Who Pays for Road Construction in the U.S., and How Are Projects Prioritized?

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Road construction in the United States is paid for through a layered public system: state and local governments raise and spend most of the money, while federal programs provide grants, reimbursements, and other assistance. A federal contribution usually covers only part of an eligible project and normally requires non-federal matching funds.

Projects are not chosen from one nationwide ranking. Congress and federal agencies establish funding programs and eligibility rules; state departments of transportation (DOTs), metropolitan planning organizations (MPOs), and local governments then select projects through planning, programming, funding, readiness, and—in some programs—competitive scoring processes.

The clearest national picture: who raises money and who spends it

The Federal Highway Administration (FHWA) publication Our Nation’s Highways 2026 reports 2024 highway-finance data. It records $325 billion in total government highway revenue and $332 billion in highway expenditures. The figures describe the entire public-road system, not the budget for one state or project.

Measure (2024) Federal government State governments Local governments Total
Highway revenue $54 billion (16%) $177 billion (55%) $94 billion (29%) $325 billion
Highway expenditures $5 billion (2%) $206 billion (62%) $121 billion (36%) $332 billion

These are different accounting views. Revenue shows the money governments receive or raise for highways; expenditure shows which level of government reports spending it. Federal transfers can be included in state and local spending, so the federal government’s 2% direct-expenditure share does not represent its entire contribution.

FHWA reports $64 billion in federal intergovernmental highway payments to state and local governments in 2024. Those transfers and reimbursements equaled about 20% of the $327 billion spent by state and local governments. They help explain how a relatively small federal direct-spending figure can still support substantial construction and maintenance outside Washington.

The 2024 revenue total was lower than reported expenditures. FHWA says governments covered the difference by drawing on highway reserve accounts rather than by treating the gap as an additional federal payment. The same publication puts highway expenditure at $840 per person, calculated from an estimated 2024 population of 339 million, and describes a public-road network of more than 4.2 million miles.

What “funding” means in a road project

People use “funding” to describe several different events that occur at different times:

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Revenue: money raised or received by a government for transportation purposes.
  • Authorization or apportionment: legal authority and a formula or allocation that makes money available to a state, program, or agency.
  • Obligation: FHWA’s legal commitment to reimburse a state for the federal share of an eligible cost after project approval and execution of a project agreement.
  • Expenditure: money actually reported as spent by a government.
  • Construction payment: a payment to a contractor or other supplier as work is completed under the public contract.

An allocation or obligation is therefore not the same as cash already paid to a builder. A project can have an approved federal commitment while construction payments occur later, often over several fiscal years.

Where road money comes from

State governments

States are the largest source and spender in the national totals. Their transportation revenues can include dedicated taxes, user fees, toll-related receipts, general-government contributions, borrowing, and other sources authorized by state law. The mix differs by state, so a national percentage cannot tell you how a particular state finances a widening, bridge replacement, or local street.

State DOTs generally manage the state highway system, distribute or administer many federal-aid funds, develop statewide plans, and select projects that fall under state responsibility. A state may also pass money to counties, cities, or transit and port agencies when state law and a program permit it.

Local governments

Counties, municipalities, townships, and other local entities reported $94 billion in highway revenue and $121 billion in expenditures in 2024. They commonly own and maintain local streets and roads, and they may supply the local share of a federally assisted project. Local revenue can come from local taxes, assessments, user charges, general funds, bonds, development-related payments, and state or federal transfers. There is no single nationwide local-tax formula.

The federal government

Federal transportation legislation creates programs, sets eligibility and civil-rights, environmental, safety, and financial requirements, and provides grants or reimbursements. FHWA usually does not build the road itself or pay the entire construction bill. Instead, a state or other eligible sponsor advances or incurs eligible costs and seeks reimbursement for the federal share under an approved agreement.

