Construction materials plants can reduce fugitive dust by identifying each release point and matching it with the right control: enclosures and seals at receiving and transfers, water sprays where the process permits, local exhaust with filtration where capture is appropriate, and dust-minimizing cleanup. Then inspect and maintain those controls so a small leak or failed spray does not become a continuing release.
Fugitive emissions and worker exposure are related but distinct problems. EPA process guidance describes controls for plant emissions; OSHA’s silica requirements address employee exposure to respirable crystalline silica in covered work. Silica compliance does not by itself establish that a plant meets its air permits or other emissions obligations.

Start by mapping where dust escapes
A dust-control system works best when it is designed around the plant’s actual materials, equipment and work practices. Trace the material from delivery through storage, processing, batching and cleanup. At each step, note where material is dropped, moved, agitated, discharged or disturbed, and whether the point is indoors or exposed to wind.
Include receiving connections, silo vents, conveyor loading and transfer points, crushers, sizing screens, hoppers, discharge points and areas where settled dust is cleaned. A process map should identify both the likely release point and the people who work nearby. This makes it possible to choose a control for the mechanism causing dust rather than relying on a generic device installed somewhere in the plant.

Facility design should be evaluated for the specific site; EPA technical guidance is not a substitute for current permit conditions or engineering review.
Control dust at receiving and storage
Seal delivery connections and enclosed conveying systems
OSHA’s general-industry silica compliance guide uses glass manufacturing to illustrate how sand can move from trucks or railcars to silos in enclosed pneumatic conveyors, then onward through enclosed systems to weigh stations, mixers or furnaces. Although the example concerns worker silica exposure in glass manufacturing, its practical lesson for a materials plant is to keep connections and conveying routes sealed and to check for material escaping the system.
Before transferring material, check the truck- or railcar-to-silo connection. During operation, look for releases from the pneumatic system; inspect enclosures and seals for damage. A leak that cannot be corrected through routine maintenance should be escalated for supervisor or engineering review. The guide’s example plan uses daily pressure measurement and weekly inspection of seals and enclosures. Those are example frequencies, not a universal OSHA schedule for every facility.

Control silo vent emissions
For cement moved pneumatically from trucks or railcars to elevated silos, EPA’s concrete-batch-plant technical guide describes a fabric filter at the silo vent. The filter captures dust-laden air displaced during filling. The control must be appropriate to the transfer and collection design, and its condition should be checked as part of planned maintenance. A silo vent filter addresses that vent; it does not control unrelated releases at truck connections, conveyors or open material drops.

Reduce dust from conveyors and transfer points
Conveyor belts can release dust where material falls, changes direction or is exposed to wind. EPA’s process guidance describes plants partially or fully enclosing conveyors to prevent windage losses. Enclosures are most useful when they contain the release without creating access or maintenance problems that lead operators to leave them open or damaged.
At feed, transfer and discharge points, water sprays are another option where the material and process tolerate added moisture. EPA also describes exhausting transfer points to fabric filters. Local exhaust can capture dust at its source rather than allowing it to disperse through the work area or outdoors, but effective performance depends on a suitable capture arrangement and ongoing maintenance.
Choose among these controls based on the release point and operating conditions:
- Enclosure or sealing is a fit when dust escapes from an exposed conveyor or transfer connection and the equipment can be enclosed without compromising operation.
- Water spray or mist can suppress dust where moisture will not harm the product, process or downstream handling.
- Local exhaust with filtration can capture airborne dust at a transfer point when the hooding, airflow and collection system suit the task.
These approaches can be combined. For example, an enclosure may limit how much dust escapes while local exhaust captures what remains airborne inside it. Inspect seals and enclosures, confirm that sprays deliver water, and check the relevant collection system for signs of impaired operation. EPA’s guide is technical process guidance; it does not set current site-specific permit requirements.

Control dust at crushers, hoppers and sizing equipment
Crushing and sizing can create dust as material is broken, screened, vibrated and discharged. OSHA’s construction silica compliance guide describes water spray or mist at the crusher and other dust-generating points, including hoppers, conveyors, sieves or sizing components, vibrating components and discharge points. The guide also directs employers to operate and maintain equipment according to the manufacturer’s instructions to minimize dust emissions.
For a plant, that means identifying each point where dust is generated rather than assuming a spray at the crusher alone will control the full process. Nozzle placement and droplet size are implementation factors, but they must be selected for the equipment and conditions; an example in guidance is not a universal nozzle specification. Keep sprays and associated equipment in working order, and verify that water reaches the intended points during production.
Water suppression is not automatically suitable for every material or operation. Assess moisture tolerance, product specifications, equipment compatibility and how wet material will be managed downstream. Where water is unsuitable or insufficient, consider enclosure and source capture, with site-specific engineering review.

