In commercial construction, topping out means the building’s structural frame has reached its highest point, usually when the final or highest beam is installed. It is a structural-height milestone—not proof that the building is finished, approved for occupancy, or ready to open.
The precise meaning of topping out
“Topping out” describes the point at which the main structural frame reaches the top of the planned building. Traditionally, that happens when the last beam is placed at the highest point of the structure. In a steel-framed project, the beam is usually the final piece of structural steel. In another structural system, an equivalent highest structural element may mark the milestone.

TERMIUM Plus, the Translation Bureau of Canada, describes “topping off,” also called “topping out,” as a builders’ rite associated with placing the last beam, or its equivalent, atop a structure. The Port of Seattle uses a similar definition: the last piece of steel placed at the highest point of a building’s structure.
It measures height, not readiness
The milestone answers one narrow question: has the structure reached its highest planned point? It does not answer whether the exterior is enclosed, whether building systems work, whether inspections are complete, or whether people can legally use the space.

A project can therefore celebrate topping out while substantial work remains below and around the completed frame. The exact amount depends on the design, contract, construction method, and systems included in that project.
Does topping out mean the building is finished?
No. Topping out normally means that the principal structural frame has reached its highest point. It does not mean the entire construction project is complete.
Work that may still remain
After the top structural element is installed, a commercial project may still require work such as:
- Exterior façade and cladding installation.
- Roofing and other work needed to close the weather envelope.
- Mechanical, electrical, plumbing, fire-protection, and controls installation.
- Interior walls, ceilings, floors, finishes, fixtures, and tenant fit-out.
- Testing, balancing, commissioning, inspections, and correction of deficiencies.
- Documentation, approvals, furnishings, equipment installation, and operational preparation.
These activities can overlap with structural work, but none is automatically complete because the final beam is in place. A topping-out announcement should therefore be read as an update on structural progress rather than a completion notice.
Why there is no universal “percentage complete”
The phrase does not carry a standard percentage-complete figure. A tall office building with a large amount of interior fit-out may have extensive work remaining; a simpler structure may be closer to use. Contract scope, systems, inspections, and commissioning determine the remaining effort. Authoritative descriptions of topping out do not establish a universal cost-left or schedule-left number, so a project-specific percentage should not be inferred from the ceremony.
How topping out differs from other project milestones
Construction teams track several milestones that can sound similar but answer different questions. The table below separates them.

| Milestone | What it indicates | What it does not establish |
|---|---|---|
| Topping out | The highest structural element has been installed. | Weather-tightness, interior completion, approval, or occupancy. |
| Building enclosure or weather-tight condition | The exterior envelope has substantially closed the building against weather. | That the structural frame has reached its highest point or that interiors are complete. |
| Substantial or practical completion | A contract-defined stage at which the work is usable for the purpose stated in the agreement, subject to its conditions. | That every minor item, documentation task, or defect has been resolved. |
| Opening or occupancy | Required approvals and operational preparations allow users to occupy or open the facility. | That the project’s structural milestone occurred recently or that all post-opening work is finished. |
The exact legal meaning of “substantial completion” comes from the project agreement, while occupancy depends on applicable approvals and the authority having jurisdiction. Those terms should not be substituted for topping out.
What happens at a topping-out ceremony?
The ceremony is a custom associated with the structural milestone, not a regulatory requirement. Projects choose different formats, and some simply record the installation without holding a public event.
A common sequence
- Prepare the final structural element. The project team identifies the beam or equivalent element that will occupy the highest structural position.
- Add signatures or messages. Workers, owners, designers, officials, and invited community members may sign or write messages on the element before it is lifted.
- Add traditional symbols. A small evergreen tree and, in some ceremonies, a flag may be attached.
- Lift the element. A crane raises the piece to the top of the structure while the team guides it into position.
- Secure it in place. Once the structural connection is completed, the frame has reached its highest point.
- Mark the occasion. The project may hold a workforce, owner, stakeholder, or community gathering.
The Port of Seattle described this type of sequence for the Seattle-Tacoma International Airport C Concourse Expansion topping out in December 2024. Santa Monica College likewise describes topping out as placing the last and highest structural beam.
Why people sign or paint the beam
Signing or painting the final beam gives the workforce and project participants a physical record of their contribution. It is commemorative rather than an engineering requirement. A project may paint the beam white, add names, or use another locally chosen design; none of those practices defines topping out.
The evergreen tree and flag
An evergreen tree is a customary symbol in many topping-out traditions, and a flag is sometimes included. Their presence does not change the technical milestone. Because ceremonies vary by project and region, neither symbol is required for a topping out to have occurred.
Who may attend
Attendance can include construction workers, subcontractors, the owner, architects and engineers, public officials, project partners, and community representatives. The guest list reflects the project’s relationships and communications goals, not a formal definition of the milestone.

