What to Do When Road Construction Blocks Access to Your Property

If road construction blocks access to your property, contact the project representative or road authority for a safe route and timeline, explain urgent needs, and escalate unresolved problems through the local authority.

If road construction blocks your driveway or the route to your property, contact the project’s site representative or the road-owning authority and ask for a safe, specific access plan and timeline. Explain any urgent medical, mobility, caregiving, or emergency need. Do not enter an active work zone or move barricades to get through.

Start by finding who is responsible for the work

Check the construction notice, signs at the work zone, or information posted by your municipality. Look for the project name, contractor or site representative, road authority, and a phone number or other contact method. If the notice is missing or unclear, contact the local public works or transportation office and ask who manages the project. When you call, give the street address or nearest intersection and describe the work so the office can identify the right project.

The on-site project contact and the municipality may serve different roles. A site representative may be able to coordinate a temporary route or explain the day’s work, while the municipality or road owner may handle permits, traffic-management requirements, and complaints. A Toronto notice for one sewer and watermain project, for example, listed a Field Ambassador for project questions and 311 for general inquiries; those contacts are examples, not a universal arrangement. If the road is not owned by the municipality, ask which public authority or road owner is responsible. Do not assume that the contractor, city, or utility company is the only contact with authority to change an arrangement. You can ask the project contact to direct you to the office that handles access concerns if they cannot resolve the issue on site.

Ask for a safe access plan—not just an estimated reopening time

Describe exactly what is blocked: the driveway, pedestrian entrance, sidewalk, or the road leading to the property. Also explain whether the issue affects reaching the property on foot, getting a vehicle in or out, or both. Ask the representative to explain how residents can safely reach the property while the work is underway and when any restriction is expected to start and end.

  • Is there a safe pedestrian route to the property, and where does it begin and end?
  • Can vehicles reach the property, and if not, when will access be restored?
  • Is there another entrance or an authorized temporary route?
  • Will access change during different stages of the work?
  • How should residents handle urgent trips, deliveries, or mobility needs?
  • Who should be contacted if the agreed route is blocked or conditions change?

Ask for the plan and schedule in writing if possible. Find out whether a restriction is expected to be continuous or limited to particular work periods, and whether the contact wants residents to call before a time-sensitive arrival or departure. Do not treat a verbal estimate as a guarantee: construction schedules and access arrangements can change. If the schedule shifts or the route is no longer usable, contact the project representative again and update the road authority if the problem remains unresolved.

A Toronto project notice dated 4 February 2019 said residents would be notified of temporary driveway restrictions and that, where a property had two entrances, one would remain open. That describes that project’s arrangement, not a promise that every project must keep a driveway open. The useful lesson is to ask what arrangements apply to your address and work phase, rather than assume another project’s solution applies to yours. City of Toronto project notice

Raise urgent, medical, or mobility needs immediately

Tell the site representative or road authority if a resident has a disability, a medical appointment, a caregiving responsibility, an essential delivery, or another time-sensitive need. Be specific about what access is needed and when. Explain whether the person needs a step-free pedestrian route, vehicle access, or help coordinating a particular trip, and ask for an authorized accommodation. No universal accommodation rule applies everywhere, so ask the local project or authority what it can arrange.

Do not improvise a path through the work zone, cross behind machinery, or move barriers. Ask the representative to identify a safe route or a coordinated time to enter or leave. If a planned delivery or appointment depends on access, raise it as early as possible; a project contact may need time to coordinate with the site crew, and arrangements can vary by stage of work.

For an immediate danger or medical emergency, contact emergency services rather than waiting for a construction contact to respond. A 2019 Toronto notice for its named project stated, “Access for emergency vehicles will be maintained at all times.” That statement applies to that project notice; it is not a general legal guarantee for all roadworks. If you are unsure how emergency access works at your site, ask the road authority before a crisis arises. City of Toronto project notice

Document the blockage and your requests

Keep a straightforward record in case you need to follow up with the road authority. Note when access became restricted, what part of the route is affected, whom you contacted, and what response or schedule you were given. Save construction notices, emails, and complaint reference numbers. If the expected route or timeline changes, record that too.

Photographs can help show the situation, but take them only from a safe place outside the work zone. Do not step into traffic, cross barriers, or approach equipment to get a picture. Documentation is a practical way to explain what happened; the cited sources do not say residents must keep a particular record or use a specific form.

If the problem is not resolved, escalate through the road authority

If the site representative cannot provide a safe arrangement, does not respond, or the actual restriction differs materially from what was explained, contact the municipality or other road-owning authority. Use its service-request or complaint channel, provide the project details and your record, and ask which permit or traffic-management plan governs the work. Ask for the office responsible for reviewing access complaints if the first contact cannot answer.

Choose the route according to the problem. For immediate danger, use emergency services. For day-to-day coordination at the work site, start with the project representative. For an unresolved complaint, questions about approvals, or uncertainty about the responsible body, contact the road authority. A contractor may coordinate day-to-day site access, but the road authority is often the appropriate channel for questions about approvals or a complaint that remains unresolved. Which party can actually change the arrangement depends on the local project and law.

