Short answer: The Trump administration proposed eliminating or sharply reducing the EPA operations associated with ENERGY STAR in 2025. But as of August 18, 2026, the program had not been shut down. Congress preserved funding support, and a March 3, 2026 agreement made the Department of Energy the lead federal agency while EPA remained involved.
That means the current story is a transition—not an overnight disappearance of the familiar efficiency label. The program’s administration, product specifications, and operating procedures may change, but ENERGY STAR remains an active federal efficiency-information program.

What was actually proposed?
The original headline referred to a real 2025 administration plan. Reporting by the Associated Press described plans to eliminate or reorganize EPA offices responsible for climate and energy-efficiency programs, including ENERGY STAR.
Those terms matter. Eliminating EPA offices or staff associated with the program is not the same as immediately invalidating every ENERGY STAR label, abolishing the program by law, or banning products that lack certification.

There are several separate questions:
- Agency reorganization: Which federal department manages the program and how much staffing it receives.
- Funding: Whether Congress provides money for administration and operations.
- Program status: Whether ENERGY STAR continues as a federal labeling and certification system.
- Product specifications: Whether a particular category remains eligible for certification.
- Mandatory standards: The minimum efficiency requirements that manufacturers must meet to sell certain products.
These are not interchangeable. A change to one product specification, or a proposal to move staff between agencies, does not by itself end the entire ENERGY STAR program.
Did ENERGY STAR shut down?
No—not as of August 18, 2026.
Congress included support for ENERGY STAR in enacted fiscal-year 2026 appropriations legislation, according to AP reporting published February 6, 2026. The relevant appropriations package is Public Law 119-74; the enacted legislative text is also available through Congress.gov.
The decisive administrative update came on March 3, 2026, when EPA and DOE signed a memorandum of agreement. Under that agreement, DOE became the lead federal agency for ENERGY STAR. DOE’s current ENERGY STAR program page describes the program as continuing under DOE leadership.

What ENERGY STAR does
ENERGY STAR is a voluntary federal labeling and information program created in 1992 and formally authorized by Congress through the Energy Policy Act of 2005. The EPA and Congressional Research Service describe it as a way to identify and promote energy-efficient products, buildings, and practices.
Manufacturers voluntarily seek certification for products that meet category-specific efficiency specifications. Consumers, retailers, utilities, governments, and rebate administrators then use the label as a recognizable screening tool.
ENERGY STAR is not a mandatory appliance standard
Three systems are often confused:
| System | What it does |
|---|---|
| ENERGY STAR | Voluntary certification and labeling for products, buildings, and practices that meet defined efficiency criteria. |
| FTC EnergyGuide | Mandatory consumer labeling for covered products, showing estimated energy use and operating cost. See the FTC’s EnergyGuide information. |
| DOE appliance standards | Mandatory federal minimum-efficiency requirements for covered appliances and equipment. |
| Utility rebates | Separate state, local, utility, or federal incentives that may use ENERGY STAR, CEE tiers, or their own technical requirements. |
A non-ENERGY STAR product is not automatically illegal. It may still comply with mandatory DOE standards, and an existing appliance does not become unlawful to own or use because its certification status changes.

Why did the administration target the program?
The administration’s broader deregulatory position is that federal efficiency programs and requirements can raise upfront costs, limit consumer choice, and impose unnecessary administrative burdens. DOE separately announced a July 2, 2026 proposal concerning how mandatory appliance and equipment efficiency standards are established, arguing that existing mandates can increase costs and disrupt consumer choice. That effort is related context, but it is not proof that ENERGY STAR itself is a mandatory standard.
Administration-aligned arguments include:
- Consumers should have more product choice.
- More efficient equipment can carry a higher purchase price.
- Federal agencies should reduce regulation and administrative costs.
- Competition and consumer demand should play a larger role in appliance markets.
Critics respond that ENERGY STAR is voluntary and does not prohibit consumers from buying less-efficient products. They argue that a recognizable federal label reduces the time and expertise required to compare products, helps utilities administer rebates, and can make long-term energy costs easier to consider at the point of sale.
Both the purchase price and the operating cost matter. Whether an efficient appliance pays back its premium depends on the price difference, annual use, local electricity or fuel rates, climate, installation costs, maintenance, rebates, and expected service life. An ENERGY STAR product is not guaranteed to be the cheapest purchase or to recover its higher price in every household.
How much money does ENERGY STAR save?
Public discussion has frequently cited figures of more than $40 billion in annual savings for households and businesses and approximately $32 million in annual federal administrative cost. Those numbers should be treated as attributed estimates, not as an uncontested audited savings ratio. The figures were cited in AP reporting about the proposed cuts.
Different analyses can produce different totals depending on what they count:
- Direct household and business utility-bill savings.
- Avoided energy demand and utility-system costs.
- Benefits from commercial buildings and industrial facilities.
- Avoided emissions.
- Costs paid by manufacturers, retailers, utilities, and government agencies.
- What consumers would have purchased without the label.
The central economic argument is straightforward: a relatively inexpensive information and certification program may influence many purchasing decisions. But the exact savings-to-cost ratio depends on methodology and assumptions.
What the DOE transition means
The March 3 memorandum does more than announce a change in website ownership. It establishes an administrative framework for moving primary management from EPA to DOE. The agreement provides for the transition of:

