If someone has dumped construction debris on your property, keep people away, document it from a safe distance, and report it to the authority responsible for that location. Do not move the pile or hire a hauler until you have asked what the material may be, who is responsible for cleanup, and how it must be disposed of. The right reporting route and any owner obligations depend on where the property is and what was dumped.
What to do first
- Keep people and pets away. Do not handle rubble, open containers, sweep dust, or disturb unknown material. Construction debris can include asbestos or other hazardous substances. Open dumps can also create fire, injury, inhalation, disease, and soil or water contamination risks, as the Illinois Environmental Protection Agency explains.
- Escalate an immediate danger. If there is a fire, toxic fumes, a chemical spill, or an immediate threat to health, contact local emergency services or the designated environmental emergency line. The emergency number and agency vary by location. In New South Wales, for example, the EPA directs emergencies such as toxic fumes or a large chemical spill to 000, and immediate threats to its Environment Line; those contacts are specific to NSW. See NSW EPA’s reporting guidance.
- Take photos only from a safe, lawful position. Capture the pile and its surroundings, access points, visible labels, and any markings. Do not trespass or approach unstable debris to get a better image.
- Write down what you know. Record the exact address or GPS location, date and time discovered, apparent type and amount of waste, any damage, whether this has happened before, and details of witnesses or vehicles you observed lawfully.
- Report promptly and keep the confirmation. Save the report number or submission receipt. Ask whether an inspection or testing is planned and whether the material should remain untouched.
These steps preserve useful facts without putting you in the position of identifying, handling, or disposing of potentially hazardous waste. If dumping is happening at that moment, do not confront the person; record only what you can safely and lawfully observe and provide it to the authority. In your report, distinguish what you saw from what you suspect: for example, describe a pile as “broken boards and roofing material” rather than asserting that it contains a specific substance unless an authority or qualified professional has confirmed it.

Ask the authority what else it needs, whether an officer will inspect the site, and whether anyone should secure the area or leave the material in place. Keep a dated record of calls, emails, instructions, and report reference numbers. For repeat incidents, an incident log can help establish a pattern; Illinois EPA specifically recommends logging dates, times, descriptions, and authorities notified.

There is no universal hotline. Look up the official local council or city/county, environmental regulator, health department, or law-enforcement agency for the property’s actual jurisdiction. The appropriate route may depend on whether the load is small, large, hazardous, or part of repeated or organized dumping. Examples below illustrate differences; they are not interchangeable rules. Use an official government site to verify the current reporting instructions, rather than assuming a phone number or process applies across a state, country, or region.

In some places, a local council is the usual first contact for a small load; a larger, hazardous, or organized dump may need the environmental regulator or emergency responders. Police or a local health department may also be the designated channel. The authority that accepts a report may investigate, refer it elsewhere, or alert another agency, and reporting does not guarantee that it will remove the waste.
England, Scotland, and Wales
GOV.UK’s fly-tipping guidance directs reports of smaller-scale dumping to the local council’s environmental health team. Large-scale, hazardous, or organized waste dumping should be reported to the Environment Agency. GOV.UK also says that owners whose land is dumped on may need to arrange and pay for proper disposal.
Illinois
The Illinois EPA tells people who find open dumping on their property to report it promptly to local law enforcement or the local health department. It describes possible local enforcement and cleanup actions and states that Illinois landowners have a duty to prevent open dumping and clean up pollution on their property. This is an Illinois-specific rule, not a general statement about owners elsewhere.
Victoria, Australia
EPA Victoria accepts reports about construction and demolition materials, including asbestos. Its reporting guidance asks for the location, type and amount of waste, timing, whether dumping has happened before, and information about a possible dumper. Investigations may include securing a site, scientific sampling or testing, and witness evidence. EPA Victoria may coordinate cleanup with a landowner even if the dumper is not identified. Its statement that dumping waste at a place not licensed to accept it is illegal applies in Victoria.
New South Wales, Australia
NSW EPA directs non-emergency illegal-dumping reports to RIDonline. The online form accepts a photo, location, and waste description and alerts the relevant council. The page’s listed guidance was updated in 2022, so check the current official instructions before relying on its details.