“Topping out,” “topping off,” and related wording
“Topping off” is commonly used as a synonym for “topping out.” “Top-out ceremony” and “top-off ceremony” are also used for the associated event. In ordinary project communications, these expressions usually refer to the same structural-height achievement.
Some teams use “topping out” for the installation itself and “topping-off ceremony” for the celebration. That is a useful wording distinction, but it is not universal. To avoid confusion, a project update should state whether it is describing the physical placement of the final element, the event, or both.

Where the tradition comes from
The custom is commonly associated with Scandinavian tree-placing rites. The Port of Seattle characterizes the practice as more than 1,000 years old, while TERMIUM Plus identifies it as a traditional builders’ rite. The historical custom explains the tree and celebratory elements; it does not turn them into legal or technical requirements.
Getty’s Art & Architecture Thesaurus defines the related ceremonies as celebrations of a building under construction reaching its highest point. That wording captures why a topping-out event can be meaningful even though the project is far from operational completion.

For an owner, tenant, investor, neighbor, or future occupant, the announcement is useful but limited. It confirms a major structural achievement. It does not by itself establish the handover date, opening date, final cost, or remaining construction duration.
Questions to ask the project team
- Has the building enclosure reached a weather-tight condition, or is façade and roofing work still underway?
- Which mechanical, electrical, plumbing, fire-protection, and controls systems remain to be installed or commissioned?
- What interior areas are complete, and what tenant or specialist fit-out is outstanding?
- Which inspections, tests, approvals, and commissioning activities are still scheduled?
- What contractual milestone governs handover or substantial completion?
- Is the announced date a structural milestone, a ceremony date, or both?
These questions convert a celebratory announcement into a useful schedule update without treating it as an opening notice.

What it can tell you about sequencing
Once the highest structural element is installed, project communications may shift attention toward enclosure, systems, interiors, testing, and approvals. That is a planning tendency, not a universal sequence: trades can work in several areas at once, and the order varies with the building and contract.
Common misunderstandings
“The roof is finished”
Installing the highest beam is not the same as completing the roof or making the building weather-tight. Roofing and enclosure work may still be underway.
“The building is ready for tenants”
Tenant readiness normally requires completed spaces, functioning services, life-safety systems, inspections, and any approvals required for use. Topping out establishes none of those conditions.
“The project is almost done by definition”
Structural progress is important, but the remaining work can be extensive, especially where the project includes complex building systems, detailed interiors, or substantial tenant fit-out. The milestone should not be translated into a generic time or cost estimate.
“A ceremony is mandatory”
A topping-out ceremony is customary and often valued, but it is optional. The technical milestone is the placement of the highest structural element; signing, trees, flags, speeches, and photographs are variable traditions.
Why the milestone matters in commercial construction
Reaching the highest structural point demonstrates that the frame has progressed through a defining stage of construction. It gives the workforce and stakeholders a clear event to recognize, provides a communications moment for the owner and community, and creates a common reference point in project reporting.
Its value is strongest when the announcement names the milestone precisely. A clear update identifies the building or phase, states that the highest structural element was installed, gives the date, and separately describes the work still ahead. That wording preserves the significance of the achievement without promising a completion date that the milestone cannot support.