It is not itself a funding obligation or a legally enforceable benefit. It does not guarantee that every current staff position, product specification, certification timeline, database feature, website function, or rebate policy will remain unchanged.
Questions the transition does not yet answer
- Which DOE office will control certification and partner communications?
- Has the required transition plan been publicly released?
- Will testing, verification, certification timelines, or fees change?
- Will product specifications be revised?
- Will the product database and website operate without interruption?
- How will EPA and DOE divide technical and enforcement responsibilities?
- Will utilities continue accepting existing ENERGY STAR eligibility rules?
These are implementation questions, not evidence that the program has ended.
A separate change: central-air-conditioner certification
ENERGY STAR’s broader transition should not be confused with a separate, category-specific policy. EPA finalized a sunset of the ENERGY STAR specification for central air conditioners effective February 1, 2026. Its notice said that new central-air-conditioner certifications would no longer be accepted after July 15, 2025. The relevant sunset notice and earlier furnace and central-air-conditioner proposal describe that category-specific change.
EPA presented the decision as part of a shift toward highly efficient electric equipment, particularly heat pumps. Whatever its policy merits, the sunset applies to one product specification. It does not establish that ENERGY STAR as a whole was abolished.

- Check current certification. Search the precise model number in the official ENERGY STAR Product Finder, especially when buying a major appliance or HVAC equipment.
- Read the full specifications. Confirm capacity, annual energy use, efficiency rating, fuel type, operating conditions, and installation requirements. A product family may contain both certified and non-certified models.
- Use EnergyGuide where applicable. Compare estimated annual consumption and operating cost with products of similar size and capacity. The label is most useful for like-for-like comparisons.
- Check rebates before purchase. Start with the ENERGY STAR Rebate Finder and your utility or state program. Some rebates require preapproval, professional installation, proof of purchase, income eligibility, old-equipment recycling, or a model number on an approved list.
- Check CEE tiers for HVAC equipment. Some programs use performance tiers from the Consortium for Energy Efficiency, which can be stricter than basic ENERGY STAR eligibility.
- Calculate lifetime cost. Compare the price premium, expected annual energy use, local rates, anticipated service life, installation, maintenance, and available incentives. Do not assume the most efficient option is automatically the lowest-cost option for every property.
- Save documentation. Keep the certification result, model number, rebate terms, invoice, and installation records in case program eligibility or website information changes during the transition.
For HVAC projects, efficiency is only one part of the decision. Sizing, ductwork, controls, installation quality, climate, fuel prices, maintenance access, and compatibility with the existing system can materially affect real-world cost and performance.

If ENERGY STAR becomes less available
No substitute perfectly replicates ENERGY STAR’s combination of a national label, product database, retailer visibility, and integration with utility programs. Consumers can nevertheless combine several sources:
- EnergyGuide: Compare estimated energy consumption and operating cost for covered products.
- DOE standards and certification information: Determine the mandatory minimum requirements and technical rules that apply.
- CEE tiers: Identify higher-performance equipment where a utility or state program uses those tiers.
- Utility rebate portals: Confirm the criteria that actually determine payment.
- Manufacturer technical sheets: Verify exact ratings, capacity, annual use, and operating conditions.
- Independent testing: Compare noise, drying, cleaning, temperature consistency, controls, and other characteristics that an efficiency label may not comprehensively measure.
Retailer search filters can help narrow a purchase, but a retailer’s “energy efficient” designation is not necessarily equivalent to federal certification. Check the official model record and the applicable rebate list.
What this means for manufacturers, retailers, and builders
Manufacturers and retailers may face uncertainty over certification administration, partner communications, verification procedures, product databases, and rebate eligibility. A change in agency leadership could also require updates to retailer filters, technical documentation, labels, or customer-support materials.
There may be potential advantages to DOE leadership because DOE already works extensively with appliance testing, equipment efficiency, and standards. But that is an implication, not a verified outcome. The practical test will be whether certification remains credible, specifications remain technically clear, and partner and consumer services continue without disruptive gaps.
Builders and contractors should avoid promising that a particular label guarantees a rebate or the lowest lifetime cost. Put the exact model, efficiency rating, installation assumptions, and incentive conditions in project documentation, and verify requirements with the relevant utility or program administrator before equipment is ordered.
The bottom line on the “shuttered” headline
The Trump administration did target the EPA functions associated with ENERGY STAR, making the original 2025 shutdown story real as a report of proposed policy. But it is misleading as a description of the program’s status in August 2026.
Congress preserved support, DOE became the lead agency under a March 3, 2026 EPA-DOE agreement, and ENERGY STAR remained active. The important uncertainty is not whether the label vanished overnight. It is whether the transition preserves the program’s certification credibility, product information, technical standards, and usefulness to shoppers, utilities, manufacturers, retailers, and building professionals.
