The $29 million public facility brings residential substance-use treatment and recuperative care together at one site, adding local care capacity in the South Bay.
What the National City project includes
Turner announced the opening celebration on September 29, 2026; the County News Center reported the ribbon cutting on September 14, 2026. Turner describes the completed project as a 73-bed residential treatment program and a separate 16-bed recuperative care program.

The campus also includes 24 dormitory rooms, program and administrative areas, exterior courtyards, and modernized kitchen and laundry facilities. Turner Special Projects Division Manager Craig Lanza called the project “an important investment in the health and well-being of the South Bay community.”

How the two care services differ

The center will also provide withdrawal management, medication management, and care coordination. These are distinct services sharing a location, not interchangeable forms of care. The County described SURTS as its first facility to integrate adult substance-use treatment and recuperative care under one roof.

Renovating a former treatment facility
The County’s May 21, 2024 Board of Supervisors record says the property contains two buildings totaling approximately 33,000 square feet, constructed in 1985 and 1964. It had most recently been used as a 120-bed substance-use treatment facility. The County acquired the property on December 29, 2022, after Board approval in September 2022; the 2024 record noted that significant repairs, improvements, and code upgrades were needed.
The opening announcement marks the completed project, rather than the renovation plans described in that earlier record. The new reported capacity is 73 residential treatment beds and 16 recuperative care beds.

What the announced capacity does—and does not—show
Turner’s estimates of approximately 500 residential-treatment clients and 167 recuperative-care clients annually are projected service totals, not measured post-opening outcomes. The announcements establish the facility’s planned capacity and services; they do not provide performance data or show how much regional access needs will be met. The center adds local options, but the project alone should not be taken as resolving treatment access needs across San Diego County.
