What to Do If Road Construction Blocks Your Driveway

If construction blocks your driveway, contact the project team, confirm the work window and approved access plan, and use the road authority’s official channel for unresolved concerns.

If road construction blocks your driveway, contact the project team or road authority first. Ask when access will be restricted, when it is expected to reopen, and whether an approved temporary crossing or alternate parking is available. The right contact and any applicable access rules depend on who controls the road and the project.

Who should you call?

Start with the construction sign, mailed notice, or official project page. A project sign may identify the project number, estimated duration, and a phone number for questions. The New York City Department of Transportation (NYC DOT), for example, says its street-construction signs should include those details; if a sign is missing, it directs residents to contact the agency. NYC DOT’s street-construction FAQ also says people with location-specific concerns can contact NYC311 online or call 311.

Outside New York City, the responsible contact might be a city or county transportation department, a state Department of Transportation (DOT), a utility, or the project contractor. Ask the agency to identify who owns the road and which project contact handles driveway access. A general permanent-street-closure process may not be the right route for a temporary construction blockage: Raleigh, for instance, directs temporary construction-closure inquiries to its Right of Way Services rather than the process for permanent closings. The City of Raleigh’s street-closings page was updated August 17, 2026.

If you cannot identify the project from a sign, give the agency your street address, nearest intersection, and a description of the work. Ask whether it is a public-road project, utility work, or another project, and request the name or contact information for the person handling access. The road owner and the organization doing the work may not be the same, so confirm which office can answer your question or take a complaint.

What to ask the project team

Be specific. The answers can depend on the work underway, the hours of construction, and the traffic-control plan for that location. Ask:

  • When will the driveway become inaccessible, and when is it expected to reopen?
  • Will the restriction last all day, or can vehicles enter or leave before or after the crew’s work window?
  • Is there an approved temporary crossing, and who will tell residents when it is safe to use?
  • Is alternate parking or another access arrangement available, and who can explain it?
  • Which project manager or agency contact should you call if the schedule changes or access is still blocked?

You can also ask whether the work will happen in stages, whether the crew expects to return on another day, and how residents will be told if the schedule changes. If you need to move a vehicle before work begins, ask for the latest safe time to do so rather than waiting until the crew is at the driveway. Confirm any access window directly with the project contact; a general estimate is not a guarantee that a route will be usable at a particular moment.

Do not assume there is a guaranteed schedule or a universal alternate-parking arrangement. The project team must confirm what applies to this work; cited agency guidance shows that arrangements differ by project and location. The type of work, restriction hours, approved crossing, parking availability, and controlling authority are useful points of comparison when you are trying to understand the plan.

Tell the team about special or time-sensitive needs

Contact the project team as early as possible if you need to reach your vehicle on a particular date, rely on vehicle access for a mobility or medical need, or expect a scheduled delivery or care visit. The Region of Peel in Ontario, for example, invites residents to contact its project team about date-specific driveway needs and special access needs. That is a useful example of project communication, not a nationwide entitlement or guarantee.

Explain the practical need and timing, then ask what the project can safely accommodate. If the first person you reach cannot answer, request the project manager or the agency’s access contact. Keep any instructions the team gives you, especially if they specify a time window or a designated route. Do not assume that explaining a need will change the work plan, but raising it early gives the team an opportunity to tell you what options are available.

How access may differ by type of construction

The right arrangement depends partly on what the crew is doing. Ask about the work at your address rather than assuming every driveway blockage is handled the same way.

Work type What to clarify
Surface paving When paving or curing will prevent driving across the surface, and when the project team says it is safe to use again.
Trenching or water-service work Whether a trench will block entry or exit, how long it will remain open, and whether the contractor will provide an approved crossing.
Driveway apron or right-of-way work Which agency or permit governs the work, what access can be maintained, and whether the property owner has responsibilities for the adjoining right-of-way.

These are questions to settle with the local project team, not universal construction standards. For example, the Region of Peel says driveway access may be blocked briefly during trenching, water-service replacement, or other construction. Its guidance says staff will knock to tell residents when a blockage is needed. For driveway repair, it also describes local practices involving a wait before driving or parking on new asphalt and coordination with the municipality about alternate parking. Those details apply to that region’s work and should not be assumed elsewhere.

That distinction matters when you ask how to get in or out while paving. A driveway might be blocked by the timing of surface work, an open trench, or work on the driveway apron itself; the safe reopening point and possible crossing can differ. Ask what will happen at your specific driveway, not just what the project is doing on the street. The guidance reviewed here does not provide a universal waiting period for new asphalt or a standard number of hours that a driveway must remain closed.

Can the crew provide a temporary crossing?

Ask whether the approved traffic-control plan includes a safe way to cross a trench. The Region of Peel says that if a trench stops a resident from entering or leaving a driveway, the contractor will provide metal road plates to give access if required. Ask your own road authority or project contact whether a comparable arrangement is approved for your site.

Do not drive across an excavation, move barricades, use a plate or ramp that has not been designated for access, or install a makeshift crossing yourself. Wait for the project team to confirm that a crossing is in place and safe to use. A sample temporary traffic-control plan from the Los Angeles Department of Transportation (LADOT) includes notes about maintaining access to functional driveways and coordinating with affected residents and businesses; it is an example plan, not a general legal guarantee. Read LADOT’s sample worksite traffic-control plan.

