On 22 October 2026, Tadweer Group confirmed that on-site construction had begun on Abu Dhabi’s first greenfield material recovery facility (MRF), developed with Urbaser. The plant is designed to process 400,000 tonnes of waste a year and is scheduled to start operations in the second quarter of 2028.
The facility will sort municipal and commercial and industrial waste using automated equipment, artificial intelligence and optical systems. By recovering materials for recycling and further processing, it is intended to support Abu Dhabi’s target of diverting 80% of waste from landfill by 2031 and to connect with the emirate’s wider EcoPark and waste-to-energy infrastructure.

Tadweer Group’s 22 October 2026 announcement marks the move from preparation into physical construction. The project had already passed geophysical surveys, ground investigations, site mobilisation and site-establishment activities. “This is a significant step forward for the project and for Abu Dhabi’s circular economy ambitions,” Tadweer Group Chief Executive Officer Etienne Petit said.
“Greenfield” means the facility is being built as a new installation rather than created by upgrading an existing plant. The project owner and strategic lead is Tadweer Group, while Urbaser is delivering the construction contract and will later participate in operations.

How much waste will the Tadweer–Urbaser facility process?
The announced design capacity is 400,000 tonnes per year. Tadweer’s project releases divide that capacity equally between two incoming waste streams:
| Feedstock | Annual design capacity |
|---|---|
| Municipal solid waste | 200,000 tonnes |
| Commercial and industrial waste | 200,000 tonnes |
| Total | 400,000 tonnes |
These are design figures announced by Tadweer Group in 2026, not a reported operating result. The releases do not provide a commodity-by-commodity breakdown for recovered paper, metals, plastics, organics or other outputs.

The partners are targeting operations in the second quarter of 2028. The available announcements do not give a more precise opening date or a detailed construction schedule, so the target should be treated as a planned commissioning window rather than a guaranteed date.
| Milestone | Status or date |
|---|---|
| Geophysical surveys and ground investigation | Completed before the construction announcement |
| Site mobilisation and establishment | Completed before on-site works commenced |
| Engineering, procurement and construction contract | Awarded to Urbaser in July 2026 |
| On-site construction announcement | 22 October 2026 |
| Planned start of operations | Second quarter of 2028 |
How will the material recovery facility sort waste?
The planned process combines automated sorting, artificial intelligence and advanced optical technologies. Those systems are intended to identify and separate materials more consistently than a purely manual line, allowing recoverable fractions to be directed to recycling or further processing.
Automated separation
Conveyors and mechanical sorting equipment will move mixed waste through the plant, where different physical characteristics can be used to separate streams. The public project information does not specify the equipment supplier, line configuration, contaminants limit or expected recovery rate.
Artificial intelligence and optical systems
AI-supported controls and optical technology are intended to recognise material types and improve separation. The releases do not state which machine-learning model, sensor combination or quality-control standard will be used. Those details normally become clearer during equipment procurement, commissioning and performance testing.

Downstream use of recovered materials
Tadweer says recovered materials are intended for recycling and further processing. The facility is also described as part of the broader EcoPark vision and as infrastructure that can support Abu Dhabi’s waste-to-energy system, but no named offtake customers or contractual destinations have been published.
Who will build and operate the facility?
The project divides ownership, construction and operating duties between the partners:
| Function | Responsible party |
|---|---|
| Project ownership and strategic leadership | Tadweer Group |
| Engineering, procurement and construction | Urbaser, under the contract awarded in July 2026 |
| Post-completion operating joint venture | Urbaser 60%; Tadweer Group 40% |
| Operating term | Five years, according to Tadweer’s 2026 announcement |
Urbaser Waste Treatment General Director Rafael Guinea said the company was proud to partner with Tadweer Group on the infrastructure. The operating arrangement is planned to begin after construction and completion of the facility; the announcements do not describe the staffing model, maintenance obligations or renewal terms.
How does the project support Abu Dhabi’s 80% landfill-diversion target?
Abu Dhabi has presented the MRF as practical infrastructure for its goal of diverting 80% of waste from landfill by 2031. Instead of sending mixed municipal and commercial waste directly to disposal, the plant is intended to extract materials that can retain economic value through recycling or other processing.
Its contribution will depend on actual capture rates, contamination, the availability of downstream markets and how the recovered fraction is integrated with other treatment facilities. Tadweer has not published a project-specific percentage contribution to the 2031 target, so the 80% figure is an emirate-wide policy objective rather than a performance guarantee for this plant.
The facility also fits the planned EcoPark framework, in which recovered materials and residual waste can move to complementary treatment and conversion infrastructure. Etienne Petit told Aletihad that “Waste is no longer something to dispose of; it is a resource to recover,” framing the project around resource recovery rather than landfill capacity alone.

