Before you pay a holding deposit or sign a lease, verify six things: the apartment’s physical condition, the complete cost, the written agreement, the landlord or agent, safety and building rules, and the records you will receive at move-in. Walk through the property carefully, put promised repairs in writing, and keep dated photos and copies of every document. Deposit limits, fees, alarm requirements and required paperwork depend on the apartment’s location, so use local housing rules rather than assuming another jurisdiction’s practice applies.
1. Prepare before you view or apply
Set a realistic monthly budget
Start with rent, then add every recurring cost you can identify: electricity, gas, water, heating, internet, telephone, parking, local taxes or charges, building fees and any required insurance. Official guidance in Massachusetts specifically tells renters to calculate likely utility costs, while the England government checklist identifies bills such as electricity, gas, water, communications, a television licence and council tax in its local context. Those examples are not a universal bill list; ask what applies to this apartment and location.

Pick the symptom - the matching free tool is one click away.
- Ask which utilities are included in rent and which are separately metered.
- Ask whether utilities are billed directly by a provider, allocated by the landlord, or split among occupants.
- Request the amount and frequency of recurring charges beyond rent, including parking, storage, amenity or building fees.
- Budget for one-time costs such as an application fee, holding payment, security deposit, first month’s rent and moving expenses.
Do not rely on a universal “rent should be a certain percentage of income” rule. The cited official sources support checking bills and fees, but they do not establish one affordability percentage for every renter.
Confirm the basic facts
Write down the full address, unit number, proposed start date, lease length and the name of the person or company offering the apartment. If an agent or property manager is involved, request their role, business name and reliable written contact details. In England, the government checklist tells tenants to obtain the landlord’s identity and an address where notices can be served, and to ask whether the landlord is authorized to let the property; those are England-specific points, not worldwide requirements. See the England checklist.

Understand any payment before sending money
Ask what application documents and any holding payment are required. Get a receipt and written terms stating whether the payment is refundable, when it can be retained, and what happens if the landlord rejects the application or you withdraw. Fee rules vary: England’s Tenant Fees Act guidance and Massachusetts broker-fee guidance illustrate local systems rather than a general rule. Never send money to an unverified account or pay before you know who is receiving it and what the payment covers.
2. Inspect the apartment during the viewing
Take notes room by room. If possible, visit at a time when you can test fixtures and observe noise, light and access. Ask permission before operating equipment, and do not conceal an existing defect while documenting it.
Doors, windows and visible condition
- Open, close and lock exterior doors and accessible windows. Look for damaged frames, broken latches, gaps or signs that a lock does not work.
- Look at ceilings, walls, floors, cabinets and trim for stains, swelling, peeling paint, cracked surfaces or unfinished repairs.
- Check for active leaks, water marks, musty smells, condensation, mould-like growth and damaged sealant around kitchens and bathrooms. These observations flag questions; the applicable local law defines habitability and there is no single visual test that substitutes for it.
- Look under sinks and around toilets, radiators, boilers, air-conditioning units and washing machines for moisture or corrosion.
- Note pests, droppings, damaged screens and openings around pipes or doors.
Photograph significant damage with the date enabled on your device. Ask when each defect will be repaired and have the commitment added to the proposed agreement, a signed addendum or another written record.
Fixtures and appliances
List every item that is included: cooker or oven, refrigerator, dishwasher, washer, dryer, heating and cooling equipment, light fittings, blinds and built-in storage. Check its visible condition and ask which items will remain when you move in. Record anything broken, missing or unsafe. A promise to replace an appliance is useful only when it identifies the item, the expected work and a responsible party in writing.
Safety equipment
Ask what smoke, fire and carbon-monoxide alarms are installed, whether they have been tested, and whether the landlord will provide required inspection records or safety information. Requirements differ by jurisdiction. For example, the England guide describes at least one smoke alarm on every floor used as living accommodation and carbon-monoxide alarms in rooms with a fixed combustion appliance used as living accommodation. Do not treat that England example as a rule in another country, state or province; confirm the local standard with the relevant housing authority.

