Keep a dated record, then check the escalation or review route that applies to your permit and location. There is no universal building-permit decision deadline: requirements depend on jurisdiction and permit type. Planning permission and building-code or building-control approval are different processes, so a deadline for one may not apply to the other.
Start by identifying the application and the authority handling it
Before trying to escalate, pin down what was submitted and where. “The city has my permit” is not enough to identify the applicable process: a project may involve more than one approval, and different departments or authorities may handle planning, building-code review, inspections, or other requirements.

- Find the permit or application number and the submission date.
- Record the permit category and the work covered by the application.
- Identify the authority that received it and the department or reviewer named in any correspondence.
- Gather the submitted plans and documents, receipt or confirmation, notices about completeness, requests for information, and later replies.
Use the issuing authority’s official website or contact details on its notices to locate the case. If a contractor, designer, or other representative submitted it, ask them for the confirmation and correspondence so you can see the same case history. Do not assume an application is filed, valid, or complete merely because a payment cleared or a portal account shows a submission.
Check what the portal status actually means
Look up the application in the authority’s official portal and read its own status definitions. A label such as “submitted,” “in review,” or “pending” may not tell you whether the authority has accepted the application as complete, placed it in an intake queue, assigned it to a reviewer, or paused review while waiting for something. The City of Orange Beach’s status definitions, for example, distinguish a submission found incomplete from an application waiting in a processing queue; that is an example of why local definitions matter, not a universal set of status labels.

Save a dated copy or screenshot of the status and any displayed notes. If the portal has no useful explanation, says only that the case is pending, or appears not to have updated, contact the permit office rather than trying to infer the reason from the label. Elapsed time by itself does not establish that a formal decision clock has started: completeness rules and start dates vary by jurisdiction and permit category.
Ask the permit office for a written status and next step
Send a concise message through the official case portal or the authority’s published contact channel. Ask for facts that help you act, rather than only asking when the permit will be issued. The key questions are whether the application is considered complete, what specific review or item remains outstanding, who or which department owns the next action, and when the next update or action is expected.
- State the permit number, project address, permit category, and submission date.
- Ask whether the application is complete and, if not, request a list of each missing or corrected item and how to submit it.
- If it is complete, ask which review or decision is pending and whether anything is currently required from you.
- Ask which reviewer or department has the next action and for the expected date of that action or a status update.
- Request a written response and keep it with the case record.
Use a neutral tone. A clear written request gives the authority a precise case to locate and gives you a record of the response, including any stated delay, requested document, or revised schedule. If a representative handles submissions, coordinate with them so the authority does not receive conflicting instructions.

Hello,
I am requesting a written status update for permit application [number], submitted on [date] for [permit category/project]. The portal currently shows [status and date checked].
Please confirm:
1. Whether the application is considered complete, and the date that status took effect;
2. If it is incomplete or on hold, each outstanding item and how to submit it;
3. If it is complete, which review or decision is pending and which department or reviewer has the next action; and
4. The expected date for that action or the next status update.
Please let me know if anything is required from me or my representative. Thank you.If the application is incomplete, resolve the stated deficiency
Ask the permit office to identify each missing or unacceptable item specifically. A general instruction to “provide more information” may not tell you what to change, how many copies or what format to use, or where to upload it. Request clarification through the authority’s official channel, then follow its submission instructions and keep the revised material and confirmation.
Once you have addressed the listed items, ask the authority to confirm receipt and whether it now considers the application complete. Do not assume that uploading a document automatically clears a hold or restarts review. If your designer, contractor, or other representative is responsible for a response, confirm who will submit it and when, then verify that the portal or office has received it.
Completeness can affect which processing period applies. The UK Planning Inspectorate’s guidance for England planning applications, for example, measures the standard decision period from the day after receipt of a valid application. Florida’s 2025 statutory text includes a separate requirement for local government to provide written notice within five business days after submission advising what information is needed for an application to be deemed or determined properly completed. These examples concern different jurisdictions and processes; neither establishes a deadline for an unspecified building permit elsewhere.

If the authority confirms that nothing is missing, find out what stage is pending and who has the next action. A delay could involve a queue, an internal review, or another step the authority identifies; do not assume the cause. Ask whether the stated estimate is for the next review, a decision, or simply another update, since these are not necessarily the same milestone.