The U.S. Department of Transportation describes surface-transportation projects as combining local, state, and federal sources. In practice, a project budget can contain several layers—for example, state money, a city contribution, a federal formula grant, and a separate competitive grant—provided each source’s rules allow that combination.

How federal aid and matching work

The common federal-share rule

FHWA says most federal-aid highway projects have an 80% federal share. The sponsor normally supplies the remaining 20% from non-federal sources. That is a common baseline, not a promise that every road project receives an 80% payment.

Interstate projects generally have a 90% federal share, with a stated exception for some added lanes. Other statutory provisions and named programs can alter the percentage; certain programs can provide a 100% federal share. The project agreement and governing program law control the applicable rate.

What can count as the non-federal share

FHWA identifies several possible matching sources:

  • State or local government funds.
  • Private contributions when authorized and properly documented.
  • Eligible donated land credits.
  • Toll-revenue credits.
  • Certain other authorized federal program funds.

Not every source is acceptable for every program. A sponsor must verify eligibility, valuation, timing, and documentation before treating a contribution as match. A private donation or a credit that works under one statute may not satisfy another program’s requirements.

Why the federal number can be misleading

Federal-aid funding is a grant-in-aid system. Money can be apportioned to a state by formula or allocated under a program before a specific project is selected. FHWA’s obligation is the point at which the federal government makes a legal reimbursement commitment; it is not a statement that the federal government has paid the contractor in full.

Because federal reimbursements are recorded through state and local project accounts, adding the $64 billion of federal intergovernmental payments to state and local revenue as though it were a second, separate construction cost would double-count money. The correct question is which source supplied the revenue and which government reported the expenditure.

How a road project moves from an idea to an approved job

The exact sequence varies by state, region, and funding program, but a publicly funded project commonly passes through these stages:

  1. Problem identification: an agency, elected body, residents, or a safety and condition analysis identifies congestion, pavement failure, crash risk, flooding, freight needs, or another transportation problem.
  2. Planning: the project is considered against a long-range statewide or metropolitan transportation plan and the area’s performance objectives.
  3. Program eligibility: staff determine whether the proposed work qualifies for a particular federal, state, local, or competitive-grant program.
  4. Cost and readiness review: the sponsor develops a scope, cost estimate, schedule, environmental and engineering documentation, right-of-way plan, and matching commitment as required.
  5. Programming: an eligible project is placed in a transportation improvement program (TIP) or another financially constrained program of projects, with an identified funding source and expected fiscal year.
  6. Approval and obligation: the responsible agency completes required approvals and, for federal aid, FHWA approves the project and executes the project agreement before making the federal obligation.
  7. Procurement and construction: the sponsor advertises or otherwise procures the work, awards the contract, manages construction, and submits eligible costs for payment or reimbursement.

A popular project can therefore remain unfunded if it lacks an eligible program, a realistic cost estimate, matching money, environmental or right-of-way readiness, or a place in the financially constrained program.

Formula funds versus competitive grants

Formula distribution

Some federal money is distributed by a statutory formula rather than awarded project by project through a national contest. FHWA’s Surface Transportation Block Grant (STBG) program is an example: formula funds are sent to states, and state DOTs or local MPOs select projects for those funds under applicable federal requirements. The formula determines how much money reaches a jurisdiction; it does not automatically decide which road gets built.

Competitive selection

Other programs publish a notice of funding opportunity and ask eligible applicants to compete against stated criteria. Reviewers may assess benefits, cost, safety, climate or resilience outcomes, economic effects, equity, readiness, and other factors specified by that program. A competitive grant can supplement formula money, but the applicant still must satisfy program eligibility and any required match.

