Stamp Duty vs Registration Charges in Rajasthan: What Property Buyers Pay

For a standard Rajasthan sale deed, budget stamp duty of 6% and a registration fee of 1%, calculated using the applicable DLC, auction or allotment value. Add the listed 30% surcharge on the stamp-duty amount and a ₹300 copying, scanning and indexing (CSI) charge. The exact amount can change with the buyer’s legal category, deed type, valuation basis and any later notification, so confirm the live fee master when the deed is executed and presented.

Eligible categories shown in the official table can pay less stamp duty: 5% for a qualifying female buyer other than SC/ST/BPL, 4% for a qualifying female SC/ST/BPL buyer, 4% for a buyer with a 40%–80% disability, and 0% for disability above 80%. Registration is generally 1%, subject to the applicable deed and category rules.

Rajasthan property charges at a glance

Stamp duty and registration charges are related but different payments. Stamp duty is the tax on the sale instrument; the registration fee is the charge for recording that instrument in the registration system. Both are normally payable for a sale deed, but they are calculated and described separately.

Charge What it pays for Normal figure or rule Important qualification
Stamp duty Tax on the sale deed 6% of the applicable DLC, auction or allotment value Buyer-category concessions may reduce this percentage.
Registration fee Registration of the document Generally 1% of the value or consideration, whichever is higher A specific deed or fee-table entry can change the general rule.
Surcharge Additional charge attached to stamp duty 30% of the stamp-duty amount in the listed fee detail It is not 30% of the property price.
CSI charge Copying, scanning and indexing ₹300 Listed as a separate addition.

These figures describe the normal major-article sale-deed treatment reflected in Rajasthan’s e-Panjiyan material and the fee table applicable from 1 May 2024. They are not a promise that every deed, property type or concession has the same treatment.

Stamp duty and registration fee: the practical difference

Stamp duty is a tax on the instrument

Stamp duty applies to the legal instrument that transfers the property. For the normal sale-deed entry, the e-Panjiyan FAQ states that the rate is applied to the relevant DLC, auction or allotment value. The rate shown for the general category is 6%, with lower rates for specified buyer categories.

Because the duty attaches to the instrument, the correct rate is the one in force when the instrument is executed under the applicable rules. A buyer should not rely on an old estimate prepared before a rate or category entry changed.

Registration fee pays for recording the transfer

The registration fee is charged for registering the deed. The Finance Department’s general fee notification describes an ad-valorem fee of 1% of the value or consideration, whichever is higher, when no specific fee entry applies. That wording is distinct from the stamp-duty basis stated in the e-Panjiyan FAQ, so do not automatically use one calculation for both charges.

In a routine transaction, buyers often describe the combined outlay as “stamp and registration.” For budgeting and checking a payment receipt, separate the stamp-duty amount, the registration fee, the surcharge and the CSI charge.

Which value is used?

DLC, auction and allotment values

DLC means the government’s District Level Committee valuation used for property registration purposes. The e-Panjiyan FAQ says the normal sale-deed rate is applied to the applicable DLC, auction or allotment value. An auction purchase or an allotment from an authority may therefore use the relevant auction or allotment figure instead of a standard DLC entry.

Sale consideration and the registration-fee rule

The registration-fee notification uses “value or consideration, whichever is higher” for the general ad-valorem fee. In practical terms, the amount written into the transaction and the valuation applicable to the property must both be checked before calculating the registration component.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

The official materials do not support treating every transaction as though the sale price alone controls every charge. If the agreed consideration is above the applicable DLC, or if a special deed entry applies, ask the registering authority or a Rajasthan documentation professional to confirm how each component is assessed.

Why a private estimate can be wrong

  • A broker may quote the negotiated price while the fee calculation uses a DLC, auction or allotment value.
  • A property may have a rural or urban DLC entry that differs from an earlier estimate.
  • A joint deed may fall into a different buyer-category entry from a deed in one person’s name.
  • A budget announcement may not yet have been implemented in the live fee master.
  • Specific deed or property classifications can override the general 1% registration-fee rule.

Buyer-category stamp-duty rates

The fee table applicable from 1 May 2024 records the following sale-deed stamp-duty categories. The registration-fee column remains generally 1%, subject to the deed and category rules that apply to the transaction.

Buyer category shown in the table Stamp duty Registration fee Eligibility caution
General male buyer 6% Generally 1% Use the category that legally matches the deed.
Male-plus-female joint category 6% Generally 1% A joint deed is not automatically entitled to the single-female rate.
Female buyer other than SC/ST/BPL 5% Generally 1% Confirm that the buyer and deed satisfy the current category conditions.
Female SC/ST/BPL buyer 4% Generally 1% Relevant status must be established under the applicable rules.
Buyer with 40%–80% disability 4% Generally 1% The stated disability band matters; verify the required eligibility evidence.
Buyer with disability above 80% 0% Generally 1% Zero stamp duty does not by itself eliminate registration or other charges.

