Allow extra time, put away distractions, slow to the posted work-zone speed, leave a larger gap, and follow every sign, pavement marking and flagger instruction. Expect lanes to narrow, shift or close, and be ready for a sudden stop or a new traffic pattern—even on a route you know well.
Why work zones require a different driving plan
A highway work zone places moving traffic close to workers, construction equipment, barriers and temporary lane arrangements. Crews may narrow a lane, close one or more lanes, move traffic across the median, or change the pattern between trips. The layout can also change while you are approaching, so a familiar road is not a guarantee that the next trip will look the same.

The safety risk is measurable. The Federal Highway Administration (FHWA) reported 899 deaths in work-zone crashes in 2023. In its 2024 analysis of fatal work-zone crashes from 2022, speed was a factor in 34%, rear-end collisions were involved in 21%, and commercial motor vehicles were involved in 30%. Those figures cover different years: the fatality count is for 2023, while the crash-factor percentages are for 2022.
FHWA’s 2024 National Work Zone Awareness Week campaign uses the theme “Respect the Zone So We All Get Home.” It is a practical standard for drivers: make room for changing conditions, protect the people working beside the road, and avoid creating a problem that gives other drivers no time to react.

What to do before you reach the work zone
Build time for an unpredictable delay
Leave earlier when arriving on time matters. A queue can form before you see the construction, and a lane closure can make the trip take much longer than the normal drive. Consider an alternate route when it is convenient and safe, but do not make a last-second diversion or illegal turn to avoid a backup.
FHWA campaign material published in 2019 estimated that work zones accounted for about 10% of overall congestion and nearly 24% of unexpected freeway delays. These are estimates presented in that older campaign publication, not current universal rates for every highway or year. Use them as a reason to plan for delay, not as a prediction for your specific trip.
Remove distractions before the advance signs
Finish calls, navigation changes, eating, searches and other tasks before entering the work area. Put the phone out of reach and keep both attention and vision on the roadway. If a navigation instruction needs attention, pull over legally before handling it.

How to approach the first signs and speed reduction
Reduce speed as directed, then keep judging conditions
Slow to the posted work-zone speed before you reach the activity. The sign is a maximum for that section under the stated conditions, not permission to drive faster than visibility, weather, traffic or the work activity allows. FHWA guidance says to slow down and proceed with caution whenever highway-work signs appear; its safe-speed guidance also notes that conditions can vary over time and with the work environment.
Continue reducing speed when traffic, darkness, rain, glare, dust, a hill or a curve limits what you can see. Avoid matching a faster vehicle that is ignoring the sign. Your usable stopping distance depends on your speed and the space you can see ahead.
Scan beyond the vehicle directly ahead
Look for brake lights, stopped traffic, cones, barrels, barriers, workers, construction vehicles and a lane that is about to disappear. A driver several cars ahead may brake before the queue is visible to you. Looking far enough ahead gives you time to release the accelerator and brake smoothly instead of making an emergency stop.

Leave a safe, larger gap
Keep enough space to stop without hitting the vehicle ahead if it brakes suddenly. A work-zone queue can stop with little warning, and temporary pavement or reduced visibility can make braking less predictable. Recheck the gap after every merge because another vehicle may enter it.

How to handle a lane closure or merge
Use the lane the signs and markings direct you to use
Read overhead signs, roadside signs and temporary pavement markings together. Merge into the open lane when the closure instructions and traffic conditions call for it. Signal early, make one deliberate lane change when there is a safe opening, and keep a steady speed that lets other drivers understand your intention.
Do not make a last-second move
Do not dart across cones, drive on a shoulder to pass a queue, or force into a gap at the taper. An abrupt lane change can surprise a driver beside or behind you, especially a truck or bus that needs more distance to stop. If you miss the preferred merge point, continue in the lane that remains open and follow the next official instruction rather than improvising.
When traffic is already queued
Brake early and smoothly as the line forms. Keep your vehicle centered in its lane, watch mirrors for approaching traffic, and preserve an escape space in front of you. Avoid repeatedly changing lanes to gain a few car lengths; every extra movement adds conflict points in a narrow, temporary roadway.

