It puts household preparedness in focus—but making homes safer also depends on decisions about where housing is built, how it is constructed and maintained, whether warnings reach everyone, and whether people can afford to act.
What “Resilience Starts at Home” means
UNDRR announced the 2026 theme on 21 June. The campaign connects household choices to the people-centred approach of the Sendai Framework for Disaster Risk Reduction 2015–2030. A home is both a place where people may be exposed to hazards and a place where practical steps can reduce risk.

Households are the smallest unit of society, and everyday decisions can affect whether people anticipate, withstand and recover from disasters. But responsibility is shared: governments, communities and the private sector shape the conditions in which household preparedness is possible. The campaign’s official line is: “Resilience at home is not a luxury – it is a right, a responsibility, and an investment.”
Why safer housing is central to disaster risk reduction
Housing is a substantial part of reported disaster losses. In 2026, UNDRR reported that housing accounted for 43% of direct economic disaster losses countries reported through the Sendai Framework Monitor. It also said around half of people reported as affected by disasters experienced damage to or destruction of their homes.

A separate figure describes modelled risk, not observed annual losses: the Coalition for Disaster Resilient Infrastructure estimated approximately US$228 billion in average annual losses for residential buildings under current climate conditions from cyclones, floods, tsunamis and earthquakes. UNDRR reported that this represented 53% of estimated annual losses across the world’s building stock from those four hazards. These model estimates and country-reported losses use different methods and should not be treated as interchangeable.
UNDRR’s Special Representative of the UN Secretary-General for Disaster Risk Reduction and head of UNDRR, Kamal Kishore, said: “Until housing becomes safer and more resilient, we will not be able to significantly reduce the number of people affected by disasters and their cost,”

What households can do to prepare
Start with the hazards relevant to your location and the people who live in your home. The campaign names earthquakes, floods, cyclone winds and extreme heat among the considerations. Local emergency-management guidance should determine the specific actions for your area; the global campaign is not a substitute for it.
- Find out what could affect your home. Check local authorities’ hazard information and emergency instructions. Consider how the home’s location and construction affect exposure.
- Make a household plan. Agree how household members will receive and share alerts, what they will do when an alert arrives, and how they will account for different needs, such as mobility, disability, age, caregiving or communication access.
- Keep supplies suited to local risks and household needs. UNDRR recommends maintaining emergency supplies, but it does not prescribe one universally sufficient kit or standardized product list. A radio may be one way to receive information during disruptions; no particular model or performance is established by the campaign.
- Review the plan. Revisit it when household circumstances or local guidance change, and make sure every household member knows the actions relevant to them.
Supplies and plans can help people prepare, but they cannot compensate for unsafe land use, weak construction, warnings that people cannot access or understand, or a lack of public support.

How warnings can lead to action
A warning is useful only if it reaches people, makes sense to them and gives them a feasible action. UNDRR’s 13 October 2026 article reported findings from the Lloyd’s Register Foundation World Risk Poll 2026 report, “Alert to Agency”: among surveyed people across countries and territories who had experienced a disaster in the previous five years, four in five received at least one warning. Of those warning recipients, 64% said they were able to take action because of it. These figures describe that survey population, not everyone or every warning system.
UNDRR’s campaign concept note puts the test plainly: “A warning that doesn’t reach the household, isn’t understood, or isn’t acted on is a warning that fails.” For households, that means checking how official alerts arrive and whether each person can receive and act on them. For authorities and service providers, it means making risk information localized and accessible and warning systems inclusive and multi-hazard.

What makes homes more resilient—and what lies beyond a household’s control
Preparedness at home is only one part of resilience. UNDRR calls for risk-informed land-use planning, resilient building standards, investment in housing resilience and retrofits, accessible risk information, and prevention-focused insurance. Those measures address structural and systemic risks that an individual household cannot resolve alone.

- Location: Land-use decisions influence whether housing is exposed to local hazards.
- Construction and maintenance: Building standards, the quality of construction and ongoing maintenance affect how a home withstands hazards. A qualified local professional or authority is the appropriate source for property-specific structural advice.
- Resources and access: Affordability, tenure, household vulnerability and access to information influence what preparations or improvements are realistic.
- Public and community support: Planning, infrastructure investment and inclusive warning systems help create conditions in which residents can prepare and respond.
There is no single intervention that fits every home. The relevant hazards, structural conditions, household needs and available resources differ by location. Guterres, in UNDRR’s 13 October 2026 housing release, said: “Safety begins where we live, and preparedness at the household level – understanding the risks, having a plan, and acting swiftly – can mean the difference between life and loss,”

A shared responsibility, starting with practical steps
The 2026 campaign makes the household a starting point, not the whole solution. Residents can learn local risks, plan how to respond, and maintain appropriate supplies. Safer homes at scale also require decisions and investments that shape where people live, the resilience of housing, and whether everyone can receive and act on warnings.
