A successful multi-building social housing scheme is planned as one connected neighbourhood, not as a collection of separate blocks. Start with local housing need, resident input, site and context evidence, then coordinate density, building types, streets, open space, landscape, access, safety, servicing and management. The detailed requirements come from the local plan, design code, building and fire-safety regulations, and project-specific technical advice; this article uses England-wide guidance, with London operational examples clearly identified.
Treat the proposal as a connected place
The first decision is conceptual: the masterplan must explain how buildings, streets, paths, landscape and shared spaces work together. The National Design Guide captures this distinction in the sentence, “A place is more complex and multi-faceted than a building:”. For a multi-building development, quality comes from the relationships between parts: where residents walk, meet, play, receive services, store cycles, put out waste and reach their homes.

Draw the scheme as a neighbourhood plan before resolving individual elevations. Identify the main entrance, everyday routes, public and semi-public spaces, children’s play or informal recreation areas, quieter residential courts, service points and links to surrounding streets. A resident should be able to understand where they are going, which spaces they can use and how the development connects to the existing community.
1. Establish the site and context before fixing the layout
A layout that ignores its setting usually creates later conflicts over access, drainage, overlooking, ecology, cost or planning approval. Prepare a concise evidence base and show how every major design move responds to it.

Record the physical setting
- Map the existing built form, street pattern, building heights, roof forms, materials, heritage assets and local character.
- Understand landform, levels, ground conditions, contamination risk, retaining requirements and construction constraints.
- Assess watercourses, groundwater, drainage capacity, flood risk and opportunities for sustainable drainage.
- Survey trees, habitats, protected species, ecological networks and landscape features worth retaining.
- Test sunlight, shade, wind, noise, air quality, overheating risk and other environmental conditions that affect homes and outdoor spaces.
Understand connections and local need
- Map existing walking, wheeling, cycling, public-transport and vehicle routes, including barriers such as busy roads or level changes.
- Locate schools, shops, health services, employment, parks, community facilities and other destinations residents will use.
- Review local housing evidence for household sizes, accessible homes, family accommodation, older residents, homelessness, supported housing and other identified needs.
- Record community concerns and opportunities raised by residents, neighbours, service providers and local organisations.
The resulting context plan should be more than a survey appendix. It should explain, for example, why a taller building belongs on one edge, why a route follows an existing desire line, why trees are retained, or why homes and gardens are oriented away from noise.
2. Form the brief with the right team and meaningful engagement
Bring architecture, planning, landscape, highways, transport, drainage, ecology, fire safety, building control, housing management, accessibility, cost and construction expertise into the project early. The 2026 Building for a Healthy Life toolkit stresses establishing a multidisciplinary team at the earliest possible stage to create a cohesive vision, maximise opportunities and reduce later delays.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsInclude the future landlord or managing organisation from the beginning. It can identify practical requirements for cleaning, repairs, inspection, security, communal heating, deliveries, waste and grounds maintenance that are easy to miss in a purely visual masterplan.
Make engagement usable
Invite people affected by the proposal to shape the brief, not merely to comment on a finished drawing. Use accessible venues, clear plans, translated or alternative formats where needed, and more than one participation method. Test questions that produce design decisions: Which routes feel unsafe? Which facilities are missing? What household sizes are needed? Where should play, seating, deliveries and visitor parking go? Publish how feedback changed the brief and explain constraints where it could not be adopted.
3. Design the movement and public-space network first
Set a clear hierarchy from public streets to shared courts, entrances and private gardens. Routes should be direct, overlooked, well lit and usable by people walking, wheeling and cycling. Compact, walkable forms can improve access to services and public transport, but compactness is not a target by itself: route quality, gradients, crossings, daylight and space for landscape matter.
Make the plan legible
- Give the development a recognisable address and a small number of obvious entrances rather than a confusing field of parking and blocks.
- Use building fronts, trees, changes in paving and views to mark destinations and help visitors navigate.
- Place active ground-floor uses, communal rooms or frequently used entrances where they support natural activity without creating nuisance for homes.
- Separate through routes from private defensible space, while avoiding leftover strips that no one owns or maintains.
- Design for inclusive access from the site boundary to every required entrance, shared facility and usable outdoor space.
Coordinate public realm with the highway authority and emergency services before roads, turning heads or parking bays become fixed. A route that works for everyday walking but blocks a fire appliance, refuse vehicle or ambulance is not a complete layout.

