Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsIf roadworks stop you reaching your driveway or home, put safety first, ask the site supervisor what access remains and when it will return, then check the local highway authority’s notices or roadworks map. If the contractor cannot provide a safe, workable arrangement, report the problem to the authority responsible for the road. Do not move barriers, enter an excavation or drive through a controlled work area.
The answer depends on the country, road authority, permit and type of work. Pedestrian access and vehicle access are not the same, and an urgent repair may be handled differently from planned resurfacing or utility work.

Start with safety, not an argument about access
Roadworks can involve open trenches, unstable edges, heavy plant, reversing vehicles and temporary traffic controls. A blocked driveway is inconvenient; an unsafe attempt to cross the site can cause serious injury or damage.
- Stay outside excavations, fenced areas, machinery zones and live traffic lanes.
- Do not move cones, barriers, signs or temporary fencing yourself.
- Do not drive over a trench, plated crossing or soft surface unless the site team has specifically confirmed that route is safe for your vehicle.
- If there is an immediate danger to people or traffic, use the appropriate local emergency channel rather than trying to manage the site yourself.
Take photographs only from a safe public or otherwise permitted position. A clear record is useful, but getting closer to obtain a better picture is not worth the risk.

Work out exactly what is blocked
Describe the access problem precisely. “The road is closed” can mean several different things, and the remedy may differ for each.
| Access question | What to establish | Why it matters |
|---|---|---|
| Can you walk to the property? | Whether a continuous, safe pedestrian route remains available, including a suitable route for anyone with mobility limitations. | Pedestrian access is commonly treated separately from vehicle access in local roadworks guidance. |
| Can a vehicle reach the driveway? | Whether the restriction affects every vehicle, only a work phase, or particular vehicle sizes; when a vehicle route is expected to reopen. | Vehicle access may be restricted temporarily even where a footway remains open. |
| Can you get into off-road parking? | Whether the driveway, garage or parking court is physically inaccessible or merely difficult to use during deliveries or machinery movements. | Short restrictions on access to off-road parking may be permitted under local arrangements. |
| Is the property accessible for essential needs? | Whether the restriction affects medical visits, care duties, school transport, work equipment, deliveries or an accessible entrance. | Those facts should be raised early with both the contractor and the authority. |
Record the nearest junction or property number, the date and time the obstruction began, the part of the route affected and whether the restriction is continuous or changes during the day. This factual description will make later calls and reports much more effective.
Speak to the site supervisor or contractor first
For a live obstruction, the on-site team is usually the fastest practical contact. Look for a project board, permit notice, traffic-management sign or branded vehicle identification. Ask for the supervisor or the person responsible for access arrangements, rather than relying on a casual conversation with someone operating machinery.

Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Ask these questions in order:
- Is the restriction required for the current work phase, or is it an unexpected problem?
- Is a safe pedestrian route available now, and will it remain available throughout the shift?
- When is vehicle access expected to return?
- Can the work sequence be adjusted to allow a short vehicle movement, if it is safe?
- If vehicle access cannot be maintained, is there a safe alternative parking or loading arrangement?
- Who is the named contact if the situation changes later today?
West Sussex County Council’s A-Z guide to roadworks: access arrangements says that the contractor or licence/permit holder is obliged to ensure resident and pedestrian access is maintained. The same guidance recognises that vehicle access may not be possible for some works and says that, where access cannot be maintained for a period, the contractor should discuss the situation directly with affected residents. That is local guidance, not a universal rule for every country or road authority.
Ask the supervisor to explain the timing in concrete terms: for example, whether the driveway will be inaccessible only while a trench is open, during a concrete pour, or until a surface has cured. A specific work phase and expected changeover time are more useful than a general assurance that the road will be open “soon.”

Check official notices and the roadworks map
Site staff may be subcontractors, and the person you speak to may not control the permit or traffic-management plan. Check the local highway authority’s roadworks map, online notices and signs at the site. In West Sussex, the roadworks map can show the type and duration of the works, the organisation undertaking them, contact details and any diversion route.
Compare the map or notice with what is happening on the ground:
Recommended Free Tools
- Confirm the responsible organisation and any contractor telephone number.
- Check the stated start and expected completion dates.
- Look for a permit, licence or works reference number.
- Read any instructions about pedestrian diversions, temporary parking or access windows.
- Note whether the work is described as planned, emergency or urgent.
Dates on a notice are not a guarantee that every stage will finish on that day. Weather, utility discoveries, safety issues and coordination with other works can change the sequence. If the physical setup differs materially from the notice, mention that discrepancy when you contact the authority.
Keep a concise record of the obstruction
Good documentation helps an authority understand a recurring or disputed problem. Keep one chronological note rather than a collection of emotional messages.
- Property address or nearest junction.
- Date and time access was blocked or changed.
- Whether pedestrian access, vehicle access or both were affected.
- How long each restriction lasted and whether it recurred.
- Photos taken safely, showing signs, barriers and the route without entering the work area.
- The organisation named on notices or vehicles.
- Names, job titles or reference numbers from conversations and calls.
- Any urgent impact, such as a mobility requirement, care visit or inability to reach an essential entrance.
This is practical documentation advice, not a statement that every jurisdiction applies a particular legal evidence rule. Preserve original photographs and messages, and write down what you were told while it is fresh.

