Neither technology is automatically better for the UK. Small modular reactors (SMRs) offer smaller investment steps and the possibility of factory production, while large reactors provide concentrated, high-capacity generation. The right choice depends on the site’s grid connection, demand, financing, cooling, land, construction capability and schedule. The UK’s current Rolls-Royce SMR design is rated at 470 MWe; its commercial fleet economics and delivery record are still being established.

What the comparison means in the UK

“Small” does not mean a household-scale generator. The Office for Nuclear Regulation identifies the Rolls-Royce SMR in the UK Generic Design Assessment (GDA) as a 470 MWe pressurised-water reactor. That is the design’s stated electrical capacity, not evidence that a commercial unit will achieve a particular output, availability or cost in operation.

A large nuclear project normally uses fewer generating units, each much larger than an SMR. Its output, cooling arrangement, construction cost and grid connection are specific to the approved project. Comparing a 470 MWe design with a large station therefore requires more than comparing nameplate capacity: developers must assess how many units are needed, when each can be delivered and what the local network can accept.

Where the UK SMR programme stands

Contract and preferred technology partner

Great British Energy–Nuclear signed a contract with Rolls-Royce SMR to begin technology-design activities for the UK programme. Rolls-Royce SMR had been selected as the preferred technology partner in June 2025. Design work and contracting are meaningful programme steps, but they are not the same as a final investment decision, a construction licence or an operating plant.

Government funding and the proposed scale

A UK Department for Energy Security and Net Zero policy publication for 2025/26 says that more than £2.5 billion is allocated for SMRs, identifies Rolls-Royce SMR as the preferred bidder and describes an aim to deploy to the grid in the mid-2030s. It says a project within the contract scope could provide up to 1.5 GW of low-carbon electricity and power the equivalent of up to 3 million homes. “Up to” is important: those figures describe the potential scope of the programme, not a guaranteed commissioned capacity or household supply.

What has not yet been demonstrated

The UK programme is still establishing the design, supply chain, licensing case and commercial structure needed for a repeatable fleet. The current public material does not establish a single, comparable UK cost per megawatt-hour or construction-duration figure for SMRs and large reactors. Any business case that presents a universal SMR price or schedule advantage should be treated cautiously unless it identifies the project, assumptions, financing terms, site and evidence.

How SMRs and large reactors differ

Decision axis Small modular reactors Large reactors
Unit scale The UK Rolls-Royce design is 470 MWe. Several units can be combined into a larger site programme. Fewer, much larger units are suited to very high-capacity grid connections. Output depends on the approved project design.
Delivery model Standardised design, repeatable manufacture and staged deployment are the intended model. Benefits depend on successful first units, a qualified supply chain and repeat orders. More capital and construction activity are concentrated in one megaproject, making financing, site execution and schedule performance especially consequential.
Capital profile Units may allow investment to be staged, but final UK commercial economics remain under development. Very high upfront capital makes the cost of finance, construction duration and delivery arrangements decisive.
Grid and siting Smaller increments may fit regional demand or constrained network additions, subject to nuclear, environmental and emergency-planning controls. Large units suit major transmission connections and concentrated demand, but require substantial site and grid infrastructure.
Regulation Still requires GDA, environmental assessment and site-specific permissions. Must follow the same UK design, environmental, safety, security and site-licensing framework; scale does not remove those obligations.
Schedule risk Serial manufacture could improve predictability after the first units. First-of-a-kind design, licensing and factory ramp-up remain uncertainties. Established reactor technology does not remove financing, construction or schedule risk in a large civil-works project.

Capacity, demand and the grid

When a 470 MWe unit can be useful

A 470 MWe unit is large in absolute terms but materially smaller than a gigawatt-class generating unit. A developer could add units in stages rather than committing immediately to the full output of a multi-gigawatt station. That can help where demand is growing in increments, where transmission reinforcement will arrive in phases or where a regional industrial cluster needs firm low-carbon electricity.

Staging is not automatic. Each unit still needs a suitable connection, protection and control systems, cooling-water or alternative cooling arrangements, emergency-planning zones and secure nuclear infrastructure. A site that cannot support one unit safely and economically will not become suitable merely because the units are modular.

