Suspected substandard structural steel should be treated as an engineering investigation, not a visual judgment. Preserve the design and procurement records, have a qualified structural engineer define the inspection and testing scope, trace the installed pieces to their records, and compare measured condition and properties with the approved design, contract requirements, and governing code. Do not cut, weld, heat, drill, unload, or remove a load-bearing member until the responsible engineer gives written direction.
What “substandard steel” actually means
Steel is substandard only in relation to a defined requirement. The relevant benchmark may be the material specification named on the approved drawings, the project specification, the purchase order, the fabrication requirements, or the code adopted by the authority having jurisdiction. A member can be old, rusty, unusual-looking, or accompanied by incomplete paperwork without being structurally inadequate. Conversely, a clean-looking member can have a hidden defect, a wrong grade, poor traceability, or an altered load path.

- What was required? Identify the specified steel grade, section, connection, fabrication tolerances, welding requirements, corrosion allowance, and inspection provisions.
- What was installed? Establish the actual section, condition, connection details, material identity, and any field changes.
- Does the installed condition satisfy the design and code? Evaluate strength, stability, serviceability, durability, and remaining useful life for the loads and occupancy that apply.
Those technical findings do not by themselves decide who pays or who is legally liable. Contract language, notices, jurisdiction, evidence preservation, and the facts of each party’s work must be reviewed separately.

What to do first when steel is suspected
Protect people and evidence before arranging tests. The following sequence avoids the most common and costly mistakes.
- Notify the responsible people. Tell the owner, engineer of record, general or controlling contractor, fabricator and erector where relevant, building official or other authority having jurisdiction, and insurers as required by the contracts and local rules.
- Control the hazard. The structural engineer should decide whether work, loading, occupancy, or access must stop; whether an area must be cordoned off; and whether temporary shoring, unloading, or restricted occupancy is needed.
- Preserve the existing condition. Do not grind, paint, straighten, drill, weld, heat, clean, remove, or otherwise alter a suspect member before it is photographed, measured, and recorded under an agreed investigation plan.
- Collect the records. Secure approved drawings and revisions, specifications, addenda, calculations, purchase orders, mill test reports, certificates, fabrication and erection records, inspection reports, nonconformance reports, delivery tickets, photographs, and correspondence.
- Establish chain of custody. Label photographs, sketches, samples, and reports so another engineer can tell exactly which installed piece or connection each item represents, who handled it, and when.
- Use a written scope. Before intrusive work, the engineer should state the objectives, locations, standards, access requirements, hold points, deliverables, and make-good work.
How a proper steel investigation works
1. Define acceptance criteria and the load path
The engineer starts with the approved structural system and identifies members and connections that are critical to gravity, lateral, robustness, fire, or temporary-load paths. The scope should identify the suspected issue—wrong section, uncertain grade, corrosion, cracking, lamination, distortion, defective weld, unauthorized opening, or altered connection—and state what evidence would confirm or rule it out.
Inspection locations should be representative of the suspected problem and the way the steel was fabricated, transported, erected, exposed, and loaded. A random test that is not tied to an engineering question can produce a report without resolving safety.
2. Trace each piece to reliable records
Record heat numbers, piece marks, member marks, shipping identifiers, and connection references. Compare them with mill test reports, certificates, fabrication drawings, cutting lists, shop travelers, and receiving or erection inspection records. The objective is not merely to find a certificate, but to prove that the certificate belongs to the steel in the building and that the documented product was not substituted or mixed.
AISC explains that a material test report can be evidence that mill product satisfies the order requirements, but traceability and receiving inspection are essential to its value. A certificate that cannot be linked to the installed piece is a documentation lead, not conclusive proof of that piece’s grade or capacity.

Visual inspection is valuable for finding where the design and the built work differ, but it does not establish chemical composition, yield strength, fracture toughness, weld soundness, or full remaining capacity on its own.
4. Select targeted nondestructive examination
AISC Design Guide 16, Assessment and Repair of Structural Steel in Existing Buildings, includes nondestructive examination as part of an assessment program. The engineer must choose the method for the suspected defect and define what result is needed. No single nondestructive technique universally proves steel grade, chemical composition, internal soundness, or structural capacity.
The written plan should identify the test locations, surface preparation, calibration or qualification requirements, applicable standard, acceptance criteria, reporting format, and any restrictions on access or occupancy. Results should be interpreted with the member’s geometry, stress state, service history, and records rather than treated as isolated pass/fail numbers.
5. Take representative samples when records and field tests are insufficient
Laboratory sampling may be required when material identity, composition, mechanical properties, or a suspected internal condition cannot be resolved from records and field examination. GOV.UK structural-assessment guidance notes that a specialist contractor is likely to be needed for sampling and testing. The engineer should specify sampling locations, objectives, standards, deliverables, and make-good requirements before material is removed.