Gender, social category or disability should not be used as a shortcut. The deed, buyer identity and supporting eligibility must fit the current fee master. If more than one concession might apply, obtain confirmation of which entry governs rather than combining percentages yourself.

How to calculate the amount

Use this sequence for a preliminary estimate:

  1. Identify the valuation basis. Obtain the current DLC entry for the property, or the applicable auction or allotment value.
  2. Check the deed type. Confirm that the document is being treated as the normal sale-deed entry and not a special instrument.
  3. Check the buyer category. Select the legally applicable stamp-duty percentage from the current fee master.
  4. Calculate stamp duty. Multiply the applicable base by the category percentage.
  5. Add the surcharge. The listed common addition is 30% of the stamp-duty amount.
  6. Calculate registration fee. Apply the general 1% rule to the value or consideration, whichever is higher, unless a specific entry applies.
  7. Add CSI. Include the listed ₹300 copying, scanning and indexing charge.
  8. Recheck at presentation. Charges are payable at the prevailing rate when the instrument is executed and presented for registration.

Illustrative formula: total listed outlay = stamp duty + (30% × stamp duty) + registration fee + ₹300. The examples below are arithmetic illustrations only; they exclude any charge not stated in the fee table and do not decide which valuation or category applies.

Illustrative base Buyer category Stamp duty 30% surcharge Registration at 1% CSI Illustrative total
₹10,00,000 General or male-plus-female joint, 6% ₹60,000 ₹18,000 ₹10,000 ₹300 ₹88,300
₹50,00,000 General or male-plus-female joint, 6% ₹3,00,000 ₹90,000 ₹50,000 ₹300 ₹4,40,300
₹50,00,000 Female other than SC/ST/BPL, 5% ₹2,50,000 ₹75,000 ₹50,000 ₹300 ₹3,75,300
₹50,00,000 Female SC/ST/BPL or 40%–80% disability, 4% ₹2,00,000 ₹60,000 ₹50,000 ₹300 ₹3,10,300
₹50,00,000 Disability above 80%, 0% ₹0 ₹0 ₹50,000 ₹300 ₹50,300

If the registration-fee base is higher than the base used for the stamp-duty illustration, replace the 1% figure with the amount required by the “value or consideration, whichever is higher” rule. If the live fee master specifies a different treatment, the live entry controls.

What the 30% surcharge and ₹300 CSI charge mean

The surcharge is calculated on stamp duty

The listed surcharge is 30% of the stamp-duty amount. For example, ₹3,00,000 of stamp duty produces a ₹90,000 surcharge. It is not 30% of ₹50,00,000, and it is not a second 30% registration fee.

CSI is a fixed listed addition

The fee-detail table lists ₹300 for copying, scanning and indexing. Treat it as a separate line item when checking the payment summary. A calculation that adds only the two headline percentages will understate the listed outlay.

When the rate is fixed for your transaction

The e-Panjiyan FAQ states that stamp and registration charges are payable at the prevailing rate: stamp duty on execution of the stamp-tax document and registration charges on the date the document is submitted for registration. The timing distinction matters if a deed is signed on one date and presented on another, or if a notification takes effect between preparation and presentation.

Do not treat a draft challan, an old calculator screenshot or a broker’s earlier quote as a guaranteed amount. Reconfirm the fee master immediately before payment and presentation.

Checking the amount through e-Panjiyan

Rajasthan’s official e-Panjiyan service provides DLC Rate Information, separate rural and urban property systems, and online deed-preparation and payment workflows. Use it as the starting point for a transaction-specific estimate.

  1. Locate the property. Select the relevant rural or urban property system and retrieve the current DLC information for the location.
  2. Record the correct property details. Match the locality, property description and applicable unit or classification to the proposed deed. A nearby property is not a substitute for the subject property’s entry.
  3. Select the instrument. Choose the sale-deed or other document type that will actually be presented.
  4. Enter the consideration and parties. Include the transaction value and the buyer or joint-buyer details required by the workflow.
  5. Check category eligibility. If selecting a female, SC/ST/BPL or disability concession, verify that the current system accepts the category and that the deed structure supports it.
  6. Review each line item. Look separately for stamp duty, registration fee, surcharge and CSI. Compare the system’s valuation basis with the contract consideration.
  7. Save the calculation and payment reference. Keep the generated details with the draft deed and use the amount shown by the live system rather than a manually rounded figure.
  8. Confirm before presentation. If the amount changes or the system flags a category or valuation issue, resolve that discrepancy before signing or submitting the document.

