No. As of October 7, 2026, union construction jobs have not been guaranteed for the proposed Sphere at National Harbor in Prince George’s County. On October 5, the County Council advanced amendments requiring a Community Benefits Agreement and a labor peace agreement, but neither sets a construction hiring quota. Maryland Matters reported that the Council rejected proposals to guarantee 40% of construction work to unionized employees. A final Council vote was scheduled for October 27.
What the County Council advanced—and what it did not
The Council advanced amended CB-111-2026 with two amendments tied to project bond financing. One would require the developer to enter into a Community Benefits Agreement (CBA) with Prince George’s County. The other would require a labor peace agreement, as applicable, from developers, tenants, contractors, and subcontractors. The Council’s October 5 announcement described that agreement as protecting workers’ ability to organize and have a voice in the workplace. The Council’s announcement scheduled final action for October 27, 2026.
The County’s announcement does not require that construction jobs go to union members or specify a union share. Separately, Maryland Matters reported that the Council rejected two proposals that would have guaranteed 40% of construction work to unionized employees. That reported, rejected construction guarantee should not be confused with the labor peace provision that advanced. Maryland Matters’ October 5 report is the source for the rejected proposals; the County release does not mention them.

The Council listed strong local hiring; participation by County-based minority business enterprises and small businesses; workforce development and training; career advancement; youth and community programs; and accountability as topics for developing the CBA. Those are stated priorities for the agreement’s development, not published job quotas or completed terms.

What the job and economic figures do—and do not—show
Maryland has described the proposed venue as a 6,000-seat Sphere at National Harbor. The Maryland Department of Commerce estimated approximately 2,500 jobs during construction and 4,750 jobs once operational. These are projections: they do not establish how many jobs would be filled by union members, County residents, or any particular workforce group, and they are not guaranteed hiring numbers. Maryland Department of Commerce’s announcement gives the estimates.
The Governor’s Office described approximately $200 million in state, local, and private incentives and expected annual economic impact above $1 billion once the venue is open. Those are announced financing and economic projections, not realized outcomes or independent verification. The Governor’s Office announcement provides those figures.

The project and the decision are still pending
The Sphere remains a proposal. Maryland’s January 2026 announcement said construction, development, financing, and operation depend on definitive agreements as well as government incentives and approvals. The October 27 date was the Council’s scheduled final action on the amended legislation, not confirmation that the venue’s project agreements or financing were complete.
Labor representatives have argued for stronger construction protections. In February 2026 testimony, Ray Baker, Maryland Director of the Baltimore-DC Building Trades, said the announced deal lacked assurances for construction and post-construction workers. In July, the Baltimore-DC Metro Building Trades Council advocated a construction PLA and an operating-phase labor peace agreement. These are the union representatives’ positions, not additional project guarantees. Baker’s February testimony and the Council’s July statement set out those arguments.