Sampling must be representative without compromising the load path. The engineer should design temporary support or sequencing when necessary, document the removed piece, and specify how the opening or cut area will be restored and inspected.
6. Apply the governing inspection and code requirements
For projects governed by the 2024 International Building Code, approved-agency testing of representative samples must follow the relevant standards. The 2024 IBC also requires special inspection and nondestructive testing of structural steel in accordance with the quality-assurance provisions of AISC 360. The adopted edition, local amendments, project specifications, and permit conditions control; a code requirement from one jurisdiction cannot automatically be applied to another.
Which investigation approach fits the question?
| Investigation activity | Best suited to | What it can establish | Limitations and controls |
|---|---|---|---|
| Records and traceability review | Uncertain grade, substitutions, missing or conflicting paperwork | Whether installed pieces can be connected to specified products and inspection records | Does not prove that an untraceable piece has the documented properties |
| Visual and dimensional survey | Wrong size, corrosion, distortion, holes, cracks, connection changes, load-path changes | Observable condition and geometric compliance at inspected locations | Cannot by itself establish composition, internal defects, or capacity |
| Targeted nondestructive examination | A suspected surface, weld, or internal discontinuity defined by the engineer | Evidence relevant to the selected defect and test standard | Method-specific; not a universal grade or capacity test |
| Laboratory sampling and testing | Material properties or composition that records and field methods cannot resolve | Results for the sampled material under the specified laboratory standards | Intrusive, requires representative locations, chain of custody, and engineered make-good work |
| Structural analysis and evaluation | Determining whether the measured member and condition meet design demands | Capacity, stability, serviceability, and repair or acceptance options for the defined loads | Only as reliable as the measured geometry, material assumptions, loads, boundary conditions, and defects included |
Are mill certificates enough?
Usually, no. A mill test report is important evidence, and AISC recognizes it as evidence that mill product satisfies the order requirements. Its usefulness depends on a defensible chain from the report to the delivered heat, fabricated piece, and installed member.
The engineer or quality team should check:
- Whether the report names the specified grade, product form, dimensions, and applicable standard.
- Whether heat numbers and other identifiers match shipping, receiving, fabrication, and erection records.
- Whether the member’s piece mark can be reconciled with shop and field documentation.
- Whether receiving inspection recorded damage, substitutions, mixed heats, or rejected material.
- Whether later cutting, splicing, repairs, coatings, heating, or field modifications could affect the original assumptions.
If those links are broken, the correct response is a scoped investigation—not an assumption that every undocumented member is defective or that every certificate is conclusive.
Who is responsible for defective or nonconforming steel?
Responsibility is divided by contract, jurisdiction, and phase of work. Technical evidence can show what is wrong and what remedy is safe, but it cannot alone allocate legal liability or payment.

