The 90-day figure for Toronto’s Hälsa project was a forecast for assembling its structure and enclosure on site—not a promise to deliver a finished, move-in-ready building in 90 days. The nine-storey rental building at 230 Royal York Drive was designed to shift much of that work to a factory before components were shipped to Toronto.
Which Toronto timber tower is the 90-day claim about?
The project is Hälsa, at 230 Royal York Drive in Toronto’s west end. It is a nine-storey mass-timber rental building developed by Windmill Developments and Leader Lane Developments. Intelligent City supplied and installed its mass-timber structural and envelope system; named project partners include Oben Build, LWPAC and Moses Structural Engineers. The April 2025 announcement described 58 market-rate rental units plus two replacement rental dwellings, while the supplier’s project page lists 60 apartments. What does the 90-day construction claim cover?
In April 2025, Intelligent City said on-site installation would begin in May and forecast that the building’s structure and enclosure would be complete within 90 days. That is the scope of the target: the assembly and enclosure phase after prefabricated components arrived at the site. It does not establish a 90-day timeline for every stage from the start of factory production through interior finishing, inspections or occupancy readiness.
The forecast followed a planned four months of manufacturing at Intelligent City’s Delta, British Columbia, facility. The company said automation there included industrial robots and AI. The approach moves work off site and coordinates components before delivery, rather than carrying out all structural and envelope work in Toronto. Intelligent City estimated that off-site work could save three to four months compared with conventional delivery; that was a company claim, not a measured comparison for this building. The announcement describes the planned manufacturing and schedule.

What was the latest reported construction status?
In its April 2, 2026 update, Intelligent City reported that 103 envelope panels, 19 parapets, 105 floor cassettes and 229 columns had been manufactured, shipped and installed. The company noted that eight envelope panels along the construction hoist were still to be installed. It said components were installed at the site within minutes and joined together over two to three days by a crew of six. That update scheduled overall building completion for summer 2026. The supplier’s project page lists 2026 as the completion year, and the City of Toronto’s 2026 urban design guidelines include the building as a nine-storey mass-timber precedent. These sources do not establish an exact completion date or confirm move-in readiness as of October 8, 2026. The available information also does not verify whether the original 90-day structure-and-enclosure target was met.

What prefabrication changes—and what it does not prove
Factory production can move some work away from the constrained site and allow components to be prepared before they are needed for assembly. For this project, Intelligent City’s stated process involved manufacturing the structural and envelope components in Delta and shipping them to Toronto for installation. The reported installation speed describes work on those components; it should not be confused with the full project schedule.
The April 2025 announcement also said projects like this could be 10 to 20 percent less expensive than traditional concrete construction. No project-specific cost figures or independent, like-for-like comparison were provided in the sources cited here, so this is an expectation attributed to the company, not an established saving for Hälsa.

Likewise, Intelligent City’s announcement said maximizing mass-timber use in Canada could remove 0.6 million tonnes of CO2 per year by 2030, comparing that amount with 125,000 cars. The release did not identify the underlying study or original publisher in the material available. This is a company-stated national estimate, not a measurement of Hälsa’s own emissions impact.
