If a cement shortage is delaying your project, do not approve a substitute or accept an indefinite postponement. First establish exactly which cementitious product is unavailable, obtain the supplier’s written lead time and reason for the delay, and ask your contractor to show the schedule and cost consequences. Then check the signed contract, have the designer assess any technically compliant alternative, and decide—on documented evidence—whether to wait, resequence work, or redesign an affected element.
Availability differs by product, location and project specification. No single shortage statistic or delivery forecast can reliably describe every site, so your supplier’s current stock and written commitment matter more than a national headline.

Start with a precise diagnosis
“Cement shortage” can describe several different problems. A delay in one product does not automatically prevent every concrete or masonry operation, and a substitute that looks similar may fail the project specification.

- Whether the issue is bagged cement, bulk cement supplied to a ready-mix plant, a specified ready-mixed concrete, grout, mortar or another cementitious product.
- The exact product name, grade, standard, strength class and manufacturer or approved source named in the order.
- The quantity ordered, order date, purchase reference, amount already delivered and amount still outstanding.
- The supplier’s stated cause of delay, current stock position and earliest realistic delivery date.
- Whether the quoted date is a firm allocation, an estimate or a date subject to further confirmation.
Cement is a binding ingredient. Concrete is a designed combination of cement, water and aggregates, often with admixtures. Its performance depends on the complete mixture and the specified application, not simply on whether it contains cement. A shortage of one cement type may therefore affect a particular concrete mix while other products remain available.
Get evidence rather than a verbal assurance
Request the supplier’s order confirmation, revised delivery notices and any proposed replacement product data. Keep dated emails, call notes, delivery promises, invoices and photographs of materials on site. If the contractor says work is blocked, ask which specification or operation makes it impossible and what evidence supports that conclusion. Scottish Government construction-procurement guidance recommends clear evidence of reported material delays, inventory review and supply-chain engagement. For a private renovation, that is a useful planning method even though it is not a rule governing your contract.
Map the effect on the programme and budget
A missing material matters only through the activities it prevents or the sequence it disrupts. Ask the contractor for a short written impact assessment rather than a general statement that the project is “on hold.” It should distinguish the critical path from work that can continue.

Require a schedule-impact statement
The statement should show:
- The first activity that cannot start or finish, its planned date and its required cementitious product.
- Whether the delay affects excavation, reinforcement, formwork, pours, curing, inspections, backfilling or follow-on trades.
- Tasks that can proceed safely, such as setting out, drainage preparation, services, off-site fabrication, framing, surveys, protection or documentation.
- The effect on contractual milestones, the expected completion date and any float already available.
- Dependencies: for example, whether a delayed slab prevents framing, or whether one isolated pour can be separated from unrelated interior work.
- Additional costs for labour, plant standing time, storage, remobilisation, temporary protection, revised inspections or redesign.
Have the contractor update this assessment whenever the supplier changes the delivery commitment. A one-week estimate that repeatedly moves is not the same risk as a confirmed date.
Separate unavoidable cost from avoidable cost
Ask for an itemised forecast with assumptions. It should identify costs caused by waiting, costs caused by resequencing and costs caused by a proposed alternative. Include redesign, engineering review, testing, new moulds or formwork, different curing arrangements, extra labour and any effect on warranties. Do not accept a lump-sum “shortage surcharge” without the contractual basis and supporting records.
Check the contract before the deadline passes
Read the signed building contract, quotation, scope, drawings and incorporated specifications immediately. Focus on four issues: procurement responsibility, notices, delay entitlement and price changes.

Confirm who must obtain the material
Some contracts make the contractor responsible for procurement; others require the owner to supply named materials or allow the contractor to buy on the owner’s behalf. The responsible party affects both the evidence you need and any claim for time or money. Check whether the contract identifies an approved supplier, a particular manufacturer, an allowance or a provisional sum.

Look for the number of days allowed to notify a delay, the required form of notice, updates, mitigation duties and the records needed to substantiate a claim. Send a factual notice even while the cause is being investigated if the contract has a short deadline. State the affected product, order date, current supplier information, activities at risk and that you will provide updates. Avoid declaring a legal entitlement before the contract and local law have been reviewed.
Review extensions, compensation and price-fluctuation clauses
Some agreements provide an extension of time for specified external events; others leave material procurement risk with the contractor. A price-fluctuation clause may set a transparent method for unpredictable input-price changes, while a fixed-price clause may allocate that risk differently. Scottish Government guidance advises assessing delay and disruption claims against the contract and evidence. Public-sector guidance is not a homeowner rulebook, so obtain advice from a construction professional or lawyer familiar with your jurisdiction for a significant dispute.
Keep safe, productive work moving
Do not let schedule pressure turn an availability problem into a quality or safety defect. Ask the designer and contractor for a marked-up programme showing work that can continue without compromising the delayed element.
Examples of work that may be resequenced
Depending on the design, the team may be able to complete surveys, excavation support, drainage runs, service ducts, reinforcement detailing, shop drawings, procurement of non-cement materials, off-site fabrication, temporary weather protection or internal preparation. Whether a task is safe depends on site conditions and the design; a contractor should not expose an unfinished foundation or leave reinforcement unprotected merely to show activity.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsProtect partially completed work
Agree how excavations, formwork, reinforcement, stored aggregates and exposed subgrades will be protected during the delay. Record who is responsible for inspection, pumping, security and weather damage. If a pour is split into stages, the designer must confirm joint location, preparation, reinforcement continuity and curing requirements before work proceeds.

