An outdoor tennis facility needs three coordinated systems: a court surface and foundation suited to the site, an enclosure that provides safe playing space without obstructing play, and lighting designed for the hours and level of use. The right specification depends on climate, soil and drainage, available land, local requirements, maintenance capacity, and whether the courts serve recreation, clubs, or sanctioned competition. Professional tournament figures are useful reference points, not default requirements for every neighborhood court.

Plan the court, surrounding clear area, fencing, gates, lighting, drainage, and maintenance access as one facility. A good-looking topcoat or a bright fixture cannot make up for a poorly designed base, inadequate runoff, unsafe clearances, or uneven lighting.

Start with the site and intended use

Before selecting a surface or counting light poles, establish what the facility must accommodate. A single recreational court has different demands from a club with evening leagues or a venue seeking to host sanctioned events. The intended hours, users, weather, maintenance resources, and site constraints should drive the design brief.

  • Use and play level: Identify recreational, instructional, club, or competition use, including whether play after dark or broadcast-quality coverage is actually needed.
  • Site conditions: Assess soil, slope, groundwater, frost depth, existing drainage, wind exposure, and the space available beyond the court lines.
  • Operations: Decide who will clean, inspect, repair, and maintain the surface, enclosure, and lights, and how equipment can reach the court.
  • Local constraints: Confirm applicable building, electrical, accessibility, stormwater, noise, zoning, and lighting rules with the relevant authorities and qualified project professionals.

The USTA describes lighting, fencing, resurfacing, reconstruction, and new construction as facility project categories; its current Tennis Facility Assistance page is the appropriate place for U.S. owners to check program details. Assistance and grant conditions are specific to programs and can change, so do not assume eligibility or funding.

USTA facility award criteria consider court area and surface, enclosure and lighting, and how the layout adapts to the site. That is a useful design principle even when a project is not pursuing an award: these elements work together, rather than as isolated purchases. See the USTA Outstanding Facility Awards criteria.

Choose a surface system, not just a color

A tennis court surface includes the prepared ground, foundation, structural base, any cushioning layer, and the playing coating. Each layer affects drainage, stability, play characteristics, repair options, and long-term maintenance. Selecting a coating before understanding the base and site conditions risks treating a visible symptom while leaving the underlying problem intact.

The ITF’s November 2019 Court Construction guidance describes an acrylic court over a base normally made of asphalt or concrete. Its construction concepts include a compacted foundation, asphalt base courses, an optional cushion system, and an acrylic (PMMA) or polyurethane (PU) coating with aggregate. The guide’s approximate layer depths are not a universal construction recipe. Soil conditions, frost depth, drainage, structural loading, local engineering, and the selected surface system all affect the design.

What to compare between surface options

There is no universally best surface. Compare complete systems against the way the facility will be used and maintained:

  • Playing pace and feel: Consider how the surface plays for the intended users, but do not treat pace as a complete measure of quality.
  • Climate and drainage: Evaluate rainfall, freeze-thaw exposure, heat, and how water will leave the court and surrounding area.
  • Construction and repair: Ask how the system depends on the existing base, what defects can be repaired locally, and what work requires broader resurfacing or reconstruction.
  • Maintenance workload: Match the surface to the staff, equipment, and routine inspection the owner can sustain.
  • Lifecycle and downtime: Compare installed and ongoing costs, repairability, and how long courts may be unavailable during maintenance. Obtain project-specific estimates; there is no single cost figure that applies across sites and systems.

Use pace classification carefully

The ITF Court Pace Classification Programme classifies surfaces into five categories: slow, medium-slow, medium, medium-fast, and fast. Classification is based on Court Pace Rating. It describes pace, not the construction quality, durability, safety, or suitability of a particular installation. The ITF states: “ITF Classification does not imply any form of ITF approval or endorsement.” Consult the ITF’s Tennis Surfaces Classification page for the programme context.

Drainage and maintenance belong in the surface decision

Drainage is a design requirement, not an optional convenience. The court structure and grading must suit the site and chosen surface, and the owner should have a plan for keeping drains and playing areas clear. Water that lingers can interrupt play and contribute to deterioration; the specific remedy depends on whether the issue is grading, drainage infrastructure, base condition, or surface maintenance.

Maintenance expectations differ by surface. The 2026 ATP Rulebook’s tournament provisions call for drainage and regular inspection of clay, composition, and loose courts. For outdoor hard courts, it calls for daily cleaning and washing when necessary. In its tournament context, grass requires daily cutting and inspection for unevenness, holes, and other defects. These are event provisions, not staffing requirements for every recreational facility; use them to build a realistic local maintenance schedule. The 2026 ATP Rulebook provides the relevant event guidance.

Design the enclosure around safe playing space

Fencing is more than the boundary between court and property. The enclosure must work with the playing area and the space around it: players need room to move beyond the lines, the fence must not create unsafe edges or obstruct visibility, and gates must provide practical access without interfering with play. Site layout should also account for adjacent courts, circulation, maintenance access, and any nearby hazards.

