The exact floor area and fixture count depend on the country, building classification, and whether the accommodation is for military personnel, workers, or another group; confirm local building, fire, public-health, accessibility, water, and sanitation rules before fixing the design.
Start with the governing standard, not a universal fixture ratio
“Barrack” can describe very different buildings: military training quarters, permanent personnel accommodation, worker dormitories, or other shared sleeping accommodation. Their legal requirements are not interchangeable. Identify the resident group, duration of stay, jurisdiction, and building classification, then have the design checked against applicable codes and accommodation standards.

Published examples show why a single floor-area or bathroom formula would be misleading. Canada’s Department of National Defence (DND) sets different training-quarter allowances by training category: 10 m² (108 sq ft) per person for Category I basic training and 20 m² (215 sq ft) per person for Category II skilled or advanced training lasting up to six months. These are Canadian military standards, not universal minimums. See the DND Living Accommodations Instruction.

They also specify at least one toilet, bathroom, and sink set per six residents. Those provisions apply to that dormitory context, not automatically to military or other accommodation. The Singapore Ministry of Manpower announcement says the improvements apply to new applications submitted from 18 September 2021.

These figures should not be combined to calculate a supposedly authoritative schedule for 20 residents. Establish the standard that actually governs the project before setting areas or fixture counts.
Plan sleeping rooms, beds, and personal storage
Provide sleeping capacity for all 20 residents, with secure personal storage and enough space for circulation, access, and privacy. Set the room arrangement only after confirming what the applicable accommodation standard permits, including whether shared rooms or bunk beds are allowed.
As a military-specific example, the Canadian DND instruction requires beds in training quarters to be at least 1.8 m (6 ft) apart, measured edge-to-edge, with 1.1 m (44 in) of aisle clearance between rows. It permits double-decker bunks and says triple-decker bunks must not be used. These are training-quarter provisions, not a substitute for local fire, building, or accessibility review of a proposed layout. Check the DND instruction for its context.

Account for natural light, noise, privacy for sleeping and changing, and durable furniture as well as bed capacity. Keep storage and furnishings from narrowing required routes or obstructing exits.
Size toilets, showers, and handwashing from local rules
Provide toilets, showers, handwashing facilities, privacy, hot and cold water, ventilation, safe finishes, and drainage. The fixture count must come from the rule that applies to this building and its residents—not from a ratio borrowed from another country or accommodation type.
The Singapore migrant-worker standard above uses one toilet, bathroom, and sink set per six residents. Separately, Ohio’s rules for certain newer agricultural labor camps specify one showerhead per 10 occupants and one handwash sink per six occupants. These are distinct, narrowly scoped examples; the Ohio provisions are not a design recommendation for a barrack. See Ohio Administrative Code Chapter 3701-33.

In addition to count, check location, privacy partitions or lockable single-user rooms where appropriate, hot-water capacity at busy periods, drainage, cleaning access, and accessibility. Include the likely peak demand in operational planning rather than treating the nominal fixture count as the only design question.
Include laundry and useful shared space
Plan accessible washing and drying arrangements, either onsite or through a clearly available service. Allow for the residents’ needs, operating schedule, drying method, drainage, ventilation, and maintenance. Ohio’s agricultural labor-camp minimum, for example, calls for one mechanical washer per 50 occupants and at least one laundry tub in addition; that rule is specific to its setting, not a universal target.
Consider a lounge or recreation area, dining and seating, study or work surfaces, cleaning-supply storage, equipment storage, and waste handling. Canada’s military training accommodation table includes personal sitting or study provision, common laundry, lounge or recreation space, and bulk storage in specified categories. Singapore’s migrant-worker standard calls for communal cooking, dining, and laundry facilities to be arranged for dedicated use by sections of up to 120 residents. For a 20-person building, that section size is not a required room capacity; the practical point is to plan shared amenities and how residents will use and maintain them.

Decide how meals will be provided
A kitchen is not established as a universal requirement for every 20-resident barrack. Decide whether meals will be cooked onsite, prepared in a kitchenette, delivered, or served in a separate dining facility. Then verify the consequences for food safety, ventilation, fire safety, plumbing, equipment, and dining capacity under the applicable rules. Accommodation standards may include communal cooking or dining facilities in some contexts, but that does not settle the requirement for a different building or resident group.
Design for water, ventilation, comfort, and maintainability
Provide potable drinking water, hot water for washing, adequate natural or mechanical ventilation, heating or cooling suited to the climate and occupancy, and functional foul and surface drainage. Include access for inspection and maintenance so that systems can be kept in service.
The UK Ministry of Defence’s Defence Accommodation Strategy describes these accommodation expectations, including natural light in bedrooms, ventilation, and privacy for washing and toilet facilities. It states: “All occupants must be provided with access to hot water for washing and cold water for drinking.” That is UK defence accommodation policy, not a cross-jurisdiction specification. Verify life safety, accessibility, and operations in the actual design
Before finalizing a layout, confirm occupancy, accessible routes and facilities, unobstructed exits, alarms, emergency lighting, fire protection, security, and first-aid arrangements with the authorities responsible for the site. The applicable building and fire codes determine system requirements; the examples above do not establish a universal fire-system specification.
- Check that beds, storage, and shared equipment do not obstruct circulation or egress.
- Plan who cleans toilets, showers, laundry, and common areas, and how often.
- Provide a process for reporting and repairing failures in water, drainage, ventilation, or other essential services.
- Make sure the proposed fixture locations and routes work for residents with relevant accessibility needs.
When comparing two layouts, assess resident privacy and room occupancy; usable area and circulation; sanitation capacity and peak-time access; ventilation, light, temperature, moisture, and noise; shared-service capacity; and life safety and maintenance. A larger amenity count cannot compensate for noncompliant egress, inaccessible facilities, or inadequate ventilation.