A plate over a trench is not an arrangement to improvise: ask who will install or manage the crossing and whether residents should wait for a signal or other direction before using it. If no crossing is planned, ask how long the driveway will be inaccessible and whether another option is available. A project’s plan must govern; an example from another city or region does not establish what your crew will provide.

What to do if access is still blocked or unsafe

  1. Contact the project team or road authority. Give the address, project number if available, and a brief description of the obstruction. Ask for the person responsible for access or traffic control.
  2. Use the official service-request channel. In New York City, NYC DOT directs residents with location-specific concerns to NYC311 online or by calling 311. Elsewhere, use the road authority’s official complaint or service-request system.
  3. Escalate immediate danger appropriately. For injury, immediate danger, or a blocked emergency response, contact the appropriate local emergency service. Ordinary schedule questions and non-immediate complaints belong with the project or transportation agency.

NYC DOT notes that, in unusual circumstances while work is underway, a street may be too narrow for local or emergency access. That is why it is important to ask the project contact about the specific work and report an urgent access hazard through the appropriate channel rather than presuming access must always remain open.

If the initial contact does not resolve a non-urgent problem, follow up through the agency’s official channel and include the time of your earlier contact, the project number, and what remains blocked. Ask whether the concern belongs with the road authority, a utility, or a different project office. Do not enter the work zone to get an employee’s attention or change traffic-control devices.

Keep a clear record of the issue

For your own reference, write down the date and time the driveway was blocked, the address, the project number or sign details, whom you contacted, and what they told you. If useful, take photographs from a safe public location without entering the work zone. A concise record can help you explain a continuing problem when you follow up; it is practical documentation, not a claim that every agency requires it.

Record changes to the expected schedule and any instructions about a temporary route or reopening, too. Keep the notes factual: what you observed, when it happened, and what the project contact said. This can make it easier for the agency to understand the location and the sequence of events if you need to make another service request.

Why the road owner and location matter

Rules and responsibilities are not uniform across the United States. A road may be controlled by a municipality, county, state DOT, or a utility project. Ask which authority owns or manages the work and which permit or traffic-control plan applies.

Local driveway rules illustrate why a temporary blockage should not be treated as a simple nationwide legal question. Tennessee requires a permit before constructing or modifying a driveway on state highway right-of-way. Its guidance describes “reasonable access,” while explaining that this does not guarantee the most direct or convenient access from a particular roadway. That state-specific rule concerns driveway access and permits; it does not establish a universal rule for temporary construction obstructions. See Tennessee DOT’s highway entrance permit guidance.

Seattle likewise describes property-owner responsibilities for certain adjoining right-of-way areas and requires a permit for driveway construction. These local rules are another reason to confirm requirements with the agency responsible for your location. See Seattle’s property-owner transportation responsibilities.

These examples concern different locations and circumstances; neither decides what a particular crew must do at your address. The applicable answer may depend on the road, permit, work contract, and traffic-control plan. The sources reviewed here do not establish a general payment for alternate parking, compensation for a temporary loss of access, or a damages process. If you have a property, lease, or damage dispute, the facts and local rules matter, so do not rely on a general construction FAQ as a legal determination.

What you should not assume

  • There is no universal notice period established by the cited guidance; do not assume every project must give 24 or 48 hours’ notice.
  • The sources do not establish a general right to alternate parking, compensation, or a particular direct route to the property.
  • A sample traffic-control plan or one region’s road-plate practice does not guarantee the same arrangement in another jurisdiction.
  • Claims about easements, property damage, lease remedies, or legal deadlines depend on the location and project facts; the general agency guidance here does not resolve them.

Frequently Asked Questions

Who do I call if construction blocks my driveway?

Start with the project sign, notice, or official project page. If you cannot find a contact, call the city, county, state DOT, or utility listed as responsible for the work and ask who handles driveway access. A project contact may differ from the road owner.

Can construction workers block my driveway?

The sources do not establish a single nationwide rule that answers this for every project. Access arrangements depend on the road owner, location, permit, work, and traffic-control plan. Ask the responsible project team what applies at your address; do not assume a universal notice period or guaranteed access arrangement.

How do I get in and out while they’re paving?

Ask the project contact when the driveway will be inaccessible and when it is expected to reopen, whether vehicles can pass outside the work window, and whether an approved crossing or alternate parking is available. Follow the crew’s instructions and do not cross a work area unless the project team says the route is safe to use.

Will the contractor provide a plate over a trench?

It depends on the local project plan. The Region of Peel says its contractor will provide metal road plates if a trench prevents driveway entry or exit and plates are required. Ask your own road authority whether a comparable crossing is approved; do not install or use a makeshift crossing.

Is the project required to give 24 or 48 hours’ notice or pay for parking?

The cited guidance does not establish a universal notice deadline or general requirement to pay for alternate parking. Ask the project contact what notice and parking arrangements apply to your location.

The Bottom Line

Contact the project team or road authority, confirm the work window and approved access plan, and explain any special or date-specific need early. Use only a crossing the project team has designated as safe, and report unresolved concerns through the responsible agency’s official channel. Requirements and available options depend on the road, location, and project.
