If construction traffic blocks your driveway, stay clear of moving vehicles and equipment, contact the site foreman or the project contact posted on site, and ask for a safe way in or out and a time access will be restored. Record the blockage, then report it to the authority responsible for the road if it continues. The right contact and any permit rules depend on where you live, who owns the road, and what is blocking access.
What should I do when construction traffic blocks my driveway?
- Check for immediate danger. Keep out of the roadway and work zone. If someone is in danger or emergency responders cannot get through, call the appropriate emergency service for your location.
- Contact the site. Use the contact details on project signs or ask for the foreman without entering the work area. Explain whether you need to leave or get in urgently, and request a safe route or a specific time when access will be restored.
- Make a record. Note the date, start time, duration, address, type of obstruction, and any company or vehicle details. Record whom you contacted and what they said. Photograph or video from your property or another safe place, and save notices and messages.
- Choose the right reporting route. A vehicle blocking a driveway may be handled by local police or parking enforcement. Construction equipment, materials, a closure, or work in a public right-of-way may belong with public works, the road authority, or its permit office.
- Ask whether the work is authorized. Contact the local road or right-of-way office to ask whether a permit applies and what its conditions say about access, closure duration, or notice. Do not assume another city’s permit rules apply where you live.
- Escalate if access is not restored. Send the authority your log, images, address, and project details, and ask for a complaint or case number. Do not move equipment, put objects in the road, or arrange a tow unless you have confirmed the local process.
Who do I call if a construction truck blocks my driveway?
First, contact the contractor’s posted project contact or foreman and request a safe, prompt access plan. If the obstruction remains, report it to the agency that controls the road and handles that type of obstruction. For a vehicle, that may be police or parking enforcement; for construction activity or materials in a right-of-way, it may be a road authority, public works department, or permit office.

Local procedures differ. New York City’s 311 service accepts reports of vehicles partially or completely blocking driveways and asks for the vehicle’s color, make, model, and license plate: NYC311 blocked driveway. Those details and that reporting route are specific to New York City. Redbridge Council, in England, distinguishes vehicle obstructions from other obstructions such as scaffolding, skips, and building materials: Redbridge street obstruction reports.

If you are elsewhere, check your local government’s official website for the appropriate road, parking, or permit authority. If the work is on a private road or private property, the public road authority may not control it; identify the owner or project manager and ask which rules or agreements govern access.

Can construction workers block my driveway?
There is no single rule that applies everywhere. Whether a blockage is permitted can depend on the jurisdiction, whether work is on public right-of-way or private property, the project’s permit conditions, and whether workers are actively working within the driveway. Ask the local road or right-of-way office whether a permit is required and what access conditions apply before concluding that a violation has occurred.
Local examples show why the answer varies. Annapolis requires an obstruction or closing permit when traffic is blocked or diverted within its right-of-way permit system: Annapolis right-of-way permits. St. Louis describes a blocking right-of-way permit for specified construction activity that blocks part of a street or sidewalk: St. Louis blocking right-of-way permit. These examples do not establish requirements in other places.

Some project specifications address driveway access directly. A City of Palo Alto utility construction specification says contractors must maintain access except while actually working within driveway boundaries, and calls for partial access unless alternate arrangements are made in advance: Palo Alto utility construction specification. That requirement is tied to the described work, not a nationwide rule. Pennsylvania regulations, separately, address driveway construction or alteration within state highway right-of-way and place permit-compliance responsibilities on permit holders and contractors: Pennsylvania driveway and highway occupancy regulations.
Which authority is responsible?
Work out two things before escalating: who controls the road and what is causing the blockage. A public road or sidewalk may be overseen by a city, county, state, or other road authority; a private road or site may have a different owner or manager. The responsible agency also varies by obstruction: vehicle enforcement is not necessarily the same process as reporting construction materials or a road closure.

- Vehicle stopped or parked across the entrance: Check the local police or parking-enforcement reporting process. In Fife, Scotland, the council says it cannot deal with some drivers blocking road access and directs residents who are blocked in to Police Scotland on 101. That is local guidance, not a universal number or procedure: Fife Council parking enforcement.
- Equipment, materials, or a work-zone closure: Contact the road authority, public works department, or the office that issues right-of-way permits. Include the project location and the kind of obstruction.
- Work on or affecting state highway access: Ask the relevant state highway agency about its permit process. PennDOT’s 2017 Highway Occupancy Permit Operations Manual describes a process for access disputes and says agency concurrence is required before the agency physically blocks an access: PennDOT Highway Occupancy Permit Operations Manual. This is an agency operations manual, not a general homeowner remedy.
What information should you provide?
Give the contractor or authority enough detail to identify the obstruction and judge its urgency. A dated, factual log is often more useful than a general complaint.
- Your address and the exact driveway entrance affected.
- When the blockage began, whether it is ongoing, and how long it lasted.
- What is blocking access: a vehicle, construction equipment, materials, or a closure.
- Project or contractor name, posted contact details, and any vehicle details you can safely observe.
- Whether anyone is unable to leave or enter, or emergency access is affected.
- Photos or video taken from a safe place, plus notices and messages exchanged with the site.
Reporting systems request different details. NYC311, for example, asks for the color, make, model, and plate of a vehicle; Redbridge’s process asks for the location and obstruction type. Follow the requirements of the service you are using rather than assuming one locality’s form is universal.

How to handle a recurring or serious loss of access
If the site contact does not explain how access will be maintained, ask for a specific arrangement and restoration time. Keep each contact and interruption in your log. If the problem continues, send the record to the responsible authority and request a case number so you can follow up.

Do not try to clear the work zone yourself or arrange a tow without checking local rules. If repeated or prolonged loss of access is seriously affecting you, consider getting advice from a local lawyer. The applicable rights and remedies depend on the location, ownership, permits, and project facts.
