If nearby construction looks as though it may lack permission, report the facts to the local authority responsible for the site and ask it to check. You do not have to prove a breach. Work can look unusual and still be permitted, while some work does require approval; the authority decides whether planning controls were breached and what action, if any, is appropriate.
First, identify what is concerning you
Planning permission and building regulations or building standards deal with different matters. A planning concern is about whether development has the necessary planning permission or complies with planning controls. A building-control concern is about technical requirements for building work, which can include safety and construction standards. A project may raise one issue, both, or neither.

Do not assume that visible work is unauthorised just because it is substantial, disruptive or different from what you expected. Some projects do not need planning permission, and permission may not be apparent from the street. Describe what you have observed and ask the authority to assess it rather than accusing the owner or contractor of breaking the law.

- Why it concerns you and its practical effect, such as changes to access, noise or the use of the site.
- Any relevant information already available to you, such as a planning reference or details shown on a public notice.
A simple dated log can help you give an accurate account. Do not trespass, enter the site, interfere with the work or put yourself at risk to gather information. You can report a reasonable concern without collecting proof.
Send the concern to the right authority
The site’s location determines the responsible authority and its complaint process. In England and Wales, the local planning authority is reached through the local council; GOV.UK advises people to contact their LPA to find out whether a project needs permission: Planning permission: When you need it. For a suspected breach, use the council’s official planning enforcement page and current reporting route. Welsh readers should follow their Welsh local planning authority’s guidance; detailed England enforcement arrangements should not be assumed to apply in Wales.

In Scotland, planning enforcement is handled by the local planning authority. In Northern Ireland, report a suspected planning breach to the council planning office, following nidirect’s reporting guidance. Councils set their own forms and contact arrangements, so use the official page for the authority covering the property.

In England, building regulations approval is separate from planning permission; the appropriate route may be local-authority building control or, for higher-risk buildings, the Building Safety Regulator. See GOV.UK guidance on building regulations approval. In Scotland, building warrants and planning permission are also separate matters, and local-authority verifiers handle alleged unauthorised building work; the Scottish Government’s building standards procedural handbook explains compliance and enforcement.

Make and keep a clear report
- Go to the official website of the local council covering the site and find its planning enforcement or suspected breach reporting page. If the issue is about building safety or technical standards, find the building-control or building-standards contact too.
- Use the council’s current form or contact method. Give the location, description, dates and effects you recorded, and distinguish what you saw from what you suspect.
- Ask whether your identity or report can be treated confidentially and how the authority handles updates. Do not assume you can remain anonymous.
- Keep a copy of the submission, any case or reference number, and replies. Ask how to provide further relevant information or check progress.
Confidentiality arrangements vary. The Scottish Government’s example planning enforcement charter says a request for confidentiality will be handled as far as possible, but may be limited by information law or court proceedings. Ask your own authority what it can protect.

The authority assesses the information and decides whether to investigate and what response is appropriate. It may discuss the issue with those responsible, invite or consider a retrospective planning application, or take formal enforcement action. In England, the Ministry of Housing, Communities and Local Government’s enforcement guidance, updated 6 May 2026, describes enforcement as discretionary and says authorities consider the development plan and other material factors.

A report does not automatically stop work, establish that a breach occurred or mean that construction will be removed. The authority determines whether control was breached and whether action is expedient; investigation and decisions can take time. Scottish Government guidance on planning enforcement likewise describes the authority’s enforcement role and procedures: Planning Circular 10/2009. For questions about time limits or powers in a particular case, ask the relevant authority or seek qualified advice; there is no single deadline that can safely be applied across all UK jurisdictions and breach types.

If you believe there is an immediate threat to life or public safety, contact emergency services. For a dangerous structure that is not an immediate emergency, use the local authority’s dangerous-building or building-standards route promptly. Local arrangements differ; Scottish Borders Council’s 2026 enforcement charter, for example, directs dangerous-building concerns to Building Standards. That is a local example, not a UK-wide contact route.
