Noida Authority approved a revised master layout in 2026 for Lotus Greens’ Plot 2 (SC-02) in Sector 150. The proposal keeps 70% of the plot for sports, recreation and related facilities, institutional uses and open spaces, while allocating 29.5% to residential use and 0.5% to commercial use. It specifies a six-court tennis centre, cricket academy, three-function swimming centre, seven-sport indoor hall and nine-hole golf course. The approval is a planning milestone, not proof that construction has restarted or that any facility has an opening date.
What exactly did Noida approve?
The approval covers a revised master layout for one Sports City parcel: Lotus Greens’ Plot 2, identified as SC-02, in Sector 150. Noida Authority approved it on May 6, 2026, after considering the submission in board meetings held on January 3 and April 6.

Lotus Greens submitted the revision on January 2. Before approval, Noida Authority published a notice on February 11 inviting objections and suggestions. The drawings incorporated observations from Skyline Architectural Consultant, Lucknow, and were vetted by the Sports Authority of India in a report dated June 10, 2026.
This is approval of a revised layout, not a completion certificate, commissioning notice or confirmation that work has resumed across the wider Noida Sports City scheme.

What sports facilities are in the revised plan?
The layout gives unusually specific areas and functions for the proposed sports infrastructure.

The indoor hall is planned as a multi-discipline building rather than a single-court venue. The proposal also separates the swimming functions, so the running, practice and diving pools are described as distinct uses rather than one undifferentiated pool complex.

How much land remains for sports and open space?
Noida Authority’s 2026 approval divides the total project area into three broad use groups.

The 70% figure is a combined planning category. It includes open spaces and institutional or supporting uses as well as sports buildings, so it should not be read as 70% of the site being covered by courts, pools or structures.
Does the approval mean construction has restarted?
No. The available approval records establish the revised layout, but they do not establish that every building activity has resumed, that all statutory permissions have been issued or that any facility is ready to open.

The Supreme Court has said a revised master plan must conform to the original Sports City scheme. A building plan still requires the prescribed permissions, fees and charges. The plan can be placed before the Noida Board only after payment of 20% of total outstanding dues. Those conditions can affect when an approved layout turns into permitted construction.

A commencement notice, sanctioned building plan, construction update or completion and occupancy document would be separate evidence.
What is the background to Noida Sports City?
Noida decided in 2004 to develop Sports Cities around international-standard facilities. In 2014, it invited applications for nearly 12 lakh square metres, or about 120 hectares, in Sector 150. The original schedule targeted completion of sports facilities by December 2019 and residential facilities by December 2021.
The broader scheme has faced audit criticism and litigation. A Comptroller and Auditor General audit records the intended mix of golf, tennis, swimming, an indoor hall, a cricket academy and supporting facilities. An Allahabad High Court record notes a Noida development stay in 2021 and records the Authority’s statement that the Public Accounts Committee cleared the CAG objections for SC-02 at its meeting on August 29, 2024.
Those historical milestones explain why a revised layout in 2026 does not by itself resolve questions about construction status, outstanding obligations or delivery dates.

How should the revised plan be compared with the original scheme?
The strongest comparison is between documented commitments, not promotional descriptions. Readers assessing the project should check:
- Whether the sports-facility mix and areas in the revised SC-02 layout match the original Sports City requirements.
- Which developer or consortium entity is responsible for each parcel and facility.
- Whether statutory permissions, fees and court-related conditions have been satisfied.
- Whether outstanding dues have reached the threshold required for the building plan to go before the Noida Board.
- Whether an authoritative notice records commencement, construction progress, completion or opening.
Plot 2 should not be treated as a proxy for every Noida Sports City plot. The 2026 decision concerns SC-02 alone.
When will the tennis courts, pools and other facilities open?
No binding completion or opening schedule is established in the available Noida Authority, court and reported planning material. The former scheme’s 2019 sports target is a historical target, not a current opening commitment.
Future dates should be reported only when Noida Authority, the courts, the developer through an authoritative project notice, or another responsible statutory body publishes a specific milestone. Until then, the plan describes what is intended to be built, not when the public can use it.

The revised layout gives contractors, consultants and surrounding stakeholders a clearer program than a general Sports City designation. It identifies the approximate footprints of the major sports components and confirms that residential and commercial uses are secondary to the sports-and-open-space allocation.

However, the practical construction sequence remains dependent on building-plan sanctions, payment of the required dues, statutory fees and charges, and compliance with the Supreme Court’s conditions. Site activity or marketing language alone should not be taken as evidence that a facility has been legally approved for occupation.

Why is the 70% sports allocation not the same as 70% built-up sports facilities?
The approved category combines sports, recreation, related facilities, institutional uses and open spaces. Some of that land can remain open or serve supporting institutional functions, so the percentage does not specify a building footprint.
What document would establish that a facility can legally open to the public?
A future completion or occupancy document, together with any applicable operating or safety approvals, would be stronger evidence than a master-plan approval. A published opening announcement should identify the responsible authority and the facility covered.
Can the residential or commercial percentages change later?
The 2026 approval records 29.5% residential and 0.5% commercial for this revised layout. The available material does not establish any later variation; a different allocation would require a further approval from the competent authority.
Is SC-02 the whole Noida Sports City project?
No. SC-02 is the designation for Plot 2 in Sector 150. The approval reported here applies to that parcel and cannot establish completion or identical land-use decisions on other Sports City plots.
