The Greater Noida Authority said on 25 October 2026 that it removed illegal boundary walls, plot markings and other construction spread across about 40,000 square metres in the Old Haibatpur village floodplain. Police assisted the clearance, which officials linked to directions from the National Green Tribunal (NGT). The site was allegedly being prepared for an unauthorised colony, and the authority warned that reoccupation could lead to legal action.
The operation is part of repeated enforcement in the Hindon floodplain, where construction and plotting are prohibited in notified floodplain or submergence areas. Buyers considering a plot or flat in or near these settlements should treat approval and land-record checks as essential, not optional.

Officials removed boundary walls, partially built houses, illegal plot markings and other structures in Old Haibatpur. The authority said colonisers were preparing the land for an unauthorised residential colony. Police support was used during the operation, and officials warned that anyone attempting to occupy the cleared land again could face legal proceedings.
Greater Noida officials said the action followed NGT directions. The NGT proceeding, Shri Krishan Kashyap vs UP PCB & Ors, concerns Shivam Enclave in Old Haibatpur and untreated sewage entering the Hindon. In its account to the tribunal, the Greater Noida Industrial Development Authority (GNIDA) described floodplain construction and plotting as strictly prohibited.

The Hindon floodplain is treated as notified floodplain or submergence land. Construction and plotting there are prohibited because buildings, boundary walls, filled plots and underground services can interfere with the land’s natural drainage. Officials cited the resulting increase in monsoon flooding and waterlogging risk.
Sumit Yadav, additional chief executive officer of the Greater Noida Authority, said construction in notified floodplains or low-lying areas without statutory approvals is illegal. He also cautioned that prospective buyers are often misled into investing in unauthorised colonies and should verify land records and building permissions before paying.

What else did enforcement teams remove or seal?
The reported drives targeted more than visible walls and houses. Teams also dealt with illegal plot layouts and underground sewer lines. In the February campaign, officials sealed eight residential towers containing more than 100 vacant flats, saying the buildings lacked approved layout plans or building sanctions.
GNIDA’s account to the NGT said it coordinated with police and the irrigation department, disconnected illegal sewer pipes and sought electricity disconnections. Residents were warned, while the authority asked registrars and banks to insist on lawful agricultural records, sanctioned layouts, approved maps and required no-objection certificates.
Are flats or plots in these unauthorised colonies safe to buy?
A listing in or near a floodplain is not safe to purchase merely because construction is standing or utilities are connected. The reported demolitions and sealing show that visible development does not establish legal approval; buyers may face demolition exposure, utility disconnection and difficulty proving a lawful title.
Risk also depends on the exact khasra number, whether the parcel lies inside a notified zone, and whether the project has approvals from the competent authority. A broker’s layout, registry promise or informal electricity connection cannot substitute for sanctioned documents.

How can I verify a Greater Noida plot or flat before purchasing?
- Identify the exact land. Obtain the khasra number, village, parcel boundaries and seller’s complete chain of title. Check whether the land falls within a notified floodplain or other restricted area.
- Check GNIDA records. Ask the authority to confirm the land-use status, approved layout and whether any enforcement, sealing or demolition notice applies to the parcel.
- Demand sanctioned plans. For a flat or tower, verify the sanctioned building plan, map approval, completion or occupancy documentation where applicable, and the identity of the approving authority.
- Verify no-objection certificates. Confirm the relevant environmental, drainage, irrigation, fire, utility and other permissions rather than relying on a developer’s summary.
- Use independent legal review. Have a property lawyer compare original records with the proposed sale deed and check for litigation, encumbrances and restrictions.
- Confirm before paying. Do not treat an advance, token payment or loan sanction as evidence that the property is lawful. Ask the registrar and financing bank what documents they require and keep written responses.
What does the clearance mean for future construction?
The authority’s warning indicates that returning to the cleared land is not a normal redevelopment opportunity. Any new walls, plot demarcations, sewer connections or building work could trigger another enforcement action, particularly where the land remains within the notified floodplain.
For residents and buyers, the practical issue is the parcel’s legal status, not the age or appearance of a structure. The NGT-linked enforcement record shows that action can continue across separate drives and villages, with officials using demolition, sealing and utility measures together.

What should buyers and residents do now?
Pause transactions involving Old Haibatpur, Shivam Enclave, Haibatpur, Chipiyana Khurd, Rohillapur, Bhanauta or nearby floodplain sites until the exact parcel and approvals are independently confirmed. Keep copies of land records, sanctioned plans and no-objection certificates, and seek written clarification from GNIDA and the relevant registrar before signing. If a notice has already been issued, obtain legal advice promptly rather than rebuilding, extending or reconnecting services without permission.

Does a registered sale deed prove that a floodplain plot is legal?
No. Registration records a transaction but does not cure a prohibited land use or replace a sanctioned layout and building approvals. The parcel’s notified-zone status and planning permissions still need separate verification.

Can an existing house in the cleared area be regularised later?
The reported enforcement treats construction and plotting in the notified floodplain as prohibited, and the authority has not announced a blanket regularisation route. Owners should seek a written determination from GNIDA instead of assuming that payment of a fee or possession will create approval.
Why are drainage and sewer records important when buying a flat?
Illegal internal sewer lines were among the infrastructure targeted in the enforcement actions. A project without lawful drainage and utility approvals can face disconnection and may worsen local waterlogging even if the building itself appears complete.
