Start by identifying whether your TOTO is a tank-and-bowl toilet, an integrated WASHLET, or a system toilet with an in-wall tank. The right fix depends on that design and the exact model. For a clog, do not flush again; for a toilet that keeps running, first check the lever and water level; for a toilet that will not flush, check the water supply and model manual before trying controls repeatedly. Stop and contact a qualified service provider when a blockage persists, a valve is stuck, or an integrated unit needs repair.
Identify the toilet before troubleshooting
TOTO’s support materials distinguish among combination toilets, integrated WASHLET toilets, and system toilets, including designs with an in-wall tank. Their parts and procedures are not interchangeable. Find the model name or number on the toilet or in its paperwork, then use the manual and official support for the product and region. TOTO Japan provides product support and manuals; for an integrated or electronic model, use that model’s own troubleshooting instructions rather than opening the unit.
- Tank-and-bowl combination: A visible tank may allow simple checks such as observing the water level, lever, and chain.
- Integrated WASHLET: The toilet and electronic functions are part of an integrated product; follow its specific manual and service route.
- System toilet: The tank or shutoff may be in the wall, so controls and access differ from a conventional tank toilet.
If the toilet is clogged or draining poorly
Do not flush while the bowl is blocked: another flush can make it overflow. Large amounts of toilet paper or a foreign object may cause a clog. TOTO Japan’s guidance recommends a toilet plunger for some obstructions, but a lodged object or drain-pipe problem may require a professional. See TOTO Japan’s clog instructions.
Use a plunger only when appropriate
- Put on rubber gloves and protect the floor with rags or a plastic sheet. Use a toilet-compatible plunger and follow its instructions.
- If the water is close to the rim, use a water-removal pump or bucket to lower it to at least 10 cm below the rim before plunging. TOTO warns that plunging into high water can trigger the tank drain valve and cause wastewater to overflow.
- Place the plunger over the outlet, press slowly to make a seal, then pull firmly. Repeat as needed until the water drains.
- If the obstruction is a non-paper object you can reach, remove it rather than forcing it farther into the pipe.
- After the water drains, test by pouring water from a bucket before trying a tank flush. If it still does not drain, stop rather than repeatedly flushing.
A plunger may not clear a foreign object lodged farther down or a drain-pipe problem such as an unfavorable slope or offset. If the clog will not clear or returns, arrange a plumbing inspection.

If water keeps running after a flush
A continuous flow into the bowl, a small ongoing trickle, or water that will not stop at a hand-wash fitting can have different causes depending on the toilet type. TOTO’s running-water troubleshooting guidance treats the product design as a key part of the diagnosis.
For a conventional tank toilet
If the tank water level appears normal and the lever moves and returns properly, inspect the float-valve chain and float-valve body for wear. TOTO Japan says worn parts may need replacement. Before adjusting anything, locate the shutoff valve; if a large volume of water is flowing into the tank, close the valve first to reduce the risk of overflow during adjustment. Use the exact toilet or tank manual to confirm what can safely be adjusted.

Do not assume a chain, float valve, ball tap, or diaphragm from another TOTO model will fit. Some replacements are specific to a series or tank design. Confirm the model and part compatibility through the seller, installer, or TOTO service before replacing a component. For an integrated WASHLET or system toilet, use its dedicated troubleshooting path rather than applying conventional-tank steps.
If the toilet will not flush or the flush is incomplete
First check whether water service is interrupted and whether the relevant supply valves are fully open. A TOTO Europe WASHLET manual for covered models advises checking the main tap and the in-wall tank shutoff; the location and procedure vary by product. Consult the manual for your exact model.

- Remote command seems ignored: In the cited European manual, repeated remote flush commands may not be accepted for about 10–20 seconds after a flush. Wait, then use the flush control specified in that model’s manual.
- Flush is weak or waste does not clear completely: Another fixture drawing water can disrupt supply on models covered by a TOTO Europe manual. Stop using other fixtures and try the flush again as directed by the manual.
- Problem keeps happening: A recurring no-flush or incomplete-flush problem may indicate a malfunction. Contact the installer, seller, or TOTO service for the product and region.
These control and supply checks come from particular European WASHLET manuals, not a universal instruction for every TOTO toilet. Use TOTO support to locate the appropriate regional information and model documentation.
Shutoff valve: do not force it
If you need to stop water before a safe check, use the toilet’s shutoff valve only if you can operate it normally. TOTO Japan provides guidance for the toilet shutoff valve. If the valve is too stiff to turn and you cannot close the household main valve, do not force it; contact the seller, installer, or TOTO maintenance. Forcing a stuck valve can turn a manageable problem into a leak or damage.

When to call a plumber, installer, or TOTO service
- The bowl remains blocked after careful plunging, or the clog returns.
- A non-soluble object may be lodged downstream, or there may be a drain-pipe issue.
- Water continues after the checks appropriate to your toilet type and manual.
- The shutoff valve cannot be operated safely.
- The fault involves an integrated WASHLET, in-wall tank, electronic controls, or a model-specific replacement part.
Depending on the symptom and product, TOTO’s guidance directs owners to a professional plumbing inspection, the installer or seller, or TOTO service. If you are unsure which route applies, provide the exact model number and describe the symptom before arranging work.
