That decision sets a planning framework for the precinct around Floreat Forum; it is not approval to build a particular project, and it does not establish that construction has started.
What was decided about Floreat Forum?
The Western Australian Planning Commission (WAPC) approved APIL Group’s modified Precinct Structure Plan (PSP) in August 2026, according to the Town of Cambridge’s current project page. The state planning-information collection identifies the plan as the Floreat PSP, reference SPN 2383.
The decision followed an earlier WAPC resolution in November 2025. The committee resolved to modify APIL’s plan under a schedule of modifications and require its resubmission for approval; it also refused the Town-led plan. The WAPC meeting minutes record that resolution.
The outcome is no longer an unresolved contest between two plans. The modified APIL plan is the approved structure plan. Its detailed controls—not descriptions of draft proposals from 2024—are the appropriate source for questions about permitted heights, yield, staging or design requirements.

What did the competing proposals differ on?
In October 2024, reporting described two distinct visions for a mixed-use precinct centred on the shopping centre. The Town’s proposal was reported as limiting buildings to eight storeys, retaining the Boulevard Centre and library, and adding density above the shopping centre. APIL’s then-draft was reported as including an 18-to-20-storey apartment building and other towers. These are historical descriptions of proposals, not confirmed final controls in the approved modified PSP.

PerthNow also reported a Town of Cambridge-wide target of 6,830 new homes by 2050 and about 1,700 responses to APIL’s public consultation. The response count is not a vote or referendum, and none of these figures establishes the approved plan’s final requirements. See PerthNow’s 26 October 2024 report for the contemporaneous account.
Why did the Town object to the outcome?
In a statement issued on 5 November 2025, the Town said its own plan had been developed through a community working group and consultation, aligned with its endorsed Local Planning Strategy, and met state dwelling targets. It argued that APIL’s plan proposed excessive heights and departed from that strategy. Those are the Town’s criticisms, not independent findings about the plans.
Mayor Gary Mack said in the Town’s statement: “We are not opposed to growth. But growth must be guided by good planning, not developer-led expediency and commercial returns.” The quotation expresses the Town’s position on the decision.

The Town’s earlier account said APIL, which the Town identifies as the Forum’s owner, lodged a plan in February 2024. The Town requested more information before it could accept the plan for advertising and assessment, and said WAPC would decide after considering the Town’s recommendation, submissions, and state and local planning frameworks.
What does a precinct structure plan approval mean?
A PSP is a planning framework, not a construction approval. State planning policy describes an activity-centre PSP as setting a framework for land use, density and development, access, infrastructure, environmental assets and community facilities. State planning guidance says precinct plans inform future subdivision, zoning and development.

That means the August 2026 approval establishes the plan-level direction for future planning. It does not, on its own, show that a specific redevelopment application has been approved, that building work is authorised, or that construction has begun. The available decision information does not establish whether a particular application has been lodged or when work might start.

For final height limits, dwelling yield, staging and design requirements, consult the approved Floreat Precinct Structure Plan itself rather than press descriptions of the 2024 drafts. The Town’s project page records the approval and the state lists the plan under WAPC reference SPN 2383.

To establish whether a particular redevelopment can proceed, look for its separate development application and decision in the relevant planning records. A precinct plan approval alone is not evidence that a project application has been approved or construction is underway.