How is the 2026 project different from the earlier 2024 concept?
In May 2024, Abu Dhabi’s Media Office described a greenfield MRF concept expected to exceed 1 million tonnes per year, occupy more than 90,000 square metres and reach commissioning by the end of 2026. The project awarded and under construction in 2026 has a lower announced capacity and a later operating target.
| Feature | May 2024 concept | Current 2026 project definition |
|---|---|---|
| Annual capacity | Expected to exceed 1 million tonnes | 400,000 tonnes |
| Site area | More than 90,000 square metres | Not stated |
| Commissioning or operations target | By the end of 2026 | Second quarter of 2028 |
| Project status | Earlier announced concept | Contracted project with on-site works commenced |
The published sources do not explain whether the change reflects redesign, phasing, a scope adjustment or a different project configuration. The 2026 contract and construction releases are therefore the appropriate basis for the facility’s current capacity and schedule; the 2024 figures describe the earlier concept.
What information has not been released?
Several commercial and technical details remain unreported:
- Capital cost and financing structure
- Gate fees or waste-acceptance charges
- Recovered-material tonnage by commodity
- Named recycling, processing or energy offtake customers
- Current project site coordinates
- Detailed equipment specifications, recovery rates and commissioning tests
Those gaps matter when assessing economics or forecasting landfill diversion. They cannot be filled from the earlier concept announcement or from Tadweer’s separate Al Ain project.
Is this the same as Tadweer’s Al Ain MRF upgrade?
No. Tadweer’s Al Ain MRF upgrade is a separate project designed to handle 400,000 tonnes of municipal waste annually and expected to divert about 60% of Al Ain’s municipal waste once operational. Similar capacity does not make it the Abu Dhabi greenfield facility: the Al Ain work is an upgrade, while the project announced with Urbaser is a new-build installation serving municipal and commercial/industrial streams.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. What should construction and waste-sector observers watch next?
The next material indicators are completion of civil works, installation of the sorting and optical systems, commissioning tests and confirmation that the operating joint venture has taken over after construction. Updates on feedstock contracts, recovery performance and downstream outlets will show how the designed capacity translates into actual diversion.

For contractors and planners, the project demonstrates that Abu Dhabi is moving from policy targets toward physical resource-recovery assets. Its eventual value will be measured not only by tonnes received, but by the quality and reliability of the materials recovered and the extent to which residual waste is kept out of landfill.
Frequently Asked Questions
What does “greenfield” mean for this Abu Dhabi waste project?
It denotes a facility constructed as a new development on a prepared site, rather than a retrofit of an operating MRF. That distinction affects permitting, utilities, civil works and commissioning, although the project releases do not identify the current site coordinates.
Will residents be able to bring household recyclables directly to the plant?
No public drop-off service has been announced. The published design covers municipal solid waste and commercial and industrial waste, but it does not describe public access rules or collection arrangements.
When will the five-year operating arrangement start?
The planned joint venture follows completion of construction, so its operating term is expected to begin when the facility is handed over and starts service. The announcements do not provide a separate handover date or conditions for extending the arrangement.
What would show that the facility is meeting its recovery goals?
Useful evidence would include independently reported throughput, recovery rates by material, contamination levels, uptime and the quantity sent to recycling or further processing. None of those operating results has been published yet because the plant is still under construction.
