Which shipyards will build the Navy’s SSN(X)?
The cited sources do not confirm a construction-yard selection, a lead-yard decision, or an open solicitation for SSN(X) construction. The best-supported answer is narrower: the two submarine shipbuilders are expected to perform most of the design work, according to the Government Accountability Office’s 2026 Weapon Systems Annual Assessment. The assessment does not identify a lead construction yard.

Design participation should not be read as a construction award. Nor does the Navy’s broader focus on shipyard capacity establish that a particular yard has been chosen for SSN(X). GAO says the Navy originally planned to begin buying SSN(X) in 2035. Its FY2025 budget submission moved procurement of the first boat to FY2040 because of budget limitations. FY2040 is the procurement timing in that submission—not a confirmed construction start, delivery date, or guarantee that the schedule will remain unchanged.

As of January 2026, the program was focused on early design work. It had completed an Analysis of Alternatives and was conducting post-analysis work, developing its capabilities development document, and researching long-lead technologies. Those are development activities; they do not indicate that construction is underway or that a yard has been selected.
What is the Navy doing about shipyard capacity?
The Navy’s May 11, 2026 release of its FY2027 Shipbuilding Plan emphasizes strengthening shipyard capacity and the workforce, alongside greater accountability for on-time delivery. These priorities apply across the shipbuilding enterprise; the release does not allocate SSN(X) construction to a specific yard.

What work does the submarine industrial-base effort cover?
The Navy’s Submarine Industrial Base Program describes work across several capacity areas:
- Supply chain
- Advanced manufacturing
- Workforce development
- Shipbuilder infrastructure
- Strategic outsourcing
These categories help explain the broader challenge of sustaining submarine-building capacity. They should not be mistaken for SSN(X)-specific contracts, funding awards, or evidence that a construction yard has been chosen.

A meaningful update on where SSN(X) will be built would need to identify a construction-yard decision or award explicitly.
