What Permits and Safety Checks Are Needed Before Commercial Demolition?

Before commercial demolition starts, the project needs two parallel approvals: location-specific permits and documented safety controls. At minimum, arrange a competent person’s written engineering survey, control every utility service, complete the required asbestos inspection and notification, identify other site hazards, and confirm the city, county, state and delegated environmental agency requirements. There is no single nationwide demolition-permit checklist; the exact approvals depend on the property’s jurisdiction, building type and scope of work.

Do not set a demolition date until those items are documented. A permit application alone does not replace the structural survey, utility shutdowns or hazardous-material planning required to protect workers, neighbors and the public.

Which approvals must be verified for the property?

Federal OSHA and EPA rules establish important safety and asbestos duties, but they do not create one universal commercial-demolition permit for every U.S. project. The building department and other authorities for the site determine the local path. Contact them before mobilization and ask for the current forms, review times, inspection sequence and close-out requirements.

Approval or clearance Authority to contact What to confirm Evidence to retain
Demolition or building permit City or county building department Whether a separate demolition permit is required, what plans or site drawings are needed, and which inspections occur before, during or after removal Issued permit, approved plans and inspection records
Plan review or structural documentation Building official or planning department Whether engineering calculations, shoring details, public-protection plans or neighboring-property notices are required Stamped submittals and written approvals
Utility clearance Electric, gas, water, steam, sewer and other service providers, coordinated with the owner and authority having jurisdiction Which lines must be disconnected, capped, relocated or protected, who performs the work, and how completion is verified Provider work orders, tags, maps, photographs or written confirmations
Asbestos or air-quality filing State or local agency delegated authority under the EPA asbestos program Whether the project is a regulated demolition, which notification form and fee apply, and the submission deadline Inspection report, notification, confirmation and any agency correspondence
Waste and disposal requirements Local solid-waste authority and applicable state environmental agency Sorting, transport, disposal-site, manifest or recycling rules for the materials expected from the job Hauler records, manifests, receipts and disposal documentation
Traffic, sidewalk or public-way controls Transportation, public-works or police department Whether closures, barricades, flaggers, sidewalk protection, crane permits or delivery-time restrictions apply Right-of-way permits and approved traffic-control plan

Some jurisdictions also impose zoning, historic-district, stormwater, tree-protection or environmental approvals. The applicable requirements are not established by the federal sources summarized here, so treat them as questions for the site authorities rather than assuming they apply or do not apply.

What is the required pre-demolition engineering survey?

OSHA’s demolition rule, 29 CFR 1926.850(a), requires an engineering survey before employees are permitted to begin work. The survey must be made by a competent person and determine the condition of the framing, floors and walls, together with the possibility that any portion could collapse unexpectedly. OSHA states: “Prior to permitting employees to start demolition operations, an engineering survey shall be made, by a competent person, of the structure to determine the condition of the framing, floors, and walls, and possibility of unplanned collapse of any portion of the structure.”

What the survey should examine

  • Structural framing, floors, walls, roofs, stairs and other components that may lose support as work progresses.
  • Alterations, fire or water damage, settlement, overloading and deterioration that could change the original load path.
  • Adjacent structures or shared walls that could expose employees or the public if the building shifts or collapses.
  • Conditions that affect the demolition method, equipment access, worker positioning and protection of people outside the site.

OSHA’s Technical Manual explains that the survey is used to plan equipment and manpower and to address hazards such as fires, cave-ins and injuries. It is a planning document, not a quick visual walk-through. The employer must retain written evidence that the survey was performed. Keep the signed report, drawings, photographs, assumptions, recommended sequence and any changes issued after concealed conditions are found.

When the survey changes the work plan

If the survey identifies unstable floors, unsupported masonry, damaged framing or a risk to an adjoining structure, stop and revise the method before exposing employees. The resulting controls may include a different sequence, restricted access, temporary support, remote equipment, exclusion zones or additional engineering review. The survey does not authorize demolition by itself; it provides the condition information needed to select a safe method and satisfy the OSHA precondition for starting employee work.

How must utilities be isolated?

Before demolition begins, electric, gas, water, steam, sewer and other service lines must be shut off, capped or otherwise controlled outside the building line. Coordinate directly with each utility provider and determine whether a service that cannot be removed must be relocated or protected. Do not rely on an old site plan, a breaker label or a verbal assurance from a former occupant.

Utility-control sequence

  1. Obtain current utility records and walk the property with the owner and providers to locate incoming and outgoing services.
  2. Identify lines serving neighboring buildings, shared systems, fire protection, elevators, alarms or other functions that may continue after the structure is vacated.
  3. Schedule provider-controlled disconnections, caps, removals or relocations outside the building line.
  4. Verify completion at the site using the provider’s documentation and physical checks before equipment or employees enter the demolition zone.
  5. Protect or reroute any essential service that must remain active, and mark the controlled boundary so later crews do not reconnect or damage it.

Include utility status in the daily pre-start briefing. A change in ownership, weather event, neighboring construction or discovery of an unrecorded line requires the crew to pause and reassess rather than proceeding from the original assumption.

What asbestos inspections and notices are required?