| Party or role | Typical responsibility to verify in the project documents | Important qualification |
|---|---|---|
| Owner or owner’s representative | Provide the governing contract documents, authorize access and investigation, coordinate decisions, and preserve records in its possession | The exact scope depends on the agreement and whether the owner directed a change or accepted a deviation |
| Engineer of record or investigating structural engineer | Define the engineering scope, evaluate safety and capacity, specify testing, design repairs or restrictions, and issue written directions | An engineer’s technical opinion is not a legal determination of fault |
| General or controlling contractor | Coordinate work, notifications, site safety, testing arrangements, and corrective work as assigned by the contract | OSHA guidance says the controlling contractor must ensure required written notifications and may perform testing with suitable expertise or select a competent testing entity, remaining responsible for reasonable care in that selection |
| Fabricator | Provide material procurement, traceability, fabrication quality, shop inspection, and records required by the contract | Responsibility can change when the contract assigns inspection or design duties elsewhere |
| Erector | Install members and connections in accordance with approved documents, report field conditions, and preserve erection records | Field alterations or damage may create a separate issue from a mill or fabrication defect |
| Special inspector, testing agency, or laboratory | Perform the specified inspections or tests competently and report observations and results | Their report addresses the contracted test scope; it does not replace the engineer’s integrated evaluation |
AISC guidance places contractor inspection and testing with the contractor unless the contract documents provide otherwise. It also recommends assigning required repair responsibility clearly among the owner’s representative or general contractor, fabricator, erector, and painter. Review notice periods, indemnities, warranties, insurance, change-order procedures, and dispute provisions with qualified legal advisers when money or claims are at issue.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. Can substandard steel be repaired?
Sometimes. The choice follows a signed engineering evaluation and an approved method statement. The engineer must consider defect type and severity, remaining capacity and service life, load path, access, downtime, inspection hold points, code requirements, and the risk accepted by the owner and authority having jurisdiction.
| Option | When it may be appropriate | Controls and trade-offs |
|---|---|---|
| Accept the member as installed | Testing and analysis demonstrate adequate capacity, serviceability, durability, and code compliance | Document the basis, any limitations, inspection results, and acceptance by the responsible parties |
| Local surface conditioning | An imperfection falls within an accepted repair regime and removal will not reduce required section or introduce a notch | Grinding or similar work must follow the engineer’s limits and be re-inspected; AISC guidance recognizes grinding or welding where required for suitable surface imperfections |
| Engineered welding or bolted strengthening | Additional capacity or a corrected connection can be developed with a verified load path | Requires qualified procedures, sequencing, access, inspection, and control of heat, distortion, and existing material uncertainty |
| Add plates, stiffeners, sister members, or other reinforcement | The existing member can remain in place while a designed element shares or redirects demand | Connections, fit-up, load transfer, fire protection, corrosion protection, and construction-stage forces must all be designed |
| Replace the nonconforming member or connection | Material identity, capacity, damage, or geometry cannot be brought into compliance economically or safely | Usually creates the greatest access and downtime demands and may require temporary shoring and a detailed erection sequence |
| Temporary shoring, unloading, or restricted occupancy | Immediate risk exists or permanent design and procurement will take time | It is a risk-control measure, not a permanent acceptance; inspect and maintain it until the engineer releases it |
Never improvise a repair on a suspect load-bearing member. Cutting, welding, heating, drilling, unloading, or removing steel can change forces and create a collapse mechanism even when the final repair appears stronger.
What a defensible investigation file contains
Keep one controlled file for the original condition, testing, decisions, and completed repair. At minimum, include:
- Approved construction documents and every relevant revision.
- Design calculations or evaluation notes identifying loads, combinations, assumptions, and acceptance criteria.
- Marked-up plans, elevations, member schedules, sketches, dimensions, and defect maps.
- Time-stamped photographs with location references and scale.
- Purchase orders, heat and piece identifiers, mill test reports, certificates, delivery tickets, and fabrication records.
- Inspection, special-inspection, nondestructive-examination, laboratory, and calibration reports.
- Sample labels, chain-of-custody records, laboratory instructions, and make-good details.
- Nonconformance notices, meeting records, notifications, engineer’s written directions, and hold-point releases.
- Approved repair drawings and method statements, welder or procedure qualifications where applicable, daily reports, and final repair sign-offs.
AISC certification evaluates a fabricator’s or erector’s documented personnel, procedures, experience, equipment, and quality systems. That certification can support supplier selection, but it does not replace project-specific engineering, material traceability, special inspection, or acceptance of the installed work.
Check the certification and code edition that applies
AISC certification criteria are version-sensitive. AISC reports that AISC 207-25 became effective on February 1, 2026, with updated governing requirements effective June 15, 2026. Confirm which edition is incorporated by the project contract and accepted by the jurisdiction; do not substitute a newer or older edition without the required approval.
The same discipline applies to the building code, referenced material standards, welding and inspection provisions, and owner specifications. Record the edition and effective date in the investigation plan so that acceptance criteria are unambiguous.
Quick Recap
A practical decision path
- Make the area safe. Obtain written engineering direction on loading, access, shoring, and work stoppage.
- Define the alleged nonconformance. State whether the issue is identity, geometry, condition, fabrication, erection, connection, or documentation.
- Compare requirements with records. Identify the governing specification, code edition, drawings, and contract assignment.
- Trace installed steel. Reconcile heat numbers, piece marks, certificates, shipping records, and receiving inspection.
- Inspect and measure. Document geometry, defects, connections, and load-path changes before alteration.
- Test only to answer an engineering question. Use targeted nondestructive examination or representative laboratory sampling where needed.
- Evaluate capacity and serviceability. Include actual defects, loads, stability, durability, and construction-stage effects.
- Select and approve the remedy. Acceptance, conditioning, strengthening, replacement, or temporary controls must be shown on signed documents.
- Verify the completed work. Close inspection hold points, update records, obtain repair sign-offs, and secure the engineer’s written release before returning to normal loading or occupancy.
Common mistakes to avoid
- Calling steel substandard solely because it is old, corroded, visually unusual, or missing paperwork.
- Treating one mill certificate as proof for every piece in a shipment.
- Ordering a generic nondestructive test without defining the defect and acceptance criterion.
- Removing samples before designing temporary support and documenting chain of custody.
- Assuming a testing agency’s report decides contractual or legal liability.
- Repairing by field welding, drilling, heating, or grinding before written engineering approval.
- Relying on a supplier’s certification instead of project-specific inspection and traceability.
- Using a code or AISC edition that is not the one adopted for the project.
