What to Check When an Accessible Route Is Blocked or Too Narrow

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Start by identifying the exact route segment, measuring the unobstructed width at its tightest point, and confirming which accessibility standard applies. Under the 2010 ADA Standards, most accessible walking surfaces need a continuous 36-inch (915 mm) clear width, subject only to a narrowly defined short reduction. A route under 60 inches (1,525 mm) also needs passing spaces at intervals no greater than 200 feet (61 m). Shared-use paths can be governed by different public-right-of-way provisions, so do not assume the building-and-site rules apply everywhere.

Document what is blocking or narrowing the route, the affected connection between an arrival point and its destination, and the dimensions you observed. Give that information to the site owner or responsible organization and ask which accessible route is available. An alternate path should not be treated as usable until its width, turns, passing spaces and connection have been checked.

First establish what route is affected

An accessible route is not just any path that appears passable. It is the connection from an arrival point to the facility or area served. Arrival points can include accessible parking spaces, passenger loading areas and transportation stops; the destination may be an entrance, lobby, room, amenity or other facility. A blockage matters because it can interrupt that complete connection even when the obstruction is only a short distance from the destination.

Locate the precise segment

Record the entrance, corridor, sidewalk, parking connection, shared-use path or other segment where the problem occurs. Use a recognizable location such as “the sidewalk between the accessible parking aisle and the east entrance,” rather than “the front path.” If the route changes level or direction, note the approach and the point at which the obstruction begins.

Describe the obstruction and its duration

State what is reducing the clear passage: for example, stored material, equipment, a vehicle, landscaping, construction fencing or a damaged surface. Say whether it appears temporary or fixed if you can determine that from observation. Include the obstruction’s position, not merely its general type. A vehicle overhanging an access aisle creates a different condition from a fence installed across an entire sidewalk.

Identify the connection that fails

Explain which arrival point, entrance or facility can no longer be reached through the affected route. This gives the site owner a usable way to investigate and prevents a response that checks an isolated sidewalk but misses the interrupted connection.

2010 ADA width requirements for building and site routes

The following dimensions come from the 2010 ADA Standards provisions for accessible routes in buildings and on sites. They are dimensional requirements, not statistics about how often routes are blocked.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
Situation Requirement How to apply it when inspecting
Ordinary continuous clear width 36 inches (915 mm) Check the unobstructed width along the route, especially at the tightest point.
Limited narrow segment 32 inches (815 mm) may be allowed for no more than 24 inches (610 mm) of length; separate narrow segments must be at least 48 inches (1,220 mm) apart. Measure both the width and the length of the pinch point. Do not use this exception to justify a longer obstruction.
Route narrower than 60 inches (1,525 mm) Passing spaces at intervals of no more than 200 feet (61 m). Look for a 60-by-60-inch (1,525-by-1,525-mm) space or a qualifying T-shaped space at an intersection.
180-degree turn around an element less than 48 inches (1,220 mm) wide At least 42 inches (1,065 mm) approaching, 48 inches (1,220 mm) at the turn and 42 inches (1,065 mm) leaving. Measure the approach, the turning area and the departure separately. The special rule does not apply when the clear width at the turn is at least 60 inches (1,525 mm).

Do not extend the short-width exception

A measured width below the ordinary minimum is not automatically acceptable because a person can squeeze through. The defined reduction is limited by both width and length, and repeated narrow sections must be separated by the specified distance. If a storage rack, lift, dumpster or other item creates a longer pinch point, report the full length rather than describing it as a series of short exceptions.

Check passing opportunities on long narrow segments

When a route is below the 60-inch threshold, two wheelchair users may not be able to pass in the travel lane. Inspect the entire segment for passing spaces, not just the obstruction itself. A passing space can be a square area of the stated dimensions or a qualifying T-shaped area at an intersection. Record the distance from the pinch point to the nearest passing space and whether that space is itself blocked.

Inspect turns, not only straight runs

A route can look wide enough in a straight corridor and still fail at a 180-degree turn around a narrow element. Measure the width on the approach and departure legs as well as the turning area. Door swings, rails, columns, displays and temporary barriers can reduce the usable geometry even when the corridor’s nominal width appears adequate.

Shared-use paths and public-right-of-way provisions

The building-and-site walking-surface rules should not be conflated with public-right-of-way guidance. In the Access Board’s cited PROWAG text, bollards and similar obstructions on shared-use paths must not reduce the pedestrian access route below 48 inches (1,220 mm). Where that route is below 60 inches (1,525 mm), passing spaces are required at intervals no greater than 200 feet (61 m).

First classify the setting: a private or public building site, a sidewalk in a public right of way, or a shared-use path. Then identify the standard and edition that govern that location. A path beside a development may be maintained by a different organization from the building entrance, and the applicable criteria may differ. State that uncertainty in the report rather than presenting one number as universal.

