation at Dearborn. The amount is identified as $40 million — University of Michigan Fiscal Year 2027 Capital Outlay Submissions, 2025. As with the Ann Arbor public-health request, the submission shows a proposed state capital-outlay request, not a reported award or completed project.

The two figures come from different descriptions and should not be treated as interchangeable or automatically combined.
Flint submitted no new FY2027 state capital-outlay request. That does not mean the campus had no active work: the October meeting’s finance-property docket contained the Recreation Building renovation, the men’s gymnastics training center, the WVGR tower and transmitter building, and the Forbes Sports Medicine Institute project. The agenda materials do not state budgets or schedules for those four actions.

Completed satellite-campus work reported in 2026
The Regents’ Completed Projects Report, 2026, records several Dearborn renewals:
| Campus | Completed work | Reported amount |
|---|---|---|
| Dearborn | Partial roof replacement at Mardigian Library | $666,556 |
| Dearborn | Concrete and waterproofing repairs at Monteith Parking Structure | $560,593 |
| Dearborn | Partial roof replacement at Renick University Center | $1,078,730 — University of Michigan Regents Completed Projects Report, 2026 |
| System report | 2024 asphalt-maintenance program | $1,217,229 — University of Michigan Regents Completed Projects Report, 2026 |
Flint’s completed-work entry covers roof and structural repairs at the Hubbard Building; the report excerpt does not state an amount for that work.
Why the investment mix differs by campus
U-M’s bylaws count 19 schools and colleges in Ann Arbor, four in Dearborn and five in Flint. Those different institutional scales help explain the capital pattern without implying that one campus is receiving a single ranked share of a common pot.
| Campus | Examples in the records | Dominant capital themes |
|---|---|---|
| Ann Arbor | Transportation Research Institute addition; Medical Center utility-tunnel reinforcement; School of Public Health request | Research capacity, health infrastructure and instructional upgrades |
| Dearborn | Computer and Information Science Building renovation; Social Sciences/College of Business relocation; library, parking and university-center repairs | Renovation, relocation and renewal of existing buildings |
| Flint | College of Innovation and Technology Building; Recreation Building, gymnastics, WVGR and Forbes Institute actions; Hubbard Building repairs | New academic capacity, recreation, specialized facilities and renewal |
How to read the budgets and schedules
- Approval agenda: shows matters brought to the Regents for action, such as the four Flint finance-property items in October 2026.
- Plant Extension Report: provides project-status snapshots, including the Transportation Research Institute dates and the June 2026 current completion date for the Flint technology building.
- Capital-outlay submission: records a request to the state, not necessarily an appropriation, construction start or completed scope.
- Completed Projects Report: records work reported as finished, such as the Dearborn roof and parking-structure repairs.
Because each report captures a different phase and date, project budgets and completion dates can change after approval. The available Regents materials do not establish one consolidated, current construction total for Ann Arbor, Dearborn and Flint.