Escalate to the highway authority if the site team cannot resolve it
If the supervisor cannot provide a safe route, a realistic time or an alternative arrangement, contact the highway authority responsible for the road. Use its roadworks, streetworks or highway-enforcement contact channel and provide a short timeline.
Include:
- The exact location and nearest junction.
- The date and time of the current obstruction.
- Whether walking access, vehicle access or both are unavailable.
- The expected duration given by the contractor, if any.
- The contractor or utility organisation and any permit or notice number.
- What you asked for and how the site team responded.
- Photographs or other details that can be supplied safely.
- Any urgent accessibility, medical, care, work or delivery requirement.
Ask the authority to confirm which organisation is responsible, what access arrangement the permit or local rules require, and how to report a breach or unresolved complaint. Keep the authority’s reference number and update your timeline if the obstruction continues.
England’s street-works system involves both undertakers, such as utility companies, and highway authorities. The authority’s coordination role does not mean it can instantly remove every obstruction, but it is the appropriate escalation route when the on-site response is inadequate or the setup appears inconsistent with the approved arrangement.
Can roadworks legally block your driveway?
There is no single answer that applies everywhere. The result can depend on the country, council or road authority, work type, permit or licence conditions, duration, safety requirements and whether the work is planned or urgent. Do not assume either that a contractor can never block a driveway or that every temporary restriction is lawful.
England: resident, pedestrian and vehicle access
Dorset Council’s Safety, disruption and notification: a guide to roadworks says pedestrian access should be maintained, while access to off-road parking may occasionally be restricted for short periods. West Sussex gives similar practical distinctions: resident and pedestrian access should be maintained, but vehicle access may not be possible during some works and should be maintained where possible.

These council descriptions should not be converted into a nationwide promise of uninterrupted vehicle access. They also do not decide whether a particular permit condition has been breached or whether a resident has a private claim for costs. Those questions require the local documents and facts.
England: the statutory framework
Department for Transport guidance describes statutory undertakers’ rights to carry out street works under the New Roads and Street Works Act 1991 and a permit system under the Traffic Management Act 2004. Other organisations may need a section 50 street-works licence. The Department for Transport’s co-ordination code page was updated on 19 March 2026, and the current code applies from 10 April 2026. It describes the authority’s coordination role and undertakers’ duty to cooperate.
That framework explains who coordinates works; it is not, by itself, an answer to whether your particular obstruction violates a permit, licence or traffic-management condition. Ask the highway authority to assess the actual site against the applicable arrangement.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What changes if the work is urgent or unplanned?
Planned works normally have advance notices, a stated organisation and a coordination process. Urgent, unplanned works may begin without prior approval in the ordinary sense. Dorset Council explains that urgent work can start before normal approval while the organisation must still work with the council to minimise disruption.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
For an emergency repair, lack of individual advance notice does not automatically prove that the work is unlawful. It does mean you should ask for the responsible organisation, the reason for the emergency response and the expected access plan. If the emergency phase has passed but barriers or excavations remain without a clear timetable, report that continuing impact to the authority.

What to do when you need your car
If the issue is a short, safe vehicle restriction, move the vehicle before the work phase begins or arrange alternative parking where feasible. Dorset Council advises considering other parking if vehicle access is needed. Follow any signed restrictions and do not park in a location that obstructs traffic, pedestrians, emergency access or neighbouring driveways.
Alternative parking is not an adequate answer for every household. Tell the contractor and authority if you cannot safely walk from the proposed parking place, use mobility equipment, carry essential items, reach an accessible entrance or manage a care or medical need. Ask for an arrangement that addresses the actual barrier, not merely a suggestion to leave the vehicle farther away.
When the obstruction lasts longer than promised
Recontact the named site representative with your original reference and ask what changed: a delayed inspection, additional excavation, failed reinstatement or a new work phase. Update your written timeline rather than starting a separate, incomplete complaint.
Escalate again to the highway authority if the promised reopening date has passed, access has repeatedly been removed, the pedestrian route is unsafe, or the contractor stops responding. Explain the practical effect and attach the most relevant records. Ask whether the authority has inspected the site and what next step is available under its complaint or enforcement process.
Do not assume that household costs, missed deliveries or inconvenience are automatically compensable. The sources cited here do not establish a universal compensation scheme. If you believe a specific legal right has been breached, obtain advice suited to the jurisdiction and the documents governing the work.
Quick Recap
A simple decision path
- Unsafe now: stay out of the work area and use the local emergency channel for immediate danger.
- Safe but unclear: speak to the supervisor and ask for the pedestrian route, vehicle timetable and named contact.
- Responsible organisation unknown: check site notices and the highway authority’s roadworks map.
- Short vehicle restriction: arrange lawful alternative parking if it is genuinely safe and practical, while raising any accessibility or essential-use need.
- No workable response: send the authority a factual timeline, location, access impact, photos taken safely and contractor response.
- Restriction continues or recurs: keep the reference number, update the authority and ask how it will assess compliance with the permit, licence or local access arrangement.