4. Set density and building form from evidence
There is no single correct density figure for social housing. The National Design Guide links appropriate density to context, accessibility, building type, built form and character. Start with local policy and tested site capacity, then examine whether the resulting homes have adequate daylight, privacy, internal space, landscape and outdoor amenity.
Test more than one form
Compare plausible arrangements such as perimeter blocks, courtyards, terraces, point buildings or a mixed approach. The right answer depends on the site, not on a preferred building type. Check each option for:
- How well it relates to surrounding scale, streets and views.
- Whether entrances, stairs and lifts are easy to find and naturally overlooked.
- Whether courtyards and gardens receive useful daylight and are not dominated by blank walls or servicing.
- How family homes, accessible homes and larger households are distributed across the site.
- Whether construction, phasing, maintenance and future management remain practical.
Higher density requires particular care for family housing. Do not trade away living space, storage, private outdoor space, privacy or acoustic comfort merely to increase the unit count.
5. Provide a locally relevant mix of homes and tenures
Use local housing evidence to set the mix of dwelling sizes, types and tenures. A genuine mix can include different household sizes, accessible or adaptable homes and forms suited to families, older people or supported residents where the need exists.

The 2026 Building for a Healthy Life toolkit identifies grouping all affordable homes together or dividing facilities by tenure as poor outcomes in its assessment framework. That does not remove legitimate housing-management, funding or phasing constraints, but it makes tenure segregation a design issue that must be consciously addressed. Use consistent entrances, landscape quality, lighting, play areas and communal facilities unless a clear operational reason requires otherwise.
6. Make accessibility, health and amenity fundamental
Accessibility is a continuous route, not a ramp added at the end. Check gradients, crossing points, kerbs, surfaces, entrance thresholds, door widths, lift access, wayfinding, seating and rest points from the public highway to each home and shared facility. Consider whether homes can be adapted as residents’ circumstances change.

Protect the conditions that make homes liveable
- Provide sufficient internal space, storage and circulation, with particular attention to family homes.
- Test daylight and sunlight to rooms, gardens, courtyards and play areas without creating unacceptable overheating or glare.
- Design for effective ventilation, thermal comfort, acoustic privacy and control by occupants.
- Manage overlooking between homes and prevent public routes from cutting through private gardens or balconies.
- Provide usable external amenity, including communal areas that are welcoming, overlooked and accessible.
Accessibility categories and proportions are not universal figures. The National Model Design Code guidance says local authorities should set requirements that reflect local needs, including the use of higher accessibility categories where policy requires them. Confirm the applicable standards with the local planning and building-control teams for the specific project.
7. Coordinate safety, security and emergency planning from the outset
Building safety should shape the masterplan as well as the building drawings. Provide emergency-service access, safe means of escape, evacuation arrangements and appropriate assembly space without turning everyday routes into hostile vehicle corridors.
Use design to support perceived and actual security
- Orient windows, balconies and entrances toward streets and shared spaces to provide natural surveillance.
- Avoid deep recesses, hidden corners and routes that force residents through isolated spaces.
- Use lighting, planting and boundary treatments that preserve visibility and do not create concealment.
- Keep public, shared and private areas understandable; avoid gates as a substitute for a well-managed layout.
London-specific housing guidance discusses fire-appliance access, means of escape, evacuation strategy, assembly space and suitable evacuation lifts for relevant developments. It also addresses overlooking and alternatives to gated layouts. These are useful prompts, not England-wide rules: outside London, check the current local plan, building regulations, fire-safety requirements and advice from the responsible authorities.
8. Plan servicing, waste and cycles as part of the place
Residents experience operational failures as design failures. Reserve space and routes for refuse collection, deliveries, maintenance, emergency access, moving-in activity and visitors without allowing vehicles to dominate the public realm.
For London schemes, the housing guidance says communal waste and recycling facilities should be accessible and usable by residents, placed on a hard, level surface and arranged to meet local collection requirements. London also publishes residential cycle-parking standards. Elsewhere, verify the current authority’s collection method, vehicle dimensions, storage ratios, transfer distances, security requirements and management arrangements. Do not adopt London figures as a national standard.
Place cycle stores close to entrances, make them step-free where required, and provide a route that residents will actually use. Coordinate bin stores, plant, meter cupboards, postal deliveries and maintenance access with landscape and ventilation so that operational spaces do not become prominent, unsafe edges.

