What building maintenance is required in San Diego?
The City of San Diego’s Building Regulations apply to the maintenance and repair of buildings and structures within the City, subject to stated exceptions. Their purpose, as set out in the San Diego Municipal Code, Chapter 14, Article 5, Division 1, is to establish minimum standards that safeguard health and safety, property, and public welfare.
That framework does not prescribe a universal maintenance calendar for every building component. Owners and property managers should plan routine upkeep around the equipment and materials in their specific building, using manufacturer instructions, service records, and qualified professionals where appropriate. A maintenance plan can track recurring service and consumables, note observed problems, and distinguish routine care from work that changes or repairs a regulated system.
Include system-specific routine tasks
HVAC filter replacement is one practical item to account for. The City lists replacing faulty HVAC filters as mechanical repair work that does not require a mechanical permit. Filter type and size are equipment-specific: check the system documentation or the existing filter rather than assuming one dimension or replacement interval applies to every building.

Do I need a permit to repair or replace HVAC in San Diego?
Possibly. The City says a building permit is required to construct a new structure or improve an existing building, subject to exemptions and project-specific requirements. HVAC work also has a mechanical permit pathway: installation, alteration, replacement, or repair may require a mechanical permit unless an exemption applies. The applicable route depends on the actual scope and site.
For certain minor HVAC projects, the City offers a Simple No-Plan permit option. Other work may require plans and calculations. Eligibility and requirements can differ by system, project scope, building type, and property status, so do not infer that a permit exemption for one task applies to a larger project.

Start with the City’s current mechanical permit guidance and building permit guidance before beginning work. Confirm the path for the specific job rather than relying on a general label such as “repair” or “replacement.”
What maintenance can I do without a permit?
The City identifies replacement of faulty HVAC filters as mechanical repair work that does not require a mechanical permit. That is a specific exemption, not a blanket rule for HVAC work or all routine maintenance. If a task involves installation, alteration, equipment replacement, or repair beyond a filter change, check the applicable City requirements.

For fire suppression and fire alarm systems, the City says a fire permit is not required for maintenance under Chapter 9 of the California Fire Code. This does not establish that every related activity or system modification is permit-free. Review the City’s fire permit guidance for the work being considered.
How to decide the permit route before work begins
- Describe the work precisely. Separate routine servicing or a filter change from installation, alteration, replacement, or repair of equipment or building systems.
- Check the City’s current guidance for that work type. Building, mechanical, and fire work may follow different requirements, and exemptions are specific to the activity.
- Account for the property. Requirements and permit options may differ for single-family or duplex properties versus multifamily or commercial buildings, and historically designated properties may have additional considerations.
- Confirm whether the job qualifies for an exemption, Simple No-Plan permit, or plan-required permit. Some projects require plans and calculations; do not assume a simpler route without checking eligibility.
- Resolve uncertainty with the City before starting. Permit pages and code requirements can change, and a determination for a different scope or building may not apply to your project.
When should I call a licensed building maintenance contractor?
Consider qualified professional help when a task goes beyond routine upkeep, involves a building system, or may require plans, calculations, or a permit. The City’s guidance establishes permit pathways for some work, but it does not provide a complete contractor credential checklist or referral program. Verify the qualifications appropriate to the work and confirm the permit requirements with the City before authorizing regulated work.