When a large unit fits the network better

A large reactor can make efficient use of a major transmission connection and supply a concentrated load centre. It may be attractive where the grid can accept a large block of generation, the site has extensive cooling and construction infrastructure, and the owner can finance the complete project. The trade-off is that delays or cost growth affect a larger amount of capacity at once.

Questions for the grid connection study

  • What firm import and export capacity is available on the connection date, not only in the long-term network plan?
  • Can the network accommodate the minimum stable output, ramping behaviour and outage of the proposed units?
  • What transmission reinforcements, substations and protection upgrades are needed, and who pays for them?
  • Would staged SMR units align with local demand, or would a large station provide a more valuable block of generation?
  • Can the project provide electricity, heat or hydrogen at a scale that has credible offtake contracts?

Cost and finance: why there is no simple winner

SMR financial proposition

SMRs are promoted as a way to spread investment across multiple units and to shift more work into repeatable factory production. Smaller increments can reduce the amount of capital committed before the first electricity is sold. A fleet could also create learning effects if later units use an unchanged design, the same qualified suppliers and an efficient production line.

Those benefits are conditional. The first units must absorb design finalisation, licensing, factory qualification and commissioning costs. A factory that is built for a handful of units cannot deliver the same economics as one supplying a repeat order book. Delays in design approval, component qualification or customer orders can leave the project carrying factory and engineering costs without the expected volume.

Large-reactor financial proposition

A large station concentrates a very substantial capital requirement into one project. That can produce a large amount of firm low-carbon electricity once operating, but interest during construction, contract structure, inflation, foreign-exchange exposure and schedule slippage can dominate the total cost. A delay affects a large amount of planned capacity and may require replacement power for longer.

What a credible comparison must contain

Because no single current UK cost-per-MWh or construction-duration comparison is established in the cited public material, investors should reject headline claims that omit assumptions. A project-level comparison should show:

  • Overnight construction cost and the contingency basis.
  • Financing structure, interest during construction and the cost of capital.
  • Construction start, first nuclear concrete, fuel loading and commercial-operation dates.
  • Expected capacity factor, planned outages and replacement-power costs during delays.
  • Decommissioning, waste-management and long-term liability assumptions.
  • Grid reinforcement, cooling, land, security and emergency-planning costs.
  • For SMRs, factory investment, production rate, first-of-a-kind costs and the number of repeat units assumed.

Construction and schedule risk

What modular manufacture could improve

The SMR model moves some activity from a one-off site build to controlled manufacturing and assembly. Repeated components can be inspected in a factory, transported to several sites and installed using a common method. After the first units, this may make labour planning, quality control and schedule forecasting more predictable.

Why the first units remain different

A first UK unit still has to complete design work, GDA, site permissions, supply-chain qualification and commissioning. A modular label does not make first-of-a-kind engineering routine. Transport limits, factory tooling, welding and component quality, workforce availability and interfaces between manufactured modules and civil works can all become critical-path issues.

Large-project exposure

Large reactors rely on extensive civil engineering, heavy-lift logistics, specialist labour and long procurement packages. Their scale can justify dedicated infrastructure, but it also means that a late design change or contractor failure can affect the entire generating block. “Established” technology reduces some technical uncertainty; it does not remove financing, construction or site-execution risk.

Schedule controls for either technology

  1. Freeze the reference design and identify which systems remain site-specific before committing to major civil works.
  2. Map every long-lead item, including nuclear-grade forgings, electrical equipment, cooling systems and safety-related controls.
  3. Obtain supplier qualification evidence and manufacturing capacity, rather than relying on an announced intention to expand.
  4. Integrate licensing, environmental studies, land acquisition, grid works and construction planning into one baseline schedule.
  5. Set independent schedule reserves for first-of-a-kind work, weather, logistics, regulatory questions and commissioning.
  6. Reforecast the business case at each design, licensing and procurement gate.