How to inspect and document a blocked route

  1. Start at the arrival point. Follow the route from the accessible parking space, transit stop or other arrival point toward the destination. Note every point where the connection narrows, stops or diverts.
  2. Mark the exact location. Name the entrance, corridor, sidewalk or path segment and use fixed landmarks so another person can find it.
  3. Describe the condition. Identify the object, surface damage or activity causing the restriction. Note whether it appears temporary or permanent and whether it moves during the day.
  4. Measure the narrowest clear width. Record the unobstructed passage at the pinch point. A tape measure is an optional practical aid; the important record is the observed dimension and its unit.
  5. Measure the restricted length. If the width is reduced, record how far the reduced width continues. For a series of pinch points, record the distance between them.
  6. Check the surrounding geometry. At a turn, measure the approach, turning area and departure. At a long narrow segment, locate the nearest passing space and estimate the interval to the next one.
  7. Identify the destination affected. State whether the obstruction prevents access to an entrance, room, amenity, parking connection or other facility.
  8. Record conditions at the time of inspection. Include the date and time, and note variables such as a parked vehicle, delivery activity or construction phase if they may change the condition. Photographs can help show location and geometry, but they do not replace width and length measurements.
  9. Send a specific report. Provide the location, obstruction, clear width, restricted length, turn or passing-space information and affected connection to the site owner or responsible organization. Ask what accessible route is currently available and how it reaches the destination.

How to evaluate an alternate route

A sign pointing around a blockage is not proof that the detour works. Compare the original and proposed paths using the same inspection criteria. The route must connect the same arrival point to the same destination, not merely reach the property line.

Comparison point Questions to answer
Setting and governing standard Is the path in a building or site, on a sidewalk in a public right of way, or on a shared-use path? Which standard and edition apply?
Continuous clear width What is the narrowest unobstructed width, and how long does any pinch point continue?
Passing spaces If the route is below 60 inches (1,525 mm), are qualifying spaces available at the required intervals, and are they unobstructed?
Turning geometry Can a user make each 180-degree turn around a narrow element with the required approach, turn and departure widths?
Complete connection Does the path actually link the accessible arrival point with the entrance or facility served, without another blocked segment?

Only an on-site assessment can establish whether a particular detour is usable. Do not promise that a shoulder, roadway, grass strip or temporary ramp is safe or compliant simply because it is wider in one spot.

Parking, access aisles and vehicle overhang

Accessible parking spaces and access aisles must be arranged so parked vehicles cannot obstruct the required width of an adjacent accessible route. Inspect the route beside the space as well as the marked stall and aisle. A vehicle that extends beyond the curb or wheel stop can reduce the usable passage even when the striping is correct.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The Access Board advisory material identifies wheel stops as an effective way to prevent vehicle overhang from reducing that width. When documenting a parking problem, record the vehicle’s position, the affected aisle or route, and the entrance or facility that the connection serves. Ask the site operator whether the vehicle can be moved and what control prevents the condition from recurring.

What to include in a report to the site operator

A concise, measurable report is more useful than a general statement that the property is inaccessible. Include:

  • The exact route segment and nearby landmark.
  • The object or condition causing the blockage or narrowing.
  • The narrowest clear width and the length of the restricted area.
  • Any affected 180-degree turn, including approach, turning and departure measurements.
  • The nearest passing space and its approximate interval when the route is narrow.
  • The accessible parking space, transportation stop, entrance or destination whose connection is interrupted.
  • The date, time and whether the condition appears temporary or fixed.
  • A request for the currently available accessible route and the organization responsible for correcting the condition.

Use neutral, observable wording. “A delivery pallet leaves 29 inches of clear width for approximately 6 feet between the accessible parking aisle and the west entrance” gives an investigator actionable information. Avoid declaring a detour compliant unless the applicable standard and the complete route have been evaluated.

Common inspection mistakes

Measuring only the widest point

A route is constrained by its tightest point. Measure around door hardware, columns, bollards, displays, parked vehicles and construction controls rather than relying on the nominal corridor or sidewalk width.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Reporting a width without its length

The limited narrow-segment allowance depends on how long the restriction continues. A width measurement without a length measurement cannot show whether that allowance could apply.

  • High-impact ABS case with durable rubber-holds up to heavy use

Ignoring separation between pinch points

Two short restrictions may be too close together even when each one appears brief. Record the distance between narrow segments and inspect the intervening area.

Stopping at the property boundary

An accessible route can fail before reaching the entrance or facility. Follow the connection from the arrival point through the entire segment being reported.

Assuming one standard covers every setting

Building and site routes, sidewalks in public rights of way and shared-use paths may be governed by different provisions. Identify the setting and applicable edition before applying a dimensional rule.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Treating a temporary workaround as automatically safe

The official provisions cited here do not prescribe one universal temporary-detour procedure. A site owner must verify the proposed path in its actual conditions, including width, turns, passing spaces and the connection to the destination.

Practical decision sequence

When time is limited, use this order: identify the affected connection; classify the setting; measure the narrowest width and its length; inspect turns and passing spaces; check that any alternate path reaches the same destination; then report the findings to the responsible organization. This sequence keeps the investigation focused on the dimensions and route continuity that determine whether the obstruction is merely inconvenient or interrupts an accessible connection.
