WA Planning Commission Approves Demolition of 40 Guildford Road Heritage House

The WA Planning Commission approved demolition of Mount Lawley’s heritage-listed 40 Guildford Road house in March 2026, despite the City of Vincent recommending refusal. The associated proposal is for 90 community homes for people aged over 55.

The WA Planning Commission approved demolition of the heritage-listed house at 40 Guildford Road, Mount Lawley, at its meeting on 18 March 2026, according to The West Australian. The decision came despite the City of Vincent recommending refusal. It is an approval, not confirmation that demolition has begun; the available records do not establish whether work has started.

What happened to 40 Guildford Road?

The story has moved beyond the City of Vincent’s April 2024 decision. Vincent’s council rejected a recommendation to remove the house from its Municipal Heritage Inventory and resolved to retain it. In March 2026, however, the WA Planning Commission approved demolition in connection with a proposed community-housing development, as reported by The West Australian.

These are separate decisions in a longer planning process. The council’s 2024 vote concerned the local inventory listing; it did not settle the later development application. The City’s application page identifies the Department of Planning, Lands and Heritage (DPLH) as decision maker for application 5.2025.425.1, while the latest reported demolition decision is the WA Planning Commission’s approval.

Why is the house heritage-listed?

The City of Vincent says the house was added to its Municipal Heritage Inventory in 2000 and is Management Category B, “Conservation Recommended.” Its record describes a substantial Federation Queen Anne bungalow whose elaborate gable infill and the alignment of its chimney and feature gable give it a Federation Arts and Crafts character. The house sits behind a substantial brick wall on Guildford Road.

The City’s statement of significance links the building to the area’s development: it says the house demonstrates the aspirations of the neighbourhood’s original developers before growing traffic on Guildford Road affected the street’s amenity. The City’s heritage record and application information are available on its consultation and heritage page.

What is proposed for the site?

The City’s record for application 5.2025.425.1 describes a 90-home community-housing development for people aged over 55, with a café and shared facilities. The application lists:

  • 48 one-bedroom and 42 two-bedroom apartments across four three-storey buildings and one five-storey building;
  • a separate single-storey café, management office and communal space;
  • 93 car bays and 71 bicycle bays;
  • 3,435.6 square metres of deep-soil area and 84 new trees; and
  • removal of one Cape Lilac and one River Red Gum, and relocation of one Common Mulberry.

These are details listed in the City’s application record; they should not be taken as proof that every element is unchanged in the plans approved by the commission. The West Australian reported that the latest proposal included reusing bricks and chimneys from the house in a communal heritage garden.

Why did the council reject inventory removal in 2024?

In 2023, Vincent deferred the removal request while seeking further advice from DPLH and Main Roads WA about the case for road widening at this location, including traffic studies, relevant standards and potentially detailed design. In April 2024, City officers recommended removing the house from the inventory, but the council rejected that advice. Contemporaneous coverage reported that councillors considered removal inconsistent with the City’s heritage policy and said it had not been adequately shown that the house could not practically be retained while allowing road upgrades. A later tribunal process did not itself amount to demolition approval. PerthNow reported in June 2025 that the State Administrative Tribunal had recommended reconsideration of the 2024 rejection. It also reported that City officers advised withdrawing a heritage conservation notice while not supporting demolition. The inventory listing and the conservation notice are distinct: according to that report, removing the notice alone would not prevent demolition while the property remained on the inventory. What concerns were raised about the development?

The West Australian reported that 40 submissions were received on the latest proposal: 27 objections, three submissions in support and 10 comments only. Reported concerns included traffic and pedestrian safety, parking, the development’s built form and character, and the loss of the heritage house.

The newspaper also reported that the project’s transport impact statement forecast 22 additional trips in the morning peak and 18 in the afternoon peak. Those are forecasts in the statement, as reported by The West Australian—not measured traffic outcomes. The published figures do not by themselves resolve how the development would affect safety, congestion or parking in practice.

Has demolition started?

The latest located decision is the WA Planning Commission’s approval, reported on 26 March 2026. The available records do not confirm whether demolition has commenced, what conditions were attached to the approval, or whether the plans have changed since the City’s application page was updated. Treat the building as approved for demolition, not as already demolished.