Settled dust can become airborne again when workers sweep, brush or use compressed air. For silica-bearing dust, the applicable OSHA standard and the task’s exposure context matter. Under the construction silica standard, an employer may not allow dry sweeping or dry brushing where the activity could contribute to employee exposure to respirable crystalline silica unless wet sweeping, HEPA-filtered vacuuming or other methods that minimize the likelihood of exposure are not feasible. The construction rule also restricts compressed-air cleaning unless effective ventilation captures the dust cloud or no alternative method is feasible.

OSHA’s general-industry guidance describes the same core housekeeping restrictions for silica exposure. Use wet methods or an appropriately selected HEPA-filtered vacuum where applicable, and avoid treating a general-purpose household vacuum as suitable for industrial silica dust without confirming its suitability for the dust and work setting. The rules concern worker exposure; they do not replace a plant’s separate obligations for emissions, waste handling or permits.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Compare controls by release point and process fit
| Release point | Possible control | What it addresses | What to verify |
|---|---|---|---|
| Truck or railcar receiving connection | Enclosed connection and sealed pneumatic transfer | Prevents material escaping during transfer to storage | Connection fit, seal condition and visible material release |
| Silo vent during pneumatic cement transfer | Fabric filter at the vent | Captures dust from displaced air during filling | Filter condition and operation; EPA’s technical guide provides the process example, not a universal maintenance schedule |
| Conveyor run or transfer point | Partial or full enclosure; water spray; or local exhaust to a fabric filter | Limits windage losses, suppresses dust, or captures airborne dust | Enclosure integrity, material moisture compatibility, capture performance and filter condition |
| Crusher, hopper, sizing or discharge point | Water spray or mist where suitable; enclosure or source capture may also be evaluated | Suppresses or contains dust generated during processing | Water delivery, nozzle condition, manufacturer instructions and downstream moisture effects |
| Settled dust during cleanup | Wet methods or HEPA-filtered vacuuming where applicable | Reduces the chance that cleanup re-suspends silica-bearing dust | Applicable OSHA standard, task exposure context and method suitability |
No single option fits every point. An enclosure may be preferable where water would compromise product quality; a spray may be practical at an exposed drop point; and exhaust with filtration may be appropriate where dust needs to be captured rather than wetted. Evaluate secondary handling, maintenance access and the consequences of control failure as part of the selection.
Inspect controls and put work practices in writing
Routine checks help detect failures before they become persistent releases. OSHA’s general-industry silica guide says a written exposure-control plan should describe silica-generating tasks in sufficient detail, the controls and work practices used, and housekeeping methods. The plan must be reviewed at least annually and updated as necessary.

A practical inspection record can identify the task, control, person responsible, inspection result and corrective action. Depending on the equipment and process, checks may include:
- Receiving connections, transfer seals, enclosure panels and access doors for damage or leakage.
- Water delivery at intended points and spray or nozzle condition.
- System pressure or airflow indicators relevant to pneumatic conveying or local exhaust.
- Filter condition and signs of dust escaping from collection equipment.
- Visible releases during normal production and whether corrective work was completed.
- Housekeeping methods and whether dust is accumulating where it can be disturbed.
Set inspection intervals based on equipment, operating conditions, manufacturer recommendations and applicable requirements. The daily pressure check and weekly seal inspection in OSHA’s example are illustrative, not a site-independent mandate.
Keep fugitive emissions and silica compliance distinct
Fugitive dust is particulate matter released from plant operations rather than captured at the source. Respirable crystalline silica is a worker-health concern when employees may inhale respirable particles containing crystalline silica. A plant can need controls for both, but the relevant standards and evaluations are not interchangeable.
OSHA’s construction silica standard applies to covered construction work, while OSHA’s general-industry requirements address covered general-industry work. Determine which rule applies to the activities and employees at the facility, and follow its exposure-control requirements. Separately, confirm applicable federal, state and local air requirements and permit conditions for the plant. The EPA process guide offers useful control examples but is older technical guidance, not a current legal limit or a replacement for a permit review.
