Urban Haven Hotel Proposal Could Replace Fremantle Comedy Lounge Building

Urban Haven is a changing hotel proposal for 33 South Terrace, the Fremantle Comedy Lounge and Sailing for Oranges building. Demolition and final approval are not confirmed.

A hotel proposal could see the building at 33 South Terrace, Fremantle, associated with Fremantle Comedy Lounge and Sailing for Oranges, demolished and replaced by Urban Haven. Demolition is not confirmed: a September 2025 report said permits and licences were still needed, and the final development-panel decision and current permit status have not been confirmed in the available official and local reporting.

What is proposed for 33 South Terrace?

Urban Haven is a proposed pod-style hotel by hotelier Patrick Prendiville. The plans would replace the existing building with accommodation and shared guest facilities, with the mix and ground-floor uses changing across versions reported in 2025. The City of Fremantle listed the application as DAP002/25, a four-storey tourist development including accommodation, restaurant/cafe and small-bar uses; the consultation submission deadline was 25 March 2025. The changing figures describe successive reported proposals, not a single settled room schedule. They do not establish visitor demand or the project’s commercial viability.

Is the building heritage-listed?

Fremantle Shipping News reported that 33 South Terrace is within the Central Fremantle Heritage Area but is not individually heritage-listed. On that account, the planning issue concerns the proposal’s effect on the area’s heritage setting and surrounding character, rather than a verified individual listing for the building. What are the main points of disagreement?

Supporters’ case

The proponent’s stated case is to add short-stay accommodation aimed at hotel guests, with communal areas for guests to meet. Those are the project’s intended uses and design rationale, not independent evidence of demand or likely outcomes.

Objectors’ concerns

Fremantle Shipping News reported three submissions in support and nine objections during consultation. It summarized concerns about a parking shortfall, height above recommended guidance, congestion, night-time movement, compatibility with surrounding uses and streetscape character. These are consultation views, not findings that each impact will occur.

Has the hotel been approved, and can demolition begin?

Council support and a final determination by the development assessment panel are separate steps. The City of Fremantle identifies the Metro Inner Development Assessment Panel as the decision-maker after Council review. In September 2025, the Fremantle Herald quoted business partner Timothy Buckton saying, “We have approval from the Fremantle council but there is still a long way to go.” He said permits and licences were still required before demolition. Buckton’s hoped-for schedule—“In a perfect world we will demolish in November, and then in an ideal world we would be looking to start construction in March or April”—was a conditional aspiration, not confirmation that work took place. The final panel decision and current demolition or building permit status are not confirmed here; the project should therefore be described as proposed or conditional, not as permitted, under construction or completed.
