At minimum, it needs a safe place to land boats; potable water, toilets, handwashing, drainage and waste controls; hygienic fish handling space; dependable power and communications; and facilities for boat, engine and gear servicing. Ice, cold rooms and dedicated transport belong in the plan when catch volumes, journey times and buyers justify them.
The right design depends on the shoreline, tides, storms, vessels, fishery, market distance, available land and utilities, environmental rules, and the community’s ability to operate and maintain what is built. The sections below show how to turn those conditions into a workable village infrastructure plan.

Start with the site, not the building
Site selection determines whether every later investment works. FAO guidance on small-scale landing facilities treats access, safety, services and future expansion as one decision. A landing center that is convenient in calm weather but unusable during seasonal swell, flooding or poor tides will fail no matter how good its sheds and equipment are.

Questions a site survey must answer
- Can local boats approach, land, berth, launch or haul out safely under the village’s normal tide, wave and wind conditions?
- How quickly can fishers reach their grounds, and how reliably can catches leave for buyers by road, waterway or another transport link?
- Is there enough firm land for unloading, sorting, washing, sales, ice, storage, vehicle movement, servicing and waste handling without forcing dirty and clean activities together?
- Can the site obtain potable water, electricity, drainage outfall and communications, or can those services be extended at a realistic whole-life cost?
- Can the layout expand if vessel numbers, catch volumes or market requirements increase?
- What coastal, flood, erosion, habitat, pollution-control and public-health approvals apply?
Surveyors and engineers should document shoreline levels, ground conditions, currents, wave exposure, flood pathways and erosion before selecting a structure. The design should also leave room for inspection, repairs and environmental monitoring. A natural cove or beach may provide a safer, lower-maintenance starting point than a large engineered harbor, while a more exposed site may require protective works that the community cannot afford to maintain.

Choosing the landing arrangement
| Arrangement | When it may fit | Advantages | Key limitations to resolve |
|---|---|---|---|
| Improved beach landing | Small boats, limited landing volumes, suitable natural slope and a fleet that can safely launch or haul out | Lower structural complexity; can be upgraded incrementally with hardstanding, drainage, water and handling areas | Exposure to waves, difficult access at some tides, vehicle and pedestrian conflicts, and limited protection for boats |
| Small jetty or landing platform | Boats need a defined edge for unloading and the shoreline allows safe foundations and approach | More predictable unloading, easier separation of people and vehicles, and a clear point for water or fuel services | Structural loads, scour, storm damage, accessibility, maintenance access and safe use at changing water levels |
| Sheltered harbor or village landing complex | Larger or more active fleets, frequent landings, severe exposure or a strong case for berthing and servicing | Greater weather protection and space for coordinated fish handling, repairs, storage and transport | Higher capital and operating obligations, environmental effects, sediment management and the need for durable governance |
This comparison is a decision framework, not a universal specification. Do not choose breakwaters, jetty dimensions, dredging, refrigeration capacity or power ratings without local demand data and engineering design.
Make water, sanitation, drainage and waste core infrastructure
Fresh water and sanitation support both harbor operations and food safety. They should be planned with the landing surface and fish-handling route, rather than added after construction.
Potable water
Provide treated drinking water for crews and workers, with storage sized for local supply reliability and peak landing activity. Include protected filling points for fish-handling, cleaning and vessel use where appropriate. Treatment, tanks, pumps and pipework must suit local water quality, salinity, temperature and maintenance skills. Backflow protection and separation from contaminated sources are essential.

Place toilets, handwashing stations and changing or wash facilities where crews can reach them without walking through clean fish areas. Supply soap, safe water, lighting and a method for cleaning and restocking. Wastewater arrangements must meet local health requirements; a toilet block without a dependable emptying or treatment plan simply moves the hazard elsewhere.
Drainage and wastewater
Landing floors should drain quickly after washing, rain and fish unloading. Grade surfaces toward channels that can be inspected and cleared, while preventing contaminated water from flowing into clean storage, living areas or the sea untreated. Design for intense rainfall and high tides, not only average conditions. Keep stormwater, sanitary sewage, fish-processing wastewater and oily water separated where local rules and pollution risks require it.