9. Integrate landscape, ecology, drainage and long-term maintenance
Landscape is infrastructure, not decoration added after the blocks are positioned. Retain valuable trees where feasible, connect habitats, use planting to define routes and spaces, and design for shade, biodiversity and seasonal interest. Coordinate levels, rainwater management, tree roots, utilities and foundations before construction information is complete.
Every planted area needs an owner, maintenance specification and realistic budget. Clarify who will inspect play equipment, prune trees, clean paved courts, manage attenuation features and replace failed planting. A visually ambitious scheme that cannot be maintained will quickly lose the qualities promised at planning stage.
10. Compare options against the same decision criteria
When two or more layouts are credible, assess them consistently rather than choosing on unit count alone. The following criteria synthesise the main design and operational questions.
| Decision area | Questions to test |
|---|---|
| Policy and context | Does the option respond to the local plan, design code, existing character, landform and site constraints? |
| Homes and tenure | Does it deliver the evidenced mix of sizes, types and tenures without visibly segregating residents or facilities? |
| Connectivity | Are walking, wheeling and cycling routes direct, accessible, overlooked and connected to local destinations? |
| Density and amenity | Does land efficiency remain compatible with daylight, privacy, family accommodation, internal space and outdoor amenity? |
| Safety and access | Are entrances legible, public spaces naturally supervised, and emergency access, escape and evacuation workable? |
| Landscape and environment | Does the layout protect ecology, manage water, provide shade and support maintainable landscape? |
| Operation | Can waste, deliveries, cycles, repairs, cleaning and estate management function without undermining residents’ spaces? |
Record the reasons for the preferred option and the trade-offs accepted. This creates a defensible design narrative for planning discussions and helps the project team keep later changes aligned with the original objectives.
11. Use each guidance document for the decision it covers
| Guidance | Best used for |
|---|---|
| National Design Guide | Context, identity, layout, built form, density, inclusion, movement, landscape and amenity. |
| Building for a Healthy Life, 2026 toolkit | Early multidisciplinary working, local needs, engagement, integrated neighbourhood design and tenure integration. |
| London City Hall housing design guidance | London-specific prompts on fire access, evacuation, natural surveillance, waste and cycle parking. |
| National Model Design Code guidance | How local authorities can set accessibility requirements that reflect local needs. |
Use these alongside the current local plan, supplementary guidance, design code, building regulations, fire-safety rules, highways requirements, environmental permits and technical reports. A national guide cannot replace a site-specific approval requirement.
12. Avoid predictable masterplanning failures
- Fixing the block plan before understanding the site: complete context, levels, drainage, ecology, movement and housing-need work first.
- Chasing a unit target: test density against daylight, privacy, family space, landscape, access and management.
- Leaving accessibility to building design: audit the entire route network and shared realm at concept stage.
- Grouping affordable homes or separating facilities by tenure: integrate homes and shared spaces while documenting genuine management constraints.
- Adding fire access, bins or cycle stores at the end: reserve their routes, dimensions and locations in the first masterplan.
- Using gates or cameras to compensate for poor layout: prioritise visibility, active frontages, clear ownership and well-used routes.
- Designing landscape without a maintenance plan: assign responsibility, inspection routines and funding before approval.
- Applying London details everywhere: label regional guidance and verify the requirements of the actual authority.
A practical stage-gate checklist
- Evidence: complete context, site, movement, environmental, ecological, drainage and housing-need studies.
- Vision: agree the neighbourhood structure, character, priorities and measurable success criteria with the multidisciplinary team and community.
- Options: draw at least two credible layouts and compare them against policy, amenity, access, safety, environment and operation.
- Framework: fix the movement hierarchy, public-space network, landscape structure, servicing strategy and emergency arrangements.
- Homes: test the dwelling mix, tenure integration, accessibility, internal space, privacy, daylight, ventilation and acoustic conditions.
- Operations: confirm waste, cycles, deliveries, maintenance, management, phasing and construction access with responsible operators.
- Compliance: check the current local plan, design code, building and fire regulations and technical approvals before submission.
- Delivery: carry the agreed principles into detailed design, procurement, construction, handover and post-occupancy management.
The strongest proposal is the one that can explain, with evidence, why its homes, buildings, streets, landscape and services belong together. Treating those decisions as one system produces a scheme that is easier to approve, build, manage and live in.
