It sets the scope, contract terms, pricing approach and supplier-selection process for future construction contracts. When a specific project is ready, the public body awards a separate call-off contract—usually after a further competition or, where the rules allow, through a disclosed direct-selection method.
Framework agreement and construction contract: the essential distinction
The framework is the route to market; the call-off is the contract for the actual works. A framework can cover building, civil engineering, design, maintenance or related services, but it does not normally instruct a supplier to build a particular school, road or housing scheme. It also usually does not oblige the public body to place any call-offs or guarantee a supplier any volume of work.

The Procurement Act 2023 gives this definition in section 45(2): “contract between a contracting authority and one or more suppliers that provides for the future award of contracts by a contracting authority to the supplier or suppliers.” The framework therefore establishes the rules in advance. The call-off applies those rules to a defined project, package or phase.

What the framework fixes in advance
- The types of works or services that can be ordered.
- The authorities, public bodies or other eligible users that may use it.
- The suppliers admitted to the pool and any lots or regional divisions.
- Core contract terms, pricing or a pricing mechanism, payment provisions and permitted amendments.
- Whether each call-off requires a mini-competition or may use an objective selection mechanism.
- The framework term, estimated value, capacity information and governance requirements.
What the call-off must add
The call-off identifies the particular site and scope, programme, price or pricing basis, design responsibility, technical standards, risks, insurance, reporting and project-specific amendments. The public body remains accountable for awarding and managing that contract, even when another authority established the framework.

How a public-sector construction framework is created
1. The contracting authority defines demand and scope
The authority or central purchasing body decides which organisations may use the agreement, what construction needs it will cover and how suppliers will be divided into lots. A framework may be split by project value, geography, specialism, complexity or a combination of those factors. Its documents also set the expected term, estimated maximum value, supplier capacity, contract form, policy requirements and call-off procedure.
For example, the Government Commercial Agency’s RM6088 Construction Works and Associated Services framework is divided into 11 lots. Its stated value bands run from projects of £0–£3 million to projects above £80 million, with regional sub-lots and specialist areas including housing, high-rise, maritime, airfields, demolition and decommissioning, and construction management. The lower-value lots are described as providing more direct access to SME suppliers. Those features illustrate one agreement’s design, not a universal model.
2. Suppliers compete for places
Where the framework is itself a public contract, suppliers generally compete to join it through the procurement procedure used by the establishing authority. The competition tests capability, financial standing, relevant experience, technical approach, pricing and compliance with the stated requirements. A framework can have one supplier or several suppliers.

It does not remove the need to follow the call-off rules, assess project-specific requirements or manage performance. A place on the framework is an opportunity to compete for work, not an award of a construction project.
3. The framework is published and made available to eligible users
Framework notices and documents should identify the permitted users, term, supplier numbers, scope, estimated value and call-off selection method. A public body considering a framework must read those documents rather than rely on a supplier list or a marketing summary.

How a public body uses the framework for a project
- Define the project. Confirm the works, site, estimated value, programme, design status, risk profile, required standards and any specialist capability.
- Check legal eligibility. Confirm that the establishing organisation is a contracting authority, that the intended buyer is a named or otherwise eligible user, and that the project falls within the framework’s scope and value limits.
- Check capacity and remaining value. Establish that the framework has enough term and available value for the planned award and any phases. Review lot limits, supplier capacity and geographic restrictions.
- Choose the permitted call-off route. Follow the framework’s stated mini-competition or objective selection mechanism. Do not assume that listing suppliers permits an immediate award.
- Run the call-off procedure. Issue the project information, invite the relevant suppliers where required, evaluate against the disclosed criteria, address clarifications consistently and record the award decision.
- Execute and manage the contract. Finalise the call-off, agree the project baseline, monitor programme, cost, quality, health and safety and supply-chain performance, and manage changes under the framework and call-off terms.
Further competition (mini-competition)
A further competition invites the framework suppliers eligible for the relevant lot to bid for the defined project. The framework normally sets the evaluation criteria, timetable, pricing rules and any limits on changing the core terms. The buyer must apply that disclosed process fairly and keep an auditable record.
Award without a new competition
Under the Procurement Act 2023 regime, an award without supplier competition may be permitted where the framework has only one supplier, or where the framework specifies the core contract terms and an objective mechanism for selecting among suppliers. The mechanism might be a rotation, ranking, capacity-based allocation or another documented method. The buyer must use the mechanism the framework disclosed and satisfy any conditions in the legislation and framework documents.

What types of construction work can a framework cover?
Depending on its scope, a framework can cover:
- Building and civil or structural engineering.
- New construction, refurbishment, repair and planned or reactive maintenance.
- Architectural, engineering, inspection and construction-management services.
- Modular, prefabricated, portable and off-site buildings.
- Demolition, site preparation, clearance and decommissioning.
- Real-estate-related services associated with construction delivery.
Lots may separate these activities by value, region, sector or technical specialism. A project must fit the actual wording of the selected lot; a broadly titled construction framework is not automatically suitable for every design-and-build, infrastructure or maintenance requirement.
Worked example: reading framework scope and status
The GCA’s RM6320 Construction Works and Associated Services 3 including ProCure 24 page describes a planned closed successor to RM6088, CWAS2/ProCure 23 (RM6267) and Offsite Construction Solutions (RM6184). Its planned scope includes construction and building work, civil and structural engineering, repairs and maintenance, real-estate services, professional design and inspection services, modular and portable buildings, and demolition and site clearance.
That page stated that the lot structure and specialisms were still to be determined when it was accessed. It should therefore be treated as a plan, not proof that the final framework is live or that its proposed lots are available. The RM6088 page states an expiry of 31 March 2027 and describes RM6320 as planned to go live in early 2027, but the page also contains an earlier notice with a different expiry date. Procurement dates and availability can change; verify the live framework notice, documents and current status before basing a tender timetable on them.