Treat a flagger’s instruction as the immediate direction
Slow before reaching the flagger, make eye contact when practical, and follow the displayed stop, slow or proceed signal. A flagger may be controlling traffic through a one-lane section, around equipment or across an active work area. Do not pass a flagger, barricade or closed-lane device unless an authorized person directs you to do so.

Watch the whole traffic-control arrangement
Flaggers are one part of the system. Continue looking for cones, barrels, arrow boards, temporary signals, pavement markings and vehicles entering or leaving the work area. A green signal or a “proceed” gesture does not remove the need to check for a vehicle still clearing the lane.
What changes when a truck or bus is nearby
Give commercial motor vehicles extra room and avoid cutting in front of them. A truck or bus has a longer stopping distance and may have limited visibility around barriers, shifts and equipment. Narrow lanes and unexpected alignment changes reduce the driver’s options further.
When passing, complete the maneuver only where the lane is open and markings permit it. Do not remain beside a large vehicle through a taper or abrupt shift if you can safely create space. After merging ahead of one, leave enough distance that its driver can see the roadway and stop without an emergency maneuver.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteHow weather, visibility and work activity change the response
Reduced visibility
Rain, fog, darkness, dust and glare can hide a queue, worker or lane edge. Increase following distance, lower speed below the posted maximum when needed, and use headlights as required by local law and conditions. Avoid high beams when they would impair another driver’s vision.

Active equipment and workers close to traffic
Expect construction vehicles to enter or leave a closed lane and expect workers to be close to the travel path. Hold your lane, avoid sudden acceleration and be prepared for a spotter or flagger to stop traffic. Never use a phone or other distraction to look at the activity; your task is to pass predictably and leave the area safely.
Changing conditions from minute to minute
FHWA material has emphasized that work zones can change from minute to minute. A lane open earlier may be closed later, and a queue can appear after you entered the corridor. Continue obeying temporary signs until signs indicate that the work zone has ended.
Choose your response by the situation
| Situation | Best response | Avoid |
|---|---|---|
| Approaching a posted closure | Slow early, signal and merge into the directed lane at a safe opening. | Waiting until the taper to cut across or using the shoulder. |
| Already in a stop-and-go queue | Scan for brake lights, keep a large gap and brake smoothly. | Tailgating or changing lanes repeatedly for a small gain. |
| Flagger-controlled movement | Stop, slow or proceed exactly as directed while checking the lane. | Passing the flagger or assuming a gesture overrides a barricade. |
| Truck or bus beside you | Hold a predictable line and create extra space before merging. | Cutting in front or lingering beside it at a taper. |
| Rain, darkness, fog or dust | Reduce speed as needed, increase the gap and look farther ahead. | Driving at the posted maximum when conditions require less. |
| Unfamiliar temporary layout | Follow current signs and markings rather than remembered lanes. | Guessing where the normal lane should be. |
What to do after the work area
Stay attentive until signs and markings show that the work zone has ended. Do not accelerate immediately when cones thin out; check that lanes have fully reopened and that traffic is flowing normally. Re-establish a normal following distance only after the temporary pattern is clearly over, and continue watching for workers, equipment or a second work area farther along the route.

Penalties and legal requirements depend on where you drive
There is no single nationwide work-zone fine, penalty multiplier or move-over rule that can be stated safely for every driver. Speed limits, double-fine provisions, lane-use rules, emergency-vehicle requirements and flagger authority vary by state and locality and can change. Check the current transportation or motor-vehicle agency rules for the state or municipality where you are driving. Regardless of the local penalty, the safety steps are the same: obey the posted work-zone control, follow the flagger, and adjust speed to actual conditions.
A short checklist to use on every trip
- Leave extra time and consider a practical alternate route.
- Put the phone and other distractions away before the advance warning signs.
- Read the signs and markings; assume the layout may differ from your last trip.
- Slow to the posted work-zone speed and lower speed further when conditions require it.
- Scan ahead for brake lights, stopped traffic, workers, equipment and lane shifts.
- Keep a larger following gap and be ready for a sudden stop.
- Merge where directed and where markings and traffic permit; never make a last-second move.
- Obey flaggers, temporary signals, cones, barrels and barricades.
- Give trucks and buses extra space and do not cut in front of them.
- Stay focused until signs show that the work zone has ended.
Following these steps makes your vehicle more predictable, gives you more time to react and reduces the chance that a mistake will endanger workers or other road users.