What to resolve in a fence plan

  • Clearances: Confirm the full dimensions around the playing area for the intended use and applicable standards before fixing fence locations. The available excerpt from the ITF’s 2026 Technical Booklet recommends a 3.05 m minimum distance for recreational and club play in its stated context, but does not provide enough surrounding dimensional detail to use that number as a complete setback plan. Verify the full specification and dimension labels before using it in drawings. See the 2026 ITF Technical Booklet.
  • Fence height and layout: Specify the enclosure to suit the court, site, use, and relevant requirements; do not select dimensions without confirming the applicable standard and local constraints.
  • Visibility and safety: Consider whether the fence is easy to see, whether edges or projections create hazards, and whether gates swing or open in a way that avoids the playing area.
  • Wind and durability: Have the fence and its supports designed for site-specific wind loading and expected service conditions. A screen can increase wind load and should be considered as part of the system.
  • Access: Locate gates for players, staff, emergency access, and equipment movement, while keeping normal circulation out of the play area.

A windscreen is an optional accessory, not a substitute for a structurally designed fence. It may be useful where the site’s conditions and operations support it, but its dimensions, mesh, attachment method, wind loading, and compatibility with the fence need to be checked. USTA New Hampshire lists windscreens among fixed court amenities in its grants and assistance information; that listing establishes it as an amenity option, not a required feature or a universal specification.

Specify lighting for the actual level of play

Lighting should be designed around intended use and measured across the playing area, not selected by a single advertised brightness number. The designer should determine the applicable target, lay out fixtures and poles, calculate average illuminance and uniformity, and address glare, spill onto neighboring properties, controls, energy use, and maintenance access. Local rules may also constrain operating hours, aiming, or spill light.

Professional-event figures are reference points, not universal targets

The following figures come from named 2026 professional-event documents. They apply to those competition contexts and should not be presented as general building-code requirements or automatic specifications for recreational courts.

Event context Illuminance figure Qualification
ATP Tour tournaments 100 foot-candles (1,076 lux) 2026 ATP Rulebook recommendation; average based on 15 on-court readings.
ATP Challenger events 70 foot-candles (750 lux) 2026 ATP Rulebook recommendation.
Televised ATP events About 185 foot-candles (2,000 lux) 2026 ATP Rulebook HDTV broadcast recommendation.
WTA 125 tournaments 750 lux required; 1,076 lux recommended 2026 WTA 125 Appendix E standards; average based on 15 readings.

Sources: the 2026 ATP Rulebook and the 2026 WTA Rulebook, Appendix E. The ATP Tour and Challenger figures are stated as recommendations in the event rulebook; the WTA 125 document distinguishes a required level from a recommended level. A project team should identify the standard that actually governs its facility rather than importing one of these event values by default.

Uniformity, glare, and measurement matter

An average can conceal dim areas and bright spots. ATP guidance recommends even distribution, with a highest-to-lowest ratio no greater than 1:2 and 1:1.5 recommended, and evenly distributed poles. These are ATP event-context recommendations. For a site-specific design, a qualified lighting professional should calculate and measure a grid of readings at the relevant plane, then check uniformity as well as the average. The design should also limit glare for players and neighbors, control spill light, place poles so they do not interfere with play or sightlines, and allow safe access for maintenance.

Controls are part of the operating design: establish how lights will be switched or scheduled, who can operate them, and how the system responds to local operating restrictions. The owner should also consider energy use and how failed fixtures can be serviced without unnecessary disruption. These choices depend on the selected equipment and site; the event figures above do not specify a universal pole height, fixture layout, control scheme, or residential spill-light limit.

Coordinate the three systems before construction

Surface, enclosure, and lighting decisions constrain one another. A fence position depends on the required clear area and site layout. Pole locations and aiming depend on the court geometry, enclosure, neighboring properties, and applicable lighting target. Surface and drainage design affect grading, construction sequencing, and access. Resolve these relationships on a coordinated site plan before construction documents are finalized.

  1. Define the brief: Record the facility’s users, play level, operating hours, number of courts, and whether sanctioned competition requirements apply.
  2. Survey the site: Establish boundaries, levels, drainage conditions, utilities, soil and frost considerations, wind exposure, neighboring uses, and the area available for safe clearances.
  3. Choose candidate surface systems: Compare the full construction assembly, expected play characteristics, climate suitability, repair needs, maintenance workload, cost over time, and likely downtime.
  4. Set the enclosure layout: Confirm clearances against the complete applicable specification, then locate fencing, gates, circulation, and any optional windscreen with structural wind loading considered.
  5. Set the lighting brief: Establish the use-level target with a qualified designer, who can plan poles and fixtures and assess illuminance, uniformity, glare, spill, controls, and maintenance access.
  6. Check local requirements and coordination: Confirm permits and applicable local rules, then check that drainage, grading, fence foundations, electrical work, and maintenance routes are compatible.
  7. Plan operations before handover: Assign inspection and cleaning responsibilities, specify how defects will be reported, and make sure the owner has access to the equipment and procedures needed for routine upkeep.

The ITF’s Tennis Courts & Facilities Guide is an additional official facilities resource. For detailed design, use current project-specific engineering and applicable standards rather than treating general guidance or tournament rules as construction documents.