Legal rules, term and jurisdiction
Procurement Act 2023 framework term
For an ordinary framework under the Procurement Act 2023, the general maximum term is four years. Defence and security or utilities frameworks generally have an eight-year maximum. The Act allows a longer term where the nature of the goods, services or works requires it, provided the contracting authority publishes its reasons. Government guidance gives large construction or infrastructure developments with phased design and construction call-offs as an example where a longer term may be justified.

A call-off contract can extend beyond the framework’s end date if the framework and applicable law allow that arrangement; the framework expiry does not automatically terminate an already awarded project contract.
Do not apply one rule to every UK procurement
The Procurement Act regime came into effect in 2025. Legacy frameworks may remain governed by earlier legislation during transition, and Scotland, Wales and Northern Ireland have procurement arrangements that require separate checking. For a live procurement, identify the jurisdiction, governing legislation, framework edition and current official guidance before selecting a route.
Who is responsible for what?

The authority using another body’s framework must independently verify that the establishing body is a contracting authority, the authority is entitled to use the agreement, the works are within scope, the selection method is followed and the framework’s value is not exceeded.
How to compare frameworks for one construction project
When several routes appear available, compare the framework documents against the project rather than choosing by name or supplier count.

No framework guarantees a lower price, faster delivery or better project outcome. Aggregating demand and standardising requirements can reduce duplicated work, but the result depends on competition, specification quality, market conditions and contract management.

Potential advantages
- A pre-established supplier pool can shorten the route from need identification to a lawful project competition.
- Common terms and standard forms can reduce repeated procurement drafting.
- Suppliers may complete financial, technical and policy checks once at framework level.
- Lots can provide access to regional specialists, SMEs or high-value contractors without one enormous procurement.
- Shared policy requirements can support consistent reporting on carbon, social value, prompt payment and modern slavery.
Limitations and risks
- The framework may not cover the project’s unusual scope, location, value or risk allocation.
- A restricted supplier pool can reduce competition if too few suppliers can bid or capacity is unavailable.
- Framework pricing may be a schedule, formula or ceiling rather than a final project price; the call-off still needs a robust cost plan.
- Expiry, remaining value or lot limits can make a route unusable halfway through a phased programme.
- Direct award without a valid objective mechanism creates procurement and challenge risk.
- Using a central framework does not transfer responsibility for design quality, affordability, safety, payment or supplier performance.
Common mistakes and how to avoid them
Assuming a framework guarantees work
Read the framework and call-off provisions for commitment. Unless the documents expressly say otherwise, the buyer can decide not to order and suppliers must compete for individual projects.
Choosing a framework by title alone
Check the lot description, CPV or activity wording where used, geographic coverage, project-value band, eligible users and exclusions. Keep a written scope assessment in the procurement file.
Skipping the eligibility check
Confirm the buyer’s legal entitlement and the establishing authority’s status. An intermediary’s administration or a supplier’s assurance cannot substitute for that check.
Using the wrong call-off route
Follow the framework’s disclosed evaluation criteria and objective selection process. If the documents require a further competition, do not convert the opportunity into an informal quotation or negotiate with one supplier without a lawful basis.

Ignoring the end date and value ceiling
Map the planned procurement, mobilisation, construction phases, options and extensions against the framework term and available value. Obtain current confirmation before issuing an opportunity, particularly where a successor framework is only planned.
Treating appointment as the end of procurement work
Set project governance before award: delegated authority, payment certification, change control, reporting, quality assurance, health and safety interfaces, dispute escalation, financial-health monitoring and contingency plans for supplier distress or exit.
What suppliers should understand
Joining a framework provides access to defined future opportunities but no guaranteed turnover. Suppliers should study every lot’s geography, value range, capacity expectations, pricing rules, call-off timetable and performance obligations. They should also maintain the financial, technical, insurance, modern-slavery, carbon and supply-chain evidence required by the framework. A supplier that wins a place can still lose individual call-offs through price, quality, programme, risk or social-value evaluation.
What buyers should record before award
- The statutory and jurisdictional basis for using the framework.
- The establishing authority and evidence that the buyer is an eligible user.
- The selected lot, scope fit, value band, location and remaining framework capacity.
- The applicable call-off route and why it is permitted.
- The suppliers invited or selected and the evaluation evidence.
- The project price or pricing mechanism, risk allocation, programme and key contract amendments.
- Approvals, conflicts checks, notices, standstill or other required transparency steps, and the contract-management plan.
Those records demonstrate that the framework was used for the project it was designed to cover and that the call-off was awarded through the route the framework disclosed.
Bottom line for a construction client
A public-sector construction framework is a pre-arranged procurement platform, not the building contract itself. Its value is a lawful, structured route to a capable supplier pool; its limits are the framework’s scope, term, value, selection rules and available capacity. A sound decision therefore starts with the project requirement, tests the framework against that requirement, follows the stated call-off mechanism and carries full responsibility for delivery through contract close-out.