Solid waste, fish waste and pollution control
Give the village a defined place and procedure for fish offal, damaged catch, packaging, general refuse, fuel residues and oily water. Covered containers, scheduled collection and cleaning reduce pests and odors. Fuel points need spill prevention and response materials; engines and workshops need controls for oils, solvents, batteries and scrap. FAO’s harbor guidance emphasizes that pollution prevention and environmental monitoring continue after construction, so assign responsibility and budget for inspections rather than treating them as a one-time approval.
Design a clean fish-handling chain
The fish facility should follow the product’s movement: receiving, sorting, washing when appropriate, weighing or sale, chilling or icing, temporary storage and dispatch. A compact layout reduces walking, handling damage and opportunities for cross-contamination.
Receiving and sorting
Provide a defined unloading edge and a durable, washable surface where catches can be separated by species, grade or buyer requirement. Keep vehicles, fuel work and waste containers out of the receiving path. If weighing or inspection is required, locate equipment where it can be reached without repeatedly carrying fish through dirty areas.
Washing and hygiene
Use food-contact-safe, cleanable surfaces with adequate water pressure and drainage. Avoid porous finishes, inaccessible voids and floor joints that trap organic matter. Provide hose points and storage for cleaning equipment, but keep chemicals labelled and separated from fish and ice.
Ice, containers and short-term holding
Use clean, insulated boxes or other food-contact containers suited to the local catch and handling method. Ice must be made or sourced from potable water and protected from contamination. The required quantity depends on species, ambient conditions, trip length, landing volume and buyer specifications; it cannot be set responsibly from a generic village formula.

Dispatch and traffic flow
Separate incoming boats and empty containers from outgoing loaded vehicles where space permits. Provide shade or weather protection for waiting fish, clear routes for hand carts, and a loading area that does not block emergency access. Dependable road, waterway or other transport links can be as important as the landing structure itself because delays erode quality after the fish leaves the water.
Build the cold chain only when it can be operated
Ice plants, freezers and cold rooms can reduce quality loss, extend selling time and connect a village to more distant buyers. They also create continuous demands for electricity, water, cleaning, spare parts, trained operators and maintenance money.
Assess the business case
- Estimate seasonal landing volume, peak-day volume and the time between landing and sale.
- Identify buyer quality requirements and the longest likely transport journey.
- Check whether ice can be purchased reliably before investing in production equipment.
- Calculate energy, water, labor, refrigerant, cleaning and repair costs, not only construction cost.
- Confirm who will collect fees, buy inputs, schedule maintenance and replace failed components.
Where demand is modest, insulated fish boxes and reliable purchased ice may be more resilient than an underused cold store. Where volume and market distance justify it, a cold room, freezer or ice plant should be sized from measured demand and backed by a service plan. FAO’s food-loss guidance links effective cold chains to dependable electricity and competent management; equipment without those conditions is a stranded asset.
Plan power and communications around critical loads
List the loads separately: lighting, pumps, water treatment, ice production, refrigeration, weighing equipment, workshop tools, communications and security. Then identify which must continue during an outage. A village may need a different power architecture for a few lights and pumps than for a freezer or ice plant.
Reliability and backup
Match the primary supply to local grid quality, fuel availability, renewable resources, technical skills and environmental constraints. Provide protection against voltage variation and safe isolation for wet work areas. Backup generation, batteries or another source should be selected for critical loads and realistic outage duration, with a written testing and fuel or charging schedule. Do not promise uninterrupted refrigeration unless the system, controls and maintenance budget can deliver it.

Communications
Reliable communications support weather warnings, emergency calls, transport coordination, buyer orders and price information. Provide charging points and protected equipment locations where local operations need them. Include communications in the operating plan: a radio or data device is useful only when someone is responsible for monitoring and maintaining it.
Give fishers a working service base
A landing center should support the activities that keep boats productive. Depending on fleet size and local demand, provide safe areas for:
- Fuel and potable-water transfer with spill controls and clear separation from fish handling.
- Engine inspection and repair, including ventilation, fire protection, tool storage and controlled handling of oils and batteries.
- Hull, net and line repair, with racks or covered storage that keep gear off the ground and out of traffic lanes.
- Loading, unloading and temporary storage of crates, ropes, nets, fuel containers and safety equipment.
- Washrooms, changing areas and food-related services for crews and workers.
These facilities can be shared or provided through nearby businesses rather than built into one large complex. The test is whether fishers can obtain essential services safely and without contaminating the catch or obstructing emergency routes.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Connect the landing site to community infrastructure
Design the fish facility as part of the settlement. Roads, bridges, public water, sanitation, health services, drainage channels, waste collection and emergency response should be coordinated rather than duplicated. Vehicle access must accommodate fish transport while preserving pedestrian safety and access for residents.
Land tenure and public access also matter. Clarify who controls the shoreline, where boats may be stored, how markets operate and how conflicts between fishing, tourism, conservation and housing will be managed. The International Labour Organization’s Convention C188 addresses food, potable water and accommodation provisions for fishers within its scope; whether particular provisions apply depends on national ratification and implementation.