Evaluate substitutions through the design process
Never swap cement, concrete, admixture, grout or masonry units because a supplier says the products are “equivalent.” A different product can change strength development, setting time, heat generation, shrinkage, permeability, durability and curing requirements.
What a written alternative review should cover
Ask the responsible designer or engineer to compare the proposed product or system against the approved design. Require written confirmation of:
- Compliance with the project drawings, specification, governing code and required test standards.
- Required strength at the specified age, workability, setting and early-strength behaviour.
- Durability for the site’s exposure: freeze-thaw, sulfates, chlorides, moisture, abrasion, fire or chemical conditions as applicable.
- Compatibility with reinforcement, admixtures, curing method, finishes, waterproofing and adjacent materials.
- Batching, quality-control testing, delivery temperature, placement limits and curing instructions.
- Effects on construction sequence, inspection hold points, warranties, insurance and approvals.
- Confirmed local availability, lead time, price and the consequences if the proposed source also becomes unavailable.
The owner, building authority or other approving party may need to sign the change. Keep the approval, revised specification, product data and test requirements with the project records.
Alternative cements are a technical option, not an automatic replacement
The American Concrete Institute’s ITG-10R Practitioner’s Guide for Alternative Cements describes technologies that can replace portland cement in selected applications and addresses mixture design, construction and design properties. It does not approve a product for your project. Suitability still depends on the design, code, exposure, structural demand and local supply.
Specifications also vary by country. The American Cement Association identifies ASTM C150 and ASTM C595, along with AASHTO specifications, as standards used in parts of the United States. A product meeting one jurisdiction’s standard may not satisfy the specification written for another location.
A different construction system may require redesign
Concrete masonry units may be available off the shelf, but availability does not make them interchangeable with a cast-in-place foundation, slab, retaining wall or structural frame. Changing systems can alter loads, dimensions, reinforcement, drainage, fire performance, thermal detailing and inspection requirements. Treat it as a design change, not a purchasing substitution.

Written approval rules can be contract-specific
A construction contract FAQ published by the Construction Industry Authority of the Philippines describes provisions under which a material specified by trade or manufacturer name generally requires written owner approval before substitution, including cement and reinforced-concrete materials. That is an example from a Philippine contract framework, not a universal rule. Your signed contract and local regulations control.
Use a decision matrix: wait, resequence or redesign
Once the supplier has provided a credible date and the designer has assessed options, compare the choices on the same basis.
| Option | When it may fit | Questions to answer |
|---|---|---|
| Wait for the specified product | The delivery date is credible and the affected work is on the critical path but cannot be replaced without disproportionate risk. | Is stock allocated? What is the confirmed date? What protection and standing costs arise? Can unaffected work continue? |
| Resequence work | Independent activities can proceed without changing the approved design. | Does resequencing create rework, access conflicts, extra mobilisation or damage exposure? Is the revised programme realistic? |
| Use a compliant alternative product | The designer confirms equivalent or suitable performance and approvals can be obtained promptly. | Are standards, strength, durability, curing, testing, warranties and supply all documented? |
| Change the construction system | The original system cannot be supplied in time and redesign is technically and commercially justified. | Who pays for redesign, permits, new details, inspections and long-term maintenance? Does the change affect adjoining work? |
Compare total project cost and completion risk, not just the purchase price of cement. A cheaper material can be more expensive if it needs redesign, special testing, slower curing, new labour or additional approvals.
Document the project while the delay is active
Create one delay file or digital folder containing:
- Original purchase orders, specifications, approved drawings and schedules.
- Every supplier update, promised delivery date, allocation notice and proposed substitute.
- Daily or weekly site records showing labour, plant, weather, stored materials and completed work.
- Revised programmes identifying critical-path movement and mitigation steps.
- Instructions, approvals, test results, delivery tickets and photographs.
- Invoices and receipts for storage, protection, remobilisation, redesign and other delay-related costs.
Use neutral language in notices: describe facts, reserve contractual rights and avoid blaming a party before the evidence is complete. Good records help whether the project ultimately waits, changes product or becomes a formal dispute.

When to escalate
Obtain specialist help promptly if the delay affects structural work, a statutory completion date, financing, a large payment, a threatened termination or a disputed variation. An engineer or building designer should handle technical equivalence. A quantity surveyor or contract administrator can test time and cost claims. A local construction lawyer can interpret notice, extension and payment provisions. Give each adviser the contract, drawings, supplier evidence and current programme rather than a verbal summary.
What is not yet knowable from general market information
Industry reports can describe national or regional trends, but they cannot establish the stock at your local merchant, the allocation to your ready-mix plant or the delivery date for your specified mix. The American Cement Association publishes market reports and monthly U.S. market information, yet those materials do not determine an individual project’s supply position. Treat local supplier confirmation and project records as the evidence for your decision.
