What to Do Before, During and After a Flood at Home

Protect people first. Before a flood, learn your risk, plan how you will leave and reconnect, and keep supplies ready. During a flood, follow official warnings, move to higher ground and stay out of the water. Afterward, wait for the all-clear, treat every flooded space as contaminated and potentially unstable, and return only when authorities say it is safe.

Local evacuation orders, road closures, water advisories and instructions for your particular building always take priority over general guidance. Floods may build over hours or arrive as flash floods with almost no notice, so preparation must happen before rain begins.

Before a flood: make the decisions while conditions are calm

Learn your flood risk and identify higher ground

Check whether your home, workplace, school, commute and frequently used roads are in a flood-prone area. The American Red Cross directs residents to the FEMA Flood Map Service Center to look up a property by address. Do not stop at the map: identify a practical route to higher ground and a second route in case bridges or low roads close. Note where local authorities publish evacuation orders and where shelters are announced.

Walk or drive the route in advance when conditions are normal. Identify an accessible destination for anyone who uses a wheelchair, walker or other mobility aid. If your neighborhood has limited exits, plan to leave early rather than waiting until water blocks the route.

Create a household communication and meeting plan

Decide how household members will contact one another if a flood separates you. Choose an out-of-area contact who can relay messages, and agree on a meeting place outside the flood zone. Write down phone numbers, addresses, medication information and emergency contacts in case phones are lost or networks are congested. Include arrangements for children, older adults, people with disabilities and anyone who needs electricity for medical equipment.

Tell a trusted neighbor about anyone who may need help leaving. Decide who will collect children, who will take pets and which vehicle will be used. Rehearse the plan briefly so an alert does not become a debate.

Assemble at least three days of essential supplies

The National Weather Service recommends at least three days of food, water and medicine. Keep supplies together where they can be reached without entering a flooded area. Choose foods requiring little cooking or refrigeration if a power failure is possible. A practical kit includes:

  • Drinking water, ready-to-eat food and prescription and essential over-the-counter medicines.
  • Flashlights, spare batteries, blankets and a first-aid kit.
  • A NOAA Weather Radio or another battery-operated radio for official updates.
  • Rubber boots and rubber gloves for limited, post-flood tasks when authorities permit them.
  • Phone chargers, portable battery packs and copies of identification, insurance information and critical medical details in a waterproof container.

Keep the radio, flashlight and medications where every adult can find them. Check expiration dates and battery condition on a schedule rather than waiting for storm season.

Pack for evacuation, including pets

Put a go-bag near an exit before a threat develops. Include clothing, hygiene items, medicines, identification, keys, chargers, essential documents and supplies for infants or older adults. Prepare a separate pet carrier or leash, food, water, medication, vaccination records and waste supplies. Many shelters have rules about animals, so identify pet-friendly destinations in advance.

Charge phones and portable radios when flooding is likely, and keep spare batteries available. If officials advise evacuation—or flooding is likely and roads may soon become impassable—leave early. An order can arrive after safe travel options have narrowed.

Reduce property damage only when it is safe

Life safety and evacuation come first. If there is time and no danger, the National Weather Service says sandbags or other materials may help protect a home, but filling and placing them takes time and they do not make a building flood-proof. Never stay behind solely to finish this work.

Test a sump pump before the wet season and consider a backup system if your building depends on one. A professional can install plumbing check valves to reduce backflow. Label circuit breakers or fuses so an adult can identify circuits quickly if utilities must be shut off. Do not attempt electrical or gas work in wet conditions.

Check flood insurance well before a threat

Standard homeowners insurance generally does not cover flooding. The National Weather Service notes that many flood policies take at least 30 days to take effect. Waiting periods, exclusions, eligibility and covered property vary, so ask your insurer for the current terms long before heavy rain is forecast. Keep the policy number and claims contact with your emergency documents, and photograph the home and major contents for your records when conditions are safe.

Know what a watch and a warning require

Alert language determines how quickly you must move. Continue monitoring official local updates even after taking an initial step; an alert can be upgraded as conditions change.

Alert What it means What to do
Flood Watch Conditions are favorable for flooding; flooding is possible. Review routes, charge devices, gather the kit and be ready to leave.
Flood Warning Flooding is imminent or already occurring. Take action immediately, follow evacuation instructions and move to safety.
Flash Flood Warning Flash flooding is imminent or occurring. Move immediately to high ground, especially in a flood-prone area; do not wait for water to rise around you.

A warning is not a suggestion to watch conditions for a little longer. If local officials order evacuation, comply immediately. If flooding is likely and you can still travel safely, leaving before water reaches roads is safer than waiting for a later instruction.

During a flood: move away from water and electrical hazards

Monitor official instructions and evacuate promptly

Use local emergency alerts, a battery-operated radio and official government updates. Follow shelter directions, road closures and evacuation routes even if a familiar road appears open. Take your emergency kit and pets if you can leave safely. Disconnect utilities or appliances only if there is time and it is safe to do so; never delay evacuation to shut off power, gas or water.