Site selection: the same fundamentals, different scale

SMRs may permit a programme of smaller increments, but they remain nuclear installations. A site must support safe operation, cooling, radioactive-waste management, security, emergency arrangements, construction access and a reliable grid connection. Environmental effects, water availability, flood risk, biodiversity, nearby population and cumulative impacts must be assessed for the actual site and number of units.

Large reactors need more extensive land, cooling and transmission infrastructure, as well as a construction site capable of handling major components and sustained civil works. Their concentrated output can simplify the generation layout but intensify the consequences of a connection outage or a single-project delay.

Industrial heat, district heat or hydrogen offtake can change the preferred scale. A project close to a large industrial customer may justify a staged SMR campus or a large station, depending on the customer’s load profile, heat temperature requirements, pipeline distance and willingness to sign long-term contracts. Electricity-only assumptions should not be used when a credible heat or hydrogen market is part of the plan.

UK approvals and regulatory pathway

1. Generic Design Assessment

The UK GDA is carried out by the Office for Nuclear Regulation with the Environment Agency and Natural Resources Wales. It examines whether a reactor design can meet UK safety, security and environmental expectations before later site-specific permissions are granted. The Rolls-Royce SMR design remains in the GDA process. Passing or progressing through GDA does not authorise construction at a particular site.

2. Site-specific environmental and planning work

The developer must assess the chosen site and project configuration, including ecological effects, water use, flood risk, radioactive and conventional discharges, landscape, transport and construction impacts. The required environmental permissions and planning decisions depend on the location, project scope and applicable UK jurisdiction. A generic design assessment cannot substitute for this evidence.

3. Nuclear site licensing and safety case

The future operator must obtain the permissions required to construct and operate a nuclear installation and demonstrate that the site, systems, organisation and operating arrangements meet regulatory expectations. The safety case must address normal operation, faults, severe accidents, hazards, ageing, maintenance, human factors and emergency arrangements for the specific installation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

4. Security, safeguards and emergency planning

Nuclear security, material accountancy, safeguards, cyber protection and emergency planning are separate obligations from ordinary construction consent. The arrangements must reflect the final design, site layout, staffing, transport routes and nearby population. A smaller electrical output does not exempt an SMR project from these controls.

5. Construction, commissioning and operation

Regulatory oversight continues through construction, testing, commissioning, fuel loading and operation. Design changes, supplier substitutions and construction deviations may require additional assessment. Project schedules should therefore include regulatory hold points rather than treating approval as a single event at the beginning.

Approval or evidence area What the project must demonstrate Why it affects the comparison
Generic design The reactor design meets UK safety, security and environmental expectations. SMR standardisation is valuable only if the reference design is accepted and remains stable.
Environmental assessment Site-specific effects, mitigation and monitoring are acceptable. Water, ecology and local conditions can erase an apparent scale advantage.
Site licence and safety case The operator, site and plant can be built and operated safely. Both technologies face the same fundamental nuclear licensing obligation.
Security and emergency planning Physical, cyber, safeguards and emergency arrangements are adequate. Smaller output does not mean a non-nuclear approval route.
Construction and commissioning evidence As-built systems conform to the approved basis and perform as required. Factory modules and large civil works both require rigorous verification.

When an SMR is the stronger project choice

  • Demand is growing in steps: the owner can add units as signed offtake and grid capacity become available.
  • The connection is constrained: a smaller initial export can avoid waiting for a full major-transmission upgrade, subject to the network operator’s assessment.
  • Heat or hydrogen demand is regional: several units can be located near industrial users if safety, planning and cooling requirements permit.
  • The programme can support repeat orders: the owner, government and supply chain can commit to enough units for factory learning.
  • Capital must be staged: investment can be aligned with milestones rather than committed to the entire generating block at once.

These are conditions for a potential advantage, not guarantees. A single isolated SMR can lose the benefits of repetition and still carry first-of-a-kind costs.

When a large reactor is the stronger project choice

  • The grid has a robust major connection: the system can absorb a large block of firm generation and the required reinforcement is affordable.
  • Demand is concentrated and durable: long-term electricity offtake supports the full station output.
  • The site already has major nuclear infrastructure: cooling, transmission, trained staff and security arrangements can be expanded efficiently.
  • Financing can support the full commitment: the owner can manage a long construction period and the consequences of delay.
  • The project values maximum capacity from one location: a large station can reduce the number of sites needed for a national capacity target.

