Housing targets count an intended number of homes; delivery depends on a chain that runs from land and planning through finance, infrastructure, construction and sales. A permission therefore does not equal a completed, occupied home. In Great Britain, evidence points to interacting causes: uncertain planning processes, post-permission conditions, infrastructure and utility delays, labour and materials capacity, project viability and the pace at which homes can be sold. A New South Wales case shows how workforce and infrastructure competition can add another constraint. The geography and metric matter every time a target is discussed.
What a housing target actually measures
A target is meaningful only when its place, period and denominator are clear. “300,000 homes a year” refers to an annual target for England, while the Competition and Markets Authority (CMA) discussed fewer than 250,000 homes built across Great Britain in the year it examined. Those are different geographies, so the figures are not a like-for-like shortfall.

A permission records that a proposal may proceed subject to conditions; a start records construction activity; a completion is a finished home that can be occupied. | Measure | Figure | Geography and qualification |
|---|---|---|
| Homes built | Fewer than 250,000 | Great Britain, in the year discussed by the CMA in 2024 |
| Annual target | 300,000 homes | England target cited by the CMA; not the same geography as the figure above |
| Speculative private development | About 60% | Share of homes built in 2021–22, according to the CMA |
| Large-site median build-out | About 140 homes per year | Sites of 2,000 homes or more; MHCLG working paper, 2025 |
Why permission is not completion
The delivery chain has several gates. A site can pass one and remain blocked at the next.

- Land and control: A developer must acquire land or secure a contractual interest, establish ownership boundaries and confirm that the proposed use is realistic.
- Planning application and decision: The authority assesses the proposal against the applicable plan, policies, evidence and consultation responses.
- Conditions and reserved matters: A “full” permission can still require technical details, design approvals, surveys, construction plans or agreements before work starts. On an outline permission, reserved matters must be approved for particular phases.
- Finance and viability: The project needs debt or equity, a credible cost plan and an acceptable return. Contributions, land price and newly discovered site problems can change that calculation after permission.
- Enabling infrastructure: Roads, drainage, utilities, schools, remediation and other works may be prerequisites. A house cannot be occupied if the access or services needed to support it are unavailable.
- Construction: Labour, materials, contractors and site logistics must be available at the required time.
- Sales, adoption and occupation: Homes must be sold or otherwise allocated at a rate that supports continued building. Buyers also need confidence that roads, open space and other amenities will be completed and managed.
This is why the UK Government’s 2025 build-out paper states: “Ultimately, no-one can live in a planning permission.” The permission is an essential legal step, but it is not the finished product.
How planning delay reduces delivery
The CMA found that planning systems in England, Scotland and Wales could be complex, unpredictable and protracted. It identified under-resourced planning departments, missing or outdated local plans, unclear local incentives, and late or holding responses from statutory consultees. Each issue can extend the time before a site reaches construction or make the sequence of approvals harder to coordinate.
Planning delay does not mean every requirement is unnecessary. Assessments can protect neighbours, manage flood risk, secure transport capacity and ensure that new development is supported by services. The practical problem is uncertainty: when requirements, timing or evidence standards are unclear, a developer cannot reliably price the project or schedule contractors.
England’s current National Planning Policy Framework is an England-only source. Its government page says it was first published on 17 August 2026 and updated on 29 September 2026. Anyone assessing a live English proposal should use the current framework and the relevant local plan rather than relying on an older summary; Scotland and Wales operate under different policy systems.
What can stall a site after permission?
The government’s build-out paper describes stalled sites at different points in the process, including sites with full permission. Common obstacles include:

- newly discovered contamination, ground conditions, protected species or access problems;
- difficulty agreeing planning contributions or other obligations;
- financial difficulty, rising costs or a viability gap caused by the price paid for the land; and
- infrastructure that is planned but not yet funded, designed or delivered.
Responsibility can be shared. A local authority may need to resource case officers; a developer may need to submit adequate information; a utility or infrastructure provider may control a critical connection; and a landowner may influence contractual terms. Treating every delay as a single party’s deliberate decision hides the actual bottleneck.

A site can be active yet still add homes more slowly than a target assumes. The government’s working paper says developers respond to commercial incentives and may build at the rate homes can be sold at local second-hand market prices without forcing price reductions. Building substantially faster than demand can leave unsold stock, tie up capital and weaken prices, so the sales rate becomes a practical limit on the construction rate.
For sites of at least 2,000 homes, the reported median build-out rate was about 140 homes a year. At that rate, completing a 2,000-home site would take at least 14 years from the first build, assuming the rate remained constant. The figure describes a median across large sites, not a forecast for every development and not evidence that a particular builder is acting improperly.
Local market depth, tenure mix, infrastructure sequencing, the number of outlets or house types, labour availability and economic conditions all affect the pace. A site may therefore have permission and visible construction while still contributing fewer completions in a given year than its headline capacity suggests.
Are developers sitting on land?
Land held in a pipeline is not automatically land being withheld. The CMA assessed more than a million plots and concluded that land banking was more a symptom of planning complexity and speculative development than the primary cause of shortages. A normal pipeline includes land at different stages: controlled but unallocated land, land awaiting planning, permitted land, land under construction and plots reserved for later phases.