If the expected date passes, reply in the same written thread with the permit number and the date of the prior estimate. Ask whether the schedule has changed, what the next action is, and when you should check back. This keeps the timeline intelligible without opening duplicate cases or relying on an undocumented phone conversation. If you do speak by phone, note the date, the office or person contacted, and what they said, then request written confirmation of any important instruction or revised schedule.
Build a record before escalating
A useful case file makes it easier for the authority, an appeal body, or a local professional to understand what happened. Preserve the original application materials and organize later communication by date. Include:
- Submission confirmation, application number, and payment receipt, if applicable.
- The portal status and date checked, plus any status history the portal provides.
- Plans, forms, supporting documents, and each revised submission.
- Completeness notices, requests for information, responses, and proof of upload or delivery.
- Written estimates, extensions, revised schedules, and messages identifying who has the next action.
- A brief dated log of calls and meetings, including names or departments when available.
Keep the file factual: distinguish the date you submitted something from the date the authority acknowledged it, and distinguish an estimated next action from a formal decision deadline. That distinction matters when local rules calculate a period from a valid or complete application, or recognize an agreed extension.

Check the local deadline and remedy for this permit type
There is no single remedy for every delayed permit. First identify the applicable local rule, the event that starts its clock, whether an extension was agreed in writing, and the filing deadline and eligibility requirements for any review. A planning appeal, a statutory fee reduction, and a dispute about processing time are different remedies; one should not be treated as a substitute for another.

The time periods above are legal or process requirements described by the named official sources, not estimates of typical processing time or promises that a permit will be issued within that period. The England guidance for applications dated on or after 1 April 2026 should not be applied to earlier applications; the Planning Inspectorate identifies a separate guide for applications dated on or before 31 March 2026. For an England planning appeal, GOV.UK also directs applicants to the relevant appeal guidance for the time limit: the period depends on the appeal type and circumstances.

First: follow up with the assigned reviewer or permit office
If the response is overdue or does not answer your questions, follow up in writing with the case number, the date of your earlier inquiry, and the specific unanswered point. Ask for the office’s next step and expected response date. This is a practical status follow-up, not a formal appeal.
Next: use the authority’s published escalation route
If routine contact does not resolve the delay, check the issuing authority’s official information for a supervisor, department manager, complaint process, or other published escalation route. State the timeline, the completeness status the authority has given you, any outstanding issue, and the practical resolution you are requesting, such as confirmation of the next review date. Follow any required form or submission method and retain proof of delivery.
Then: consider a formal remedy only after verifying eligibility
Before filing an appeal, statutory claim, or time-frame dispute, confirm that the remedy applies to your permit category and authority, what event triggers the deadline, what evidence is required, and whether extensions or exceptions affect the calculation. England planning applicants should use the relevant UK Planning Inspectorate and GOV.UK guidance for their application and appeal type. The UK government’s planning guidance recommends contacting the local planning authority to establish when a decision might be made before deciding whether to appeal for non-determination. In Ontario, check the Building Code Commission’s current procedure for disputes about permit-processing or inspection time frames. In Florida, verify the current statutory text and the specific conditions for any fee reduction with the local government or a qualified local professional.

When a filing deadline may be close, do not wait for an informal status reply if the applicable rules require action by a particular date. Confirm the deadline promptly with the official source or a qualified professional familiar with that jurisdiction and permit type. A deadline from another city, province, state, or planning process cannot safely be imported.
Common mistakes that can make a delay harder to resolve
- Treating every permit as the same process. Planning permission and building-code or building-control approval can have different decision rules and remedies.
- Assuming the clock began on the upload date. Local rules may tie a period to a valid, complete, or otherwise properly completed application.
- Reading a portal label as a full explanation. Check the authority’s definitions and ask what action is actually pending.
- Relying only on phone calls. Record the conversation and request written confirmation of instructions, status, or revised estimates.
- Using another jurisdiction’s deadline. A time limit that applies to an England planning appeal, Florida statute, or Ontario process does not establish the rule for your permit.
- Assuming a missed deadline automatically means approval or compensation. The cited examples describe specific appeal or fee-reduction routes with conditions; they do not establish an automatic result for every delayed application.
When local professional help may be worthwhile
Consider asking a qualified local building, planning, or land-use professional to review the case if the authority’s completeness position is unclear, the application involves several approvals, a formal deadline may be near, or you cannot determine which review route applies. Share the case record and ask them to identify the permit category, applicable rule, trigger date, and next procedural step. Credentials, scope of service, and familiarity with the issuing authority matter; an intermediary cannot guarantee that an authority will decide a case by a particular date.
For a straightforward status delay, start with the permit office and the written questions above. If the response identifies a missing item, resolve it and confirm receipt. If the file is complete but waiting, preserve the estimate and use the authority’s published escalation process. Move to a formal remedy only when you have verified that it applies to your specific permit and that you can meet its requirements and deadline.
