Reports available through 10 October 2026 do not establish that those inquiries have concluded or that authorities have formally authorized construction to restart.
What is the Wayanad tunnel road project?
The project is a four-lane road linking Anakkampoyil in Kozhikode district with Meppadi in Wayanad district, also referred to as the Anakkampoyil–Kalladi–Meppady tunnel road. A Kerala High Court filing from 2025 describes 8.735 km of road, including 8.110 km of twin-tube tunnel, and gives a total project cost of ₹2,134.50 crore. What happened at the project site in July 2026?
A landslip occurred at or near the work site in July 2026. Contemporaneous reporting by The New Indian Express and The Indian Express said three migrant workers had died and five were missing in the immediate aftermath; this is a reported initial toll, not a confirmed final casualty accounting. Kerala halted work and announced technical and legal reviews, including a review of whether the contractor complied with Union environmental-clearance directions. Chief Minister V. D. Satheesan said authorities would inspect compliance before any resumption: “Before resuming work on the tunnel road, authorities will strictly inspect whether all prior directives and guidelines were followed,” The New Indian Express reported on 8 July 2026. Why is construction still described as stalled?
The latest matching report identified, published on 10 October 2026, still described construction as stalled and the project’s future as uncertain. A Kerala PWD listing dated 23 September 2026 records an order authorizing the Chief Engineer (Roads) to monitor the project. That order is evidence of monitoring authority, not proof that work resumed. The available reporting does not confirm final inquiry findings or a formal restart authorization. What approvals and engineering concerns matter?
The Ministry of Environment, Forest and Climate Change’s official record shows Stage-II forest approval dated 24 February 2026 for diversion of 17.263 hectares for the twin tunnel and four-lane approaches. Kerala appraisal minutes describe the terrain as highly fragile and landslide-prone, and note proximity to the area affected by the destructive 2019 Puthumala landslide. The committee raised issues requiring attention in construction and monitoring:

These are appraisal concerns, not findings that the tunnel project caused the 2026 landslip. Separately, a Kerala submission dated 29 September 2025, reproduced in a High Court filing, said the landslide area then under discussion was about 7 km from the project alignment. The filing also records that the Union regional office sought clarification on compensatory-afforestation land and a pending court matter before final forest approval was granted. What would confirm a restart?
A monitoring order or an existing forest approval should not be mistaken for a decision to resume construction. Confirmation would require a subsequent government order or other authoritative notice explicitly allowing work to restart, together with the outcomes of the technical and legal inquiries. The sources cited here do not establish either.
The Indian Express reported that Konkan Railway Corporation was the implementing agency, Dilip Buildcon had the tunnel construction contract, and Royal Construct was to build approach roads and bridges.
