The reported total was 40% higher than in the same period of 2025, a net increase of 12.46 million square metres. The update also reported 4,730 new building permits, up 0.9% year on year, and an initial Building Information Modeling (BIM) rollout covering 119 transactions. A 30 July 2026 Abu Dhabi Housing Authority announcement described a housing construction loan service introduced with DMT’s UPPC. - Scope: identify which permit or submission types are covered and whether the rule applies to new applications, applications already in progress, or both.
- Revised requirements: compare the old and new steps, required documents, submission channels, and reviewing bodies.
- Start and transition dates: look for the effective date, any grace period, and instructions for applications submitted before the change.
- Measured impact: distinguish a stated service-time target or documented before-and-after processing measure from general permit or approval totals.
Until those points are established, applicants should follow the currently applicable official instructions for their permit category and seek confirmation from the relevant authority if a project is time-sensitive. Permit volumes and approved floor area are not substitutes for a published procedural change or service-time measure.

UPPC Director General Eng. Abdulla Mohamed Al Blooshi said the reported development results reflect Abu Dhabi’s capacity to absorb urban growth within an integrated planning framework. He said success is not measured only by approved space, but by aligning growth with the urban plan, quality-of-life priorities, and transport and infrastructure capacity. The remarks describe planning priorities; they are not a statement about revised permit steps or a circular.