Shared spaces and everyday access
Inspect entrances, lifts, hallways, laundry rooms, refuse areas, mail facilities, parking and storage. Ask how keys, fobs and intercoms are issued and replaced. Find out about quiet hours, pets, smoking, alterations, guests, bicycle storage and use of shared amenities. If the property is in a strata or condominium scheme, request the by-laws; NSW Fair Trading specifically lists relevant strata by-laws among documents tenants may need there.
3. Verify management and maintenance arrangements
Know whom to contact
Obtain a landlord, agent or manager’s full name, a service or business address where applicable, telephone number and email address. Confirm who is authorized to sign the lease and who is authorized to receive rent. If several people share ownership or management, ask which contact handles repairs and which receives formal notices.
Ask how repairs and emergencies work
Request the normal repair-reporting method, expected response times and an after-hours emergency number. Ask what counts as an emergency and what you should do for a burst pipe, loss of heat, electrical danger, fire or lockout. Massachusetts guidance recommends evaluating the landlord’s response record for after-hours emergencies. If the agent cannot explain the process, treat that as a material risk and seek the answer in writing before signing.
Put promised work into the contract
Attach a list of repairs with a completion date or a clearly described condition for possession. Keep messages, emails and estimates. A verbal assurance that a leak, broken lock or missing appliance will be fixed is difficult to enforce if it does not appear in the written agreement or an acknowledged inspection record.
4. Read the complete proposed agreement
Read every page and attachment before paying a deposit or signing. Compare the document with the advertisement and statements made during the viewing. Ask for a corrected copy if they differ.

| Clause to check | Questions to answer in writing |
|---|---|
| Parties and premises | Are every tenant, landlord and authorized agent named? Is the address and unit description correct? |
| Rent and payment | What is the amount, due date, payment method, grace period and consequence of late payment? |
| Term and renewal | What are the start and end dates? Does the tenancy renew automatically, and what notice is required? |
| Early exit | Can a tenant end early, assign the lease or sublet? What notice, replacement-tenant process or charge applies? |
| Fees and deposit | What is payable at signing and later? Which amounts are refundable, and what deductions are allowed? |
| Utilities and services | Who pays each utility, internet or communications service, local tax and shared-service charge? |
| Repairs and access | Who handles routine maintenance, urgent work and appliance repair? How much notice is given for entry? |
| Rules and shared obligations | What rules cover pets, smoking, guests, noise, alterations, parking and shared areas? Are tenants jointly responsible for another tenant’s unpaid rent or damage? |
| Damage or uninhabitable conditions | What happens if fire, flooding or another event makes the unit unusable? Are rent suspension, relocation or termination terms stated? |
Local law controls whether a fee, notice period, repair term or penalty is permitted. A lease cannot make an unlawful term valid simply by putting it in writing, so confirm uncertain clauses with the relevant local authority or a qualified tenancy adviser.
5. Calculate the true cost before committing
Build a written move-in and monthly-cost worksheet. Advertised rent is only one line.
| Cost category | What to establish |
|---|---|
| Rent | Amount, due date, payment method and any scheduled increase. |
| Utilities | Which services are included, estimated usage cost, meter arrangements and billing method. |
| Local charges | Taxes, council or municipal charges, waste fees and other location-specific assessments. |
| Connectivity | Internet, telephone, television or licence costs, including installation or equipment charges. |
| Parking and storage | Mandatory or optional spaces, permits, deposits and monthly fees. |
| Insurance and building fees | Required renter or contents insurance, amenity charges and any recurring administrative fee. |
| Up-front payments | Application or holding payment, security deposit, first rent payment and moving-related charges. |
Ask for estimates based on the apartment’s actual heating, cooling and water arrangements rather than relying on a generic figure. Keep the worksheet with the lease so a later charge can be compared with what you were told.
6. Check deposits, fees and required documents locally
There is no universal deposit cap, protection scheme or fee list. Use the rule set for the apartment’s jurisdiction.
| Jurisdictional example | What the official material says | Qualification |
|---|---|---|
| England | The government checklist discusses deposit limits and protection, permitted fees, landlord identity, authority to let and alarm checks. | The page is marked withdrawn in the search result and was updated May 1, 2026. Verify the current official guidance before relying on it. England source |
| New South Wales | NSW Fair Trading lists a tenant information statement, proposed tenancy agreement, condition report, applicable strata by-laws and an invitation to lodge the bond through Rental Bonds Online among documents tenants should receive. | NSW-specific; page last updated May 19, 2025. NSW source |
| Canada | The federal consumer guide explains leases and deposits and notes that some provinces require a pre-move inspection. | Provincial rules differ; confirm details with the province or territory. Canada source |
| Massachusetts | State guidance covers apartment, broker and signing fees, utility budgeting, written repair commitments and emergency-response questions, including a reference to a July 2025 law. | Massachusetts-specific; do not transplant its fee rules elsewhere. Massachusetts source |
| California | The Department of Real Estate recommends careful inspection, notes about needed repairs and an inventory checklist, and discusses California-specific application and fair-housing issues. | California-specific; those requirements are not nationwide. California source |
Before paying, confirm the deposit amount, where it will be held or protected, the deadline and method for return, permitted deductions and the procedure for disputing a deduction. Ask for a receipt for every payment.