When escalating, make the request concrete: say whether you need pedestrian access, vehicle access, a disability or medical accommodation, or help with an urgent trip. Ask the authority to confirm what it will review and how you can follow up. No universal complaint deadline, response time, or guaranteed remedy applies; ask the local authority about its process rather than assuming one applies everywhere.

Notice periods and legal rules depend on location

There is no single notice deadline or universal access rule established for every resident. Requirements can depend on the country, municipality, road type, kind of work, and whether the work affects private property access. Do not assume that a contractor can always block a driveway, or that residents are always entitled to a particular route, notice period, or compensation. Ask the local authority what rule applies to your project.

Ottawa: specific notice wording in a city by-law

The City of Ottawa’s official search-result text for Road Activity By-law No. 2003-445 says that when a road activity affects private property or its access or egress, the responsible person must provide written notice at least two working days before starting. The stated notice includes the work plan and location, anticipated start and duration, responsible person, and a phone number that is answered at all times. The same result describes a ten-working-day notice requirement for specified situations, including some closures, sidewalk detours, bus rerouting, or work expected to last more than seven days. These are Ottawa-specific provisions; confirm the current by-law and its application with the City before relying on them. The City’s official page was not available to open directly, so treat this summary as the wording reported in the City’s official search result and check the current text with the authority. City of Ottawa Road Activity By-law information

Ottawa also says an access permit is required before certain construction, modification, closure, or removal of access in the right of way. The city’s search-result text says a 2026 Access By-law replaced the prior by-law. That permitting information concerns access work in the right of way; it does not, by itself, establish a resident’s remedy when unrelated road construction blocks access. England: coordination guidance for authorities and undertakers

The Department for Transport’s March 2026 statutory code applies from 10 April 2026 and guides local authorities and undertakers under the New Roads and Street Works Act 1991. Its scope is coordination responsibilities; it should not be read as a worldwide rule or as a standalone answer to every resident’s access complaint. Residents in England can use it as context for the roles of authorities and undertakers, but should still ask the responsible local authority about the particular restriction and complaint route. Toronto: project arrangements are not citywide rules

A Toronto notice for a sewer and watermain project covering February 2019 to November 2020 described driveway-restriction notifications, an open entrance where a property had two, emergency-vehicle access, and project and municipal contacts. Because it was dated and project-specific, it is useful as an example of the information a construction notice may provide, not as evidence of current Toronto-wide requirements. A practical call script

When contacting the site representative or road authority, keep the request concrete:

“Road construction is blocking [my driveway / pedestrian entrance / route to my property] at [address or location]. Please tell me who is responsible for this work, what safe access is available, when the restriction is expected to begin and end, and how to arrange access for [specific urgent or mobility need]. If access cannot be provided, please tell me which authority handles complaints and give me a reference number for this request.”

For a follow-up, refer to the date and time of your first call, the answer you received, and any change in conditions. This makes it easier for the responsible office to identify the project and assess what has changed. If the first contact cannot answer, ask them to identify the road owner or complaint office rather than ending with an unclear referral.

Frequently Asked Questions

Who should I call if roadworks block my driveway?

Start with the project contact shown on the construction notice or work-zone information and ask for a safe access plan and timeline. If the notice does not identify a contact, or the issue is not resolved on site, contact the local public works or transportation office or the road-owning authority.

Can a contractor block my driveway during construction?

The answer depends on the location, road, type of work, and applicable rules. No universal right or notice period applies. Ask the road authority which local rule and project approvals apply; Ottawa, for example, has specific notice wording for certain access-affecting road activities, but that is not a rule for every place.

What if I need access for a disability, medical appointment, or caregiving?

Tell the site representative or road authority as soon as possible and explain what type of access you need and when. Ask for an authorized safe route or a coordinated arrangement. Do not try to pass through barricades or an active work zone.

What should I do if the project contact does not respond?

Contact the municipality or other road-owning authority through its service-request or complaint channel. Provide the location, dates, notices, contact history, and reference numbers, and ask which permit or traffic-management plan governs the work and which office reviews access complaints.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Am I entitled to compensation if construction blocks my property access?

The cited sources do not establish a general compensation right. Entitlements, if any, depend on the location and circumstances. Ask the relevant local authority about applicable rules rather than assuming compensation is available or unavailable.

Should I move a barrier or walk through the work area to reach my property?

No. Do not move barricades or enter an active work zone. Ask the project representative or road authority for an authorized safe route. For immediate danger or a medical emergency, contact emergency services.

The Bottom Line

Identify the project contact, ask for a safe and specific pedestrian or vehicle access plan, and explain urgent needs promptly. Keep a record and escalate unresolved problems to the road-owning authority. Notice periods, access duties, complaint routes, and any compensation depend on local rules; never enter an active work zone or move barriers.