A large project is not automatically cheaper or faster. Its case depends on the financing model, contractor performance, site readiness and the ability to maintain the schedule.

Risks that are easy to underestimate

“Modular” is mistaken for “off-the-shelf”

Modules still require a qualified design, nuclear-grade manufacturing, transport, site assembly and inspection. The project should identify which parts are genuinely repeatable and which remain bespoke to the site.

Fleet economics are assumed before a fleet exists

Manufacturing savings require volume, stable specifications and repeat orders. A business case based on mature-fleet costs should show how the first units are funded and how many units are needed to reach that cost.

Capacity is confused with delivered energy

470 MWe is a nameplate electrical rating. Annual electricity depends on availability, outages, maintenance, grid constraints and commissioning performance. The same distinction applies to the programme’s potential 1.5 GW figure.

Regulation is treated as a one-time hurdle

GDA is a design assessment, not a site licence or construction authorisation. Environmental, safety, security and site-specific permissions continue through the project lifecycle.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Grid and offtake are left until late

A technically suitable reactor can still fail commercially if the connection date, transmission works or customer demand does not align with construction. Secure these interfaces before selecting the number of units.

A practical decision process for UK developers

  1. Define the service required. Set the target electricity, heat and hydrogen output, delivery dates, flexibility and acceptable outage exposure.
  2. Screen sites. Check land, cooling, flood risk, population, environmental constraints, construction access, security and emergency-planning feasibility.
  3. Model the grid. Obtain a connection assessment that reflects the proposed unit size, staged build, outage behaviour and reinforcement timetable.
  4. Build two project cases. Compare an SMR programme and a large-reactor option using the same discount rate, inflation basis, tax treatment, replacement-power assumptions and decommissioning treatment.
  5. Test delivery capability. Verify supplier capacity, factory readiness, nuclear-grade quality systems, heavy transport, skilled labour and the owner’s project-management experience.
  6. Map the regulatory route. Identify GDA status, environmental studies, planning decisions, nuclear licensing, security, safeguards and emergency-planning submissions.
  7. Stress-test schedule and finance. Vary construction delay, interest rates, component failure, grid reinforcement and lower-than-expected offtake. Record the point at which each option becomes uneconomic.
  8. Choose the programme, not only the reactor. The decision should specify unit count, sequencing, contracts, governance, risk ownership and conditions for proceeding to the next stage.

Questions a board should ask before approval

  • Is the 470 MWe rating being presented as a design capacity or as a forecast of net commercial output?
  • Which benefits require a fleet, and what is the minimum number of repeat units in the financial model?
  • What evidence supports the assumed factory production rate and supplier qualification date?
  • Which permissions are generic and which must be obtained for this site?
  • What happens to the business case if the first unit is delayed while later units remain on order?
  • Can the grid and offtakers accept the planned output when each unit is commissioned?
  • Who bears cost and schedule risk for design changes, inflation, grid works and regulatory conditions?
  • Does the project have a credible plan for radioactive waste, spent fuel, decommissioning and long-term stewardship?

What the evidence supports today

The UK has a defined SMR technology direction, a contract for technology-design activities and a policy objective of grid deployment in the mid-2030s. The Rolls-Royce design’s stated capacity is 470 MWe, and the government describes potential programme output of up to 1.5 GW and electricity equivalent to up to 3 million homes. Those are important milestones and objectives, not proof that the programme will meet a fixed commercial date, cost or output.

SMRs could be valuable where staged capacity, regional demand and repeat manufacturing outweigh first-of-a-kind and fleet-development risks. Large reactors remain compelling where a site can support a major connection, concentrated demand and the financing required for a single high-capacity project. Both must pass UK design, environmental, safety, security and site-licensing requirements.

For a UK energy project, the defensible choice is therefore site-specific: compare the complete delivery system—reactor, factory or civil works, grid, cooling, approvals, financing, offtake and workforce—rather than treating “small modular” or “large” as a guarantee of lower cost, faster construction or superior safety.