The government distinguishes that ordinary pipeline from genuinely stalled sites and slow build-out. Some strategic-land contracts can also make it harder for small and medium-sized builders to obtain sites, even when the land is not immediately buildable. The relevant question is not “How many plots does a company control?” but “Which stage is each plot at, what constraint binds it, and how long has that constraint lasted?”
Construction capacity and feasibility: the New South Wales example
Capacity constraints are not confined to planning permissions. A 2024 report from the New South Wales Productivity and Equality Commission described public infrastructure projects competing with homebuilding for workers and materials. It estimated that NSW would need about 30,000 additional construction workers to deliver the National Housing Accord while the public infrastructure pipeline would require 96,000 construction workers.
The same report links feasibility to construction and land costs, density restrictions, approval delays and onerous rules. If a project’s costs rise or its permitted density falls, the homes may no longer be financially deliverable at local prices. This is a NSW case study, not evidence that the same workforce numbers or rules apply in England, Scotland, Wales or the rest of Australia. It does demonstrate why a target must be tested against actual labour, materials, infrastructure and project economics.

Scotland’s published figures show the gap between stages particularly clearly. Since 2014, Scotland averaged 29,000 annual planning permissions, 19,892 starts and 19,160 completions. The Scottish Government also estimated more than 164,000 permitted but unbuilt homes.
| Scottish measure | Average or estimate | Period and meaning |
|---|---|---|
| Planning permissions | 29,000 per year | Average since 2014 |
| Housing starts | 19,892 per year | Average since 2014 |
| Completions | 19,160 per year | Average since 2014 |
| Permitted but unbuilt homes | More than 164,000 | Scottish Government estimate published in 2025 |
The figures do not identify one universal cause for every unbuilt permission. They do show why a permissions target can be met while starts and completions lag: permissions accumulate when later stages cannot keep pace.

A practical way to diagnose a missed target
Officials, communities and project teams can avoid vague explanations by testing the shortfall against four questions.
1. Which stage is below plan?
Separate permissions, starts, construction rate and completions. A fall in completions may reflect a delay years earlier, not a problem on every active site.
2. What is the binding constraint?
- Before permission: policy, land allocation, application quality, consultation or decision capacity.
- After permission: conditions, reserved matters, obligations, utilities, access, finance or site conditions.
- During build-out: sales absorption, contractor capacity, materials, infrastructure sequencing or a deliberate phasing strategy.
3. Who can remove it?
Map the action to the party with control: planning authority, developer, landowner, utility, lender, contractor or public infrastructure programme. A policy aimed at one party will not fix a blockage controlled by another.

4. What geography and date apply?
State whether the evidence covers England, Scotland, Wales, Great Britain or NSW, and whether the number is annual, a period average, a one-time estimate or a site median. This prevents unlike figures being presented as a single target gap.
Which policy responses address the real bottleneck?
Streamlining planning can help where avoidable uncertainty and delay are the problem. The CMA’s chief executive, Sarah Cardell, said in its 2024 announcement: “Our report – which follows a year-long study – is recommending a streamlining of the planning system and increased consumer protections.” Streamlining is not the same as removing necessary assessment; it should make requirements clearer, decisions timely and responsibilities visible.
Where permissions are stalled, authorities and developers need a route to discharge conditions, resolve consultee issues, revisit unworkable obligations and identify infrastructure funding. Where build-out is slow because sales are limited, policy may need to address market absorption, tenure and infrastructure sequencing rather than simply issuing more permissions. Where labour or materials are scarce, training, procurement coordination and the timing of public works become relevant. No single reform guarantees completions because the constraints can sit at different stages simultaneously.
What readers should ask about a local target
- Is the target for permissions, starts or completed homes?
- What area and years does it cover?
- How many permissions are subject to outstanding conditions or reserved matters?
- Which permitted sites have started, and at what annual rate?
- Are roads, utilities, schools and drainage funded and scheduled?
- Is the viability appraisal still valid after changes in land, labour, finance and material costs?
- Does the local market have enough demand to absorb the planned homes at the prices assumed?
These questions turn a headline target into a delivery test. They also make clear whether the remedy belongs in planning administration, infrastructure provision, project finance, construction capacity or market design.