The online workflow helps identify the current amount, but it does not replace checking the legal description, ownership, authority of the seller or the eligibility evidence for a concession.

How common transaction types affect the estimate

Ordinary purchase from a private seller

Start with the property’s current DLC and compare it with the consideration stated in the agreement. Apply the normal sale-deed entry only after confirming that no special deed classification applies.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Auction purchase

The e-Panjiyan FAQ expressly includes auction value among the possible valuation bases. Use the official auction figure and confirm whether the document being registered is treated under the same major-article entry as a private sale deed.

Authority or developer allotment

An allotment value may be the relevant basis in an allotment transaction. Do not substitute a later resale price for the value used by the applicable fee entry without confirmation.

Joint ownership

The table lists the male-plus-female joint category at 6%. Adding a woman as a co-owner therefore does not, by itself, establish entitlement to the 5% or 4% single-female categories. Have the proposed ownership proportions and category checked before the deed is finalized.

Flats and under-construction property

The Rajasthan Modified Budget 2024–25 announced proposals to reduce stamp duty to 5% for flats up to ₹50 lakh and to waive stamp duty on GST for under-construction flats or buildings. A budget announcement is a policy proposal, not proof that the concession is active for a particular deed. Confirm implementation, effective date, price ceiling, property definition and any conditions in the current fee master before reducing your estimate.

Budget 2024–25 proposals: what buyers should and should not assume

The budget document is useful because it signals possible relief, but it does not answer every operational question. A buyer should establish all of the following before relying on a proposal:

  • Whether the proposal was followed by an operative notification or fee-master update.
  • The effective date and whether it covers deeds executed or deeds presented after that date.
  • How “flat up to ₹50 lakh” is defined and whether the ceiling refers to consideration, valuation or another measure.
  • Whether the GST-related waiver applies to the specific under-construction transaction and document structure.
  • Whether the concession changes only stamp duty or also affects surcharge and other charges.

Until those points are confirmed, retain the ordinary calculation as a contingency budget and use the live e-Panjiyan amount for payment.

Common mistakes and how to correct them

Using the negotiated price as the only base

Problem: The buyer multiplies the agreement price by 6% without checking DLC, auction or allotment value.

Correction: Retrieve the property-specific valuation and ask how the consideration affects the registration-fee calculation.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Adding 30% to the property price

Problem: The surcharge is treated as an additional 30% of the transaction value.

Correction: Calculate 30% of the stamp-duty amount only.

Assuming a female co-owner receives the female-only rate

Problem: A male-plus-female joint deed is priced using 5% or 4% without checking the category table.

Correction: The listed joint category is 6%; confirm the legal category before drafting.

Assuming zero stamp duty means zero registration cost

Problem: A buyer in the above-80% disability category budgets nothing for government charges.

Correction: The table shows 0% stamp duty, while registration and CSI may still be payable.

Relying on a budget headline

Problem: A proposed concession is deducted before implementation is verified.

Correction: Look for the operative notification and the live fee-master entry for the date and document.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Ignoring the execution and presentation dates

Problem: A calculation prepared months earlier is used without checking the prevailing rate.

Correction: Recalculate when the instrument is executed and again when it is submitted for registration if the dates differ.

Buyer’s pre-payment checklist

  • Confirm whether the document is a normal sale deed or another instrument.
  • Retrieve the current rural or urban DLC entry, or the applicable auction or allotment value.
  • Compare that valuation with the consideration stated in the transaction.
  • Identify the legally correct buyer category, including any joint ownership.
  • Check the current stamp-duty percentage and any specific registration-fee entry.
  • Calculate the 30% surcharge on stamp duty, not on the property value.
  • Add the ₹300 CSI charge shown in the fee detail.
  • Review the live e-Panjiyan calculation and retain the payment reference.
  • Verify any budget or notification-based concession before relying on it.
  • Have an experienced Rajasthan deed or documentation professional review unusual ownership, auction, allotment, disability or concession issues.

Bottom line for Rajasthan buyers

For a normal sale deed, the starting point is 6% stamp duty plus a generally 1% registration fee, followed by the listed 30% stamp-duty surcharge and ₹300 CSI charge. The amount is not determined by the sale price alone: the applicable DLC, auction or allotment value, the registration-fee “value or consideration, whichever is higher” rule, buyer category and deed type all matter. Use the live e-Panjiyan information and fee master at the time of execution and presentation, especially if you are relying on a female, SC/ST/BPL, disability or budget-announced concession.