What evidence to preserve and include
A useful report sticks to observable facts: where the waste is, what it appears to be, how much is present, when you found it, whether the problem is recurring, and any safely observed witness or vehicle details. Do not rummage through debris, remove labels, or make public accusations about a suspected dumper. A regulator may have ways to gather evidence that are not safe or appropriate for a property owner.
Keep an incident log with dates, descriptions, agency contacts, reference numbers, instructions, and any later cleanup activity. Illinois EPA specifically recommends logging the date, time, description, and authorities notified for repeat incidents. Victoria EPA says investigations can use witness evidence and scientific sampling or testing; NSW’s reporting workflow accepts location, photo, and waste type.
- Photographs taken without disturbing or approaching the material.
- Address or precise location and the date and time discovered.
- Description and approximate amount of debris, including visible labels or markings.
- Any prior incidents, damage, witnesses, and vehicle information observed lawfully.
- Report confirmations, official instructions, notices, and cleanup records.
If you have a camera recording of active dumping, preserve the original footage and give it to the authority through its requested channel. It may be useful information, but it does not by itself establish who is legally responsible. Avoid confronting a suspected dumper or publishing unverified accusations.
Do you have to pay to remove dumped debris?
Do not assume that the authority will remove it, that the dumper will be found, or that you must always pay. The answer is jurisdiction-specific. GOV.UK says a landowner in England, Scotland, or Wales may need to arrange and pay for proper disposal. Illinois EPA describes a cleanup duty for landowners under Illinois law. In contrast, EPA Victoria says it may investigate and coordinate cleanup with a landowner even when the dumper is not identified. These examples do not establish a universal rule.
Before arranging work, contact the responsible local authority and ask for instructions that apply to your parcel. If you receive a notice or deadline, preserve it and contact the issuing authority promptly; where a major cost, liability dispute, or challenge to an order is involved, consider speaking with a local environmental or property lawyer.

- Will an inspection or material identification/testing happen before removal?
- Will the authority arrange removal, or must the property owner do so?
- Is there a notice, deadline, cleanup order, or process to challenge or comply with it?
- Is a grant, municipal cleanup program, hardship process, or affidavit option available?
- Which facility or contractor may lawfully accept the debris, and what records must be retained?
- Who is responsible for interim site protection, haulage, disposal, and restoration?
A local example in the U.S. EPA’s 2026 illegal-dumping prevention guide describes an Indianapolis ordinance case study in which owners had 10 days after notice to clean up or submit an affidavit; qualifying affidavits could lead to no-cost cleanup. That is an example of a local ordinance, not a national deadline or promise of assistance. It illustrates why a notice should be read carefully and why you should ask the issuing authority about local compliance options rather than relying on another city’s timeline.
How to approach cleanup and hazardous materials
“Construction debris” is not a single material. It can include lumber, shingles, pipes, asbestos, chemical containers, oily or unknown liquids, and other material with different handling and disposal requirements. EPA Victoria includes asbestos among reportable construction and demolition materials, and Illinois EPA lists asbestos and common demolition materials among items that may occur in open dumps.
If you see suspected asbestos, chemical containers, unknown liquids, strong odors, unusual dust, or other potentially hazardous material, keep clear and ask the environmental or health authority what to do. Do not try to identify a hazard by sight or treat consumer protective equipment as a substitute for professional handling. There is no universal cleanup method or contractor credential established for every location and material; follow the regulator’s local handling and disposal rules.
If the authority confirms that cleanup may proceed and you hire a contractor, get the work scope and destination facility in writing. Ask which permits or credentials are required locally, and retain the contractor’s details and a disposal receipt or equivalent record. NSW EPA advises getting proof such as tip dockets when a contractor disposes of waste for you.
Before signing, confirm who will transport the debris, where it will go, and what paperwork you will receive. Do not assume an ordinary rubbish collection service or a facility that accepts general construction waste can take hazardous material. If the authority has requested an inspection or sampling, clarify whether removal would interfere with that process before authorizing work.

How to reduce the chance of repeat dumping
For a recurring problem, consider site measures that fit the property and local rules. The U.S. EPA prevention guide identifies signs, lighting, and barriers among approaches used at illegal-dumping sites, and includes camera use in a county case study. Illinois EPA also suggests barriers, warning signs, a log, and coordination with neighbors and local authorities. These measures may deter dumping but cannot guarantee it will stop.
- Put up a visible no-dumping sign where signs are lawful.
- Consider a gate or barrier if you have authority to install it and it does not violate access or safety requirements.
- Improve lighting around suitable access points.
- If installing an outdoor camera, check privacy rules and property boundaries, and position it only where you are permitted to record. Treat footage as information for authorities, not proof of guilt on its own.
- For repeat incidents, share the incident log and concerns with neighbors and the responsible local authority.
These are optional prevention ideas, not requirements for every property. A camera is not needed for the initial response, and no single measure guarantees that dumping will stop.