What “prioritized” means in practice

There is no single national ranked list for every road project. A state DOT, an MPO, a city, and a federal grant office can all apply different rules to different pools of money. The controlling documents are usually the agency’s long-range plan, project-selection policy, scoring rubric, public comments, TIP or state transportation improvement program, and the funding program’s statute or notice.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

FHWA’s IIJA Prioritization Process Pilot Program illustrates what a transparent prioritization process can look like. Participating states or eligible MPOs must establish public priority objectives, evaluate project benefits relative to cost and public support, use scores to guide selection, accept public comment, and disclose reasons for selection or non-selection. If a final decision departs from the ranking, the participant must publicly explain the departure and address considerations such as public comments, geographic balance, and the number of projects in economically distressed areas.

Those pilot requirements are not a universal scoring formula. They are a useful checklist for understanding what to look for in a local process:

Question to ask What it reveals
Which stated objectives does the project advance? Whether the project addresses the agency’s adopted safety, mobility, condition, freight, resilience, or other priorities.
How are expected benefits compared with cost? Whether a large benefit is being delivered for the proposed public investment and how uncertainty is treated.
What public support and input were recorded? How hearings, comments, local resolutions, and stakeholder input influenced the decision.
Does the project fit the applicable plan and performance goals? Whether the project is consistent with statewide or metropolitan objectives rather than being an isolated request.
If the score was not followed, is the reason public? Whether officials explained geographic balance, distressed-area needs, public comments, or other documented considerations.

How to check a specific project

National averages cannot tell you who is paying for one interchange or why one county road ranked above another. For a named project, use this process:

  1. Identify ownership and location: determine whether the road belongs to a state DOT, county, municipality, toll authority, or another public entity.
  2. Find the project listing: search the state transportation improvement program, metropolitan TIP, capital-improvement plan, or the agency’s project page.
  3. Read the funding table: note each source, fiscal year, federal share, state or local match, bond or toll proceeds, and whether the amount is an estimate or an obligated amount.
  4. Find the selection rule: locate the published rubric, call for projects, board resolution, or statutory criteria used by the responsible agency.
  5. Check readiness: look for environmental approval, right-of-way status, design completion, utility coordination, permits, and a construction schedule.
  6. Review the public record: read staff reports, score sheets, meeting minutes, public comments, and any written explanation for a ranking override.
  7. Confirm the stage: distinguish a concept, a programmed project, an obligated project, an advertised contract, and completed construction.

Why a locally popular road may not be funded first

Public support matters in some selection processes, but it competes with legal and practical constraints. A project may rank below another because it is not eligible for the available program, has a weaker benefit-to-cost result, lacks a match, is not ready to build, conflicts with adopted plans, or would consume money reserved for a statutory category. Agencies may also balance investment among geographic areas or direct funds toward economically distressed communities when their rules require or permit those considerations.

Conversely, a project with limited public visibility can move quickly if it addresses a documented safety or bridge condition, fits a formula program, has complete design and right-of-way, and has committed matching funds. “Priority” is therefore a decision within a particular funding pool, not an objective ranking of every road in the country.

What cannot be answered without a state or project name

The national figures do not establish the tax mix, federal percentage, scoring weights, or current ranking for a particular jurisdiction. States and MPOs publish different plans, formulas, thresholds, and public-participation rules. Even two projects in the same state can use different criteria if they draw on different programs.

For that reason, a reliable local answer needs at least the state, metropolitan area or county, road owner, project name, and funding program. With those details, the relevant DOT or MPO records can show the actual sources, match, score, schedule, and reason for selection or delay.

The practical bottom line

State and local governments pay most of the nation’s highway bills and report most highway spending. Federal programs remain important because they transfer money, establish eligibility and accountability rules, and reimburse an agreed share of eligible costs. The usual federal share is 80%, but interstate, 100%-federal, and other statutory exceptions mean the project agreement must be checked.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Prioritization happens through state and metropolitan planning and through the rules of each funding program. Formula money determines a jurisdiction’s available pool; agencies then select projects. Competitive grants add another layer of scored review. To understand any individual road, follow the money in its published program documents and then read the criteria, scores, readiness evidence, and public explanation behind the selection.