Design for climate, safety and environmental performance
Use local hazard information for storms, coastal flooding, erosion, heat, drought, sea-level change and intense rainfall. Elevate or protect electrical equipment where flooding is credible, provide non-slip working surfaces, maintain clear escape routes and include fire protection for fuel, workshops and electrical rooms. Plan safe lifting and carrying methods so unloading does not rely on improvised ramps or unstable stacks.
Environmental review should cover habitat disturbance, sediment movement, wastewater discharge, noise, fuel spills, solid waste and cumulative effects with nearby activities. A smaller naturally sheltered landing can sometimes avoid the impacts and maintenance burden of a larger harbor. Where construction is phased, protect the future expansion corridor from encroachment.
Set ownership, maintenance and fees before construction
Many landing projects fail during operation rather than construction. Before approving a design, write down:
Recommended Free Tools
- Who owns the land, structures, utilities and equipment.
- Who opens and closes the facility, supervises hygiene and records inspections.
- Who pays for electricity, water, ice inputs, waste collection, security and routine cleaning.
- Who authorizes repairs, keeps spare parts and responds to storm damage or equipment failure.
- Whether user fees are needed, how they are calculated and how accounts are audited.
- How fishers, traders, workers, residents and regulators participate in decisions.
Create maintenance schedules for floors, drains, pumps, tanks, refrigeration, generators, fire equipment, jetties and protective works. Keep inspection records and define closure procedures when water, sanitation, structural safety or refrigeration is compromised. FAO guidance repeatedly treats management and maintenance as part of infrastructure, not an optional administrative layer.
A practical planning sequence
- Define the fishery. Record vessel types, landing seasons, crew numbers, catch characteristics, handling practices and buyer requirements.
- Survey the site. Map tides, waves, currents, flood levels, ground conditions, access, utilities, land ownership and environmental constraints.
- Map the process. Draw the route from boat to buyer and mark clean zones, dirty zones, people, vehicles, waste, water and emergency paths.
- Test service options. Compare beach improvements, a jetty or a sheltered harbor against safety, fleet fit, market access, utility needs, environmental effects and whole-life cost.
- Choose the minimum viable system. Prioritize safe landing, water, sanitation, drainage, waste control, hygienic handling and dependable access before optional capacity.
- Size utilities and equipment. Use measured demand and local reliability to specify pumps, lighting, ice, refrigeration, backup power and communications.
- Secure approvals and agreements. Confirm health, fisheries, building, coastal, environmental and labor requirements, then document ownership and operating responsibilities.
- Build in phases. Protect expansion space and add cold storage, workshops or berthing only when use and management capacity justify them.
- Commission and train. Test drainage, water quality, electrical protection, emergency procedures, cleaning routines and equipment under realistic landing conditions.
- Monitor performance. Review safety incidents, downtime, water and energy use, waste handling, maintenance costs and buyer feedback, then adjust operations or future phases.
Decision checklist for a project brief
| System | Minimum question | Evidence needed before design is fixed |
|---|---|---|
| Landing and access | Can every local boat land and leave safely in the conditions that matter? | Shoreline and hazard survey, vessel information, operating calendar and transport assessment |
| Water and sanitation | Can crews and workers obtain safe water and use hygienic facilities every operating day? | Water quality, supply reliability, treatment, storage and effluent plan |
| Fish handling | Can fish move from unloading to dispatch without avoidable contamination or delay? | Process map, peak volume, cleaning method, inspection and buyer requirements |
| Cold chain | Will ice or refrigeration pay its operating and maintenance costs? | Seasonal demand, journey times, energy reliability, operator skills and market commitments |
| Power and communications | Which loads must continue during an outage? | Load schedule, outage history, backup plan, testing responsibility and communications coverage |
| Services and governance | Who repairs, cleans, funds and regulates the facility? | Ownership documents, operating rules, fee model, maintenance plan and community agreements |
A modern fishing village is therefore a connected system: safe access enables landing; water, drainage and hygiene protect quality; power enables ice and essential services; transport reaches buyers; and governance keeps every component functioning. The strongest plan is the one the local community can safely operate, maintain and expand under its actual coastal and market conditions.