7. Create a defensible move-in record
Complete the condition or inventory report with the landlord or agent whenever the local process provides one. Inspect each room, appliance and fixture; write “existing,” “damaged,” or “not tested” instead of leaving a blank. Add photographs or video with dates, and send copies to the landlord or agent so there is a time-stamped record.
- Review the report against your viewing notes and the lease’s repair promises.
- Record every pre-existing mark, stain, crack, missing item and malfunction, including the location.
- Photograph meter readings, keys, remotes, alarm displays and any area that could later be disputed.
- Sign only after corrections are made, or write the correction beside the signature and request an acknowledged copy.
- Store the signed agreement, condition report, photos, receipts and repair messages in two locations.
Canada’s consumer guidance recommends inspecting with the landlord and recording visible damage; California guidance likewise recommends notes and an inventory checklist. Inspection requirements differ among Canadian provinces and other jurisdictions, so follow the local form and deadline.
8. Compare apartments using the same evidence
When choosing between properties, use one worksheet for each apartment. Score or describe the same six axes:
The Tool Desk
Outbyte PC Repair FREEClear out junk files and repair common Windows errorsFree Scan →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Total monthly cost: rent plus verified utilities, local charges, parking and recurring fees.
- Lease flexibility: term, renewal, notice, assignment and early-exit obligations.
- Physical condition: defects, moisture signs, appliance condition and written repair commitments.
- Safety and building rules: alarms, locks, access, emergency arrangements and restrictions that affect your household.
- Management responsiveness: clear contacts, repair process and after-hours coverage.
- Documentation quality: complete agreement, receipts, condition report, by-laws and deposit information.
A lower advertised rent is not necessarily the lower-cost or lower-risk choice if utilities, unresolved repairs or weak documentation are materially worse.
9. Red flags that should pause the decision
- You cannot verify the owner, agent, address or authority to let.
- You are pressured to pay before receiving a proposed agreement or written payment terms.
- The person offering the unit refuses a reasonable inspection or will not document existing damage.
- Promised repairs are described only verbally, without a date or responsible party.
- Fees, utilities, deposit handling or renewal terms are vague or change between the advertisement and lease.
- No one can explain how to report an urgent repair or who responds outside normal hours.
- Required safety information, strata or building rules, or tenant documents are withheld.
Pause and seek local tenancy advice when a term appears unlawful, a payment cannot be explained, or the property’s condition presents an immediate safety concern. Do not sign merely to preserve a verbal promise.
