Kansas City Public Schools and LiUNA Local 663 are launching LEARN, a four-year construction program at East High School in Kansas City, Missouri. KCTV5 reported on October 5, 2026, that 80 students had enrolled. The program introduces students to hands-on construction skills, workplace safety, and union networks, with a possible route to a LiUNA apprenticeship after graduation—not a guaranteed job or apprenticeship placement.
What students learn in LEARN
Students begin in ninth grade and build practical experience over four years. KCTV5’s report names concrete, rebar, woodworking, flashing, flooring, and installing windows and doors among the skills students learn. KCPS career and technical education director April Adams said the extended timeline also gives students time to develop industry professionalism and connect with unions and labor networks.
The report describes LEARN as the first program of its kind in Kansas City, according to LiUNA Local 663 president Jason Mendenhall. Mendenhall also cited roughly 13 similar programs nationwide. Those are his attributed claims; the report does not provide an independent inventory to verify the comparisons.
Safety training and work boots
KCTV5 says students can earn an OSHA-10 safety certification. It does not specify the course format, when students earn the credential, or whether it is required to complete the program.