Stay out of floodwater on foot

Never walk, swim or play in floodwater. It may be deeper or faster than it looks and can contain sewage, chemicals, sharp debris, electrical current and hidden holes. The American Red Cross gives these guidance figures: 6 inches (15 cm) of fast-moving water can knock a person over, and 12 inches (30 cm) can carry a vehicle away. These figures do not define a safe depth; slower or shallower water can still injure you.

Do not go around a barricade or drive onto a flooded road. A road surface may have washed away beneath apparently shallow water, and a vehicle can lose traction or be swept downstream. Turn around and use the designated route or shelter direction.

If moving water traps you

If you are in a building, move to the highest possible point without entering a closed attic where rising water could trap you. If you are in a vehicle and water is rising, call 911 if possible and follow the emergency operator’s directions. Do not attempt to drive through moving water. Signal for help from the highest safe position you can reach.

Treat basements and wet electrical areas as immediate hazards

Do not enter a basement or room if water covers electrical outlets or cords are submerged. Leave immediately if you see sparks or hear electrical arcing or crackling. Do not touch wet electrical equipment, switches or appliances, and do not stand in water while attempting to disconnect anything. Wait for the utility provider or a qualified electrician to make the system safe.

Prevent carbon-monoxide poisoning

Never operate a gasoline-, propane-, natural-gas- or charcoal-burning device inside a house, basement, garage, tent or camper, or outside near an open window. A portable generator must never be used inside a home or garage. Carbon monoxide cannot be seen or smelled, so ventilation by opening a door is not a safe substitute for operating equipment outdoors as directed.

After a flood: return only when authorities say it is safe

Wait for the all-clear and respect closures

Do not return to a flooded neighborhood until authorities give an all-clear. Stay out of disaster areas and obey road closures. A building that looks intact may have unstable floors or ceilings, gas leaks, contaminated surfaces or live wires. Do not enter alone if officials permit re-entry; tell someone where you are going and carry a charged phone.

Inspect from a safe position before entering

Look for leaning walls, damaged foundations, sagging ceilings, broken glass, chemical odors, leaking gas and downed wires. If you see damage or smell gas, leave and contact the appropriate utility or emergency service. Use a flashlight or battery-powered lantern, not a candle, because leaking gas may ignite.

Confirm water and food safety

Floodwater can carry sewage, chemicals and debris. Ask local public-health authorities whether tap water is safe for drinking, cooking, brushing teeth and cleaning. Follow any boil-water instruction exactly; do not assume clear-looking water is safe. Discard food that touched floodwater or was held at unsafe temperatures, including food in damaged packaging. Keep children and pets away from contaminated water and mud.

Make electrical and utility systems safe

Do not touch wet electrical equipment or stand in water near it. Have the utility provider or a qualified electrician confirm that power is off and inspect wiring before circuits are re-energized. Do not use appliances, outlets or extension cords that were submerged until they have been evaluated. Gas, plumbing and structural systems may also require qualified professionals; do not improvise repairs that could conceal a hazard.

Use protective equipment during cleanup

For cleanup that authorities have permitted, the American Red Cross recommends boots, long pants, work gloves, eye protection and an N95 respirator. Work with a partner, take breaks and follow public-health instructions for the particular contamination. Children should not be sent into moldy or damaged areas. People with asthma, other lung conditions or immune suppression should avoid these sites and consult local health guidance about exposure.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Dry the building quickly and control mold

The American Red Cross advises drying the home and contents as quickly as possible, within 24 to 48 hours. If that cannot be achieved, assume mold growth is likely and address it when re-entry is safe. Ventilate wet areas when outdoor conditions and electrical safety permit. Remove materials that cannot be cleaned, repaired or dried, and separate salvageable contents from contaminated debris. Do not disturb mold unnecessarily or use fans that spread contaminated dust into occupied areas.

Document damage and reconnect with people

Once you are safe, contact family and close friends to say you are safe. The National Weather Service points to the American Red Cross Safe and Well listing as one way to share that information. Contact your insurer promptly about property damage and follow its instructions for photographs, inventories, receipts and temporary repairs. Do not discard damaged items before documenting them unless they present an immediate health or safety risk.

When professional construction help is warranted

Flood recovery often involves more than cosmetic drying. A qualified electrician should evaluate submerged wiring and equipment; utility professionals should address gas or service issues; and a licensed contractor or structural professional may be needed for damaged foundations, floors, walls, ceilings, plumbing or mechanical systems. Professional installation is also appropriate for plumbing check valves and backup sump systems. Equipment and repairs can reduce future damage, but none makes it safe to ignore an evacuation order or enter a contaminated, unstable building.