The EPA Asbestos National Emission Standards for Hazardous Air Pollutants (Asbestos NESHAP) covers demolition operations at institutional, commercial and industrial buildings. Before regulated demolition, the owner or operator must arrange a thorough inspection of the affected area and notify the appropriate delegated agency. The inspection should identify asbestos-containing material (ACM) and material presumed to contain asbestos where the applicable OSHA rules require that presumption.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

EPA and OSHA duties are separate

EPA’s NESHAP requirements focus on regulated demolition, inspection and agency notification. OSHA’s construction asbestos standard imposes workplace-information duties: building owners must determine the presence, location and quantity of ACM or presumed asbestos-containing material before covered work and must inform prospective employers and affected employees. Satisfying one agency’s process does not automatically satisfy the other.

Give the inspection information to every employer whose workers may be exposed. Make the report, drawings, sample results, assumptions and work-area boundaries available in the project’s hazard-communication process. If materials are inaccessible or their composition cannot be established, document how they will be treated before disturbance.

Notification timing

EPA Region 1 guidance says an ordinary initial notification for a regulated operation is generally due at least 10 business days before work begins. That timing is regional guidance, so confirm the current rule, form, delivery method and counting convention with the state or local air-pollution agency delegated to handle the project.

Narrow exceptions can apply to qualifying emergency renovations and to demolitions ordered by a state or local government because a structure is unsound and in imminent danger of collapse. For the latter situation, the notice is due as early as possible and no later than the following working day. An owner or contractor should not label a job an emergency merely to avoid the ordinary deadline; obtain the agency’s direction and keep the order or other supporting record.

What other hazards and emergency preparations belong in the plan?

Demolition exposes hazards that may not be visible during a permit review. OSHA planning guidance calls for a health-hazard assessment, coordination with nearby utilities, fire prevention and evacuation planning, and first-aid and emergency-medical arrangements. Assess unknown structural conditions and hazardous materials before selecting equipment, access routes or personal protective equipment.

Hazard assessment

  • Inspect for unstable or concealed structural elements, voids, basements, shafts, floor openings and falling-object exposure.
  • Identify hazardous substances that may be present because of the building’s age, former use, equipment or stored contents; determine what sampling, isolation or specialist handling is needed.
  • Evaluate dust, noise, vibration, vehicle movement, energized systems, fire load and public exposure for the chosen demolition method.
  • Coordinate boundaries and warning systems with owners, tenants, neighboring businesses and emergency responders where the work could affect them.

The employer must select PPE from the actual hazards found. There is no universal PPE list that is suitable for every commercial demolition project. Respiratory protection, protective clothing, eye and face protection, hearing protection, fall protection and other controls depend on the assessment, applicable OSHA standards and the work method.

Emergency readiness

Write an emergency plan that identifies evacuation routes, assembly points, alarms, fire-prevention measures, first-aid resources, emergency medical services, site access for responders and the person authorized to stop work. Confirm how a collapse, utility strike, fire, hazardous-material release or worker injury will be reported and isolated. Brief every crew and subcontractor before entry and whenever the plan changes.

  • Jurisdiction-specific demolition permit and any approved plans or public-way permits.
  • Written competent-person engineering survey, including adjacent-structure findings and demolition recommendations.
  • Utility-provider confirmations showing services shut off, capped, removed, relocated or protected outside the building line.
  • Asbestos inspection report, owner information supplied to employers and workers, agency notification and submission confirmation.
  • Hazard assessment identifying unknown conditions, exposure controls, access restrictions and PPE decisions.
  • Fire-prevention, evacuation, first-aid and emergency-medical arrangements.
  • Waste-handling, transport and disposal arrangements appropriate to the materials expected.
  • Daily briefing and stop-work process for changed conditions.

A document is useful only if field conditions match it. Mark revisions when the sequence, equipment, access, utility status or material assumptions change. Reinspect affected areas after severe weather, an unexpected partial collapse, a utility event or any discovery that invalidates the original survey.

What are the most common compliance failures?

Scheduling work before permits are confirmed

A contractor may have a signed contract and mobilization date while the building department still requires a separate demolition permit, inspection or public-way approval. Ask the authority for a written list of prerequisites and build its review time into the schedule. Do not treat a permit application receipt as permission to begin.

Relying on an incomplete utility map

Older drawings can omit shared, abandoned or rerouted services. Require provider coordination and completion records, then verify the controlled boundary in the field. If an unmarked line is found, stop work, isolate the area and obtain qualified direction.

Ordering asbestos work too late

Sampling after demolition has started can create exposure, delay and enforcement risk. Schedule the thorough inspection early enough for analysis, abatement or controlled handling and the applicable notification period. Confirm whether the project is under a state or local delegated procedure rather than assuming every agency uses the same form.

Using a generic safety plan

A standard PPE list or demolition method cannot account for a particular structure’s condition, neighboring buildings, utilities or materials. Base controls on the documented survey and hazard assessment, and revise them when conditions differ from the assumptions.

Ignoring adjacent properties and the public

A survey limited to the target building can miss a shared wall, sidewalk exposure or occupied neighboring space. Include affected adjacent structures, public routes and emergency access in both the engineering review and the local-permit inquiry.

Why this preparation matters

OSHA reported 185 worker fatalities inspected by federal and state OSHA programs between fiscal years 2019 and 2022 that involved demolition activities. That figure is a count from an OSHA regional emphasis-program directive, not an estimate of all demolition deaths, but it illustrates why a documented pre-start process matters. The practical threshold is simple: no employee demolition work until the competent-person survey is complete, utilities are controlled, asbestos obligations are addressed, hazards are planned for and the authorities with jurisdiction have confirmed the required approvals.
