Could water constraints delay construction?
Yes, they could slow or condition a project if its water needs cannot be cleared by the relevant authorities or if the required supply is not available on the project’s schedule. In a statement reported by Bernama on 9 September 2026, Selangor Menteri Besar Amirudin Shari said projects would not be approved without adequate water and electricity. That is an approval and scheduling risk, not evidence of a construction stoppage. The sources available by 11 October 2026 do not identify a data-centre project in Selangor that has already been delayed specifically because of water. In August 2026, state executive councillor Ng Sze Han said data-centre demand had not so far put pressure on domestic supply. Bernama reported that 39 projects had been approved in the state between 2021 and 2025, citing MIDA and MDEC data as described by Ng.
Does Selangor have enough water for new data centres?
At the aggregate level, the state’s 2026 forecast shows projected supply above projected demand. A Selangor legislative response citing Air Selangor projections put supply at 6,500 million litres per day (MLD) and demand at 5,370 MLD, for a stated reserve margin of 17.4%.

Those figures describe a statewide projection, not a guarantee of capacity at every proposed site. They do not show whether a local network can provide a particular project’s required volume, whether the connection will be ready on time, or how much supply is available after other committed demand is taken into account. A positive state-level reserve and a site-specific connection constraint can therefore coexist.
What the data-centre demand figure covers
A March 2026 Media Selangor report on a written parliamentary reply put projected water demand from approved data-centre planning permissions at 396.65 MLD for 2025–2030. That total covers Selangor, Johor and Negeri Sembilan together, based on permissions as of December 2025; it is not a Selangor-only forecast or a measure of water already being consumed.

The reported total cannot be used to calculate the demand of a specific Selangor site or to determine whether its connection is available.

The later statements describe 350 MLD as an expected tranche or initial capacity and 700 MLD as the first phase’s full capacity. Air Selangor’s earlier account uses different stage wording. These descriptions should not be combined into a single, unqualified commissioning timeline. Air Selangor’s January 2025 account also lists planned additions of 1,130 MLD from Langat 2 Phase 2 and 200 MLD from Labohan Dagang Phase 2, alongside its wider forecast that total capacity would rise from 6.035 billion litres per day to 8.765 billion by 2030. It projected the reserve margin for Selangor, Kuala Lumpur and Putrajaya to increase from 11.9% to 17.7%; these are forecasts, not evidence of realized supply.
What water-related checks apply to proposals?
According to a Selangor government account reported by Media Selangor on 27 April 2026, proposals are assessed with technical agencies including LUAS, TNB, local authorities and the town-planning department. Projects that consume more than 2 million litres per day must submit water-availability studies. Operators must also install abstraction meters and monitoring systems. The state encourages recycled industrial water and efficient cooling.

The available reporting does not set out the full guideline text or provide project-by-project study findings, so it does not establish how a particular proposal will be assessed.
What this means for construction schedules
For a proposed development, the key question is not simply whether Selangor has a forecast reserve. It is whether the project can demonstrate adequate water supply for its specific demand and site, and whether the necessary infrastructure and approvals align with its planned milestones. If that cannot be established, approval or connection timing could become a constraint. The public figures do not reveal which projects, if any, face that situation.
