As of October 6, 2026, the proposal had been cleared for consideration by the State Investment Promotion Board (SIPB)—a review step, not confirmation that final approval, construction or commissioning has taken place.
What is proposed for Kadapa?
The Times of India reported on October 6, 2026, that the State Investment Promotion Committee (SIPC) cleared five investment proposals for consideration by the SIPB. One was Shree Cement’s proposed Kadapa plant, with an investment of ₹7,107 crore and an expected 1,102 jobs. The five proposals together were reported at ₹21,985 crore and 5,875 jobs; those totals cover the entire group, not Shree Cement alone. The Times of India report
HouseGyan identifies the proposed site as Jammalamadugu in YSR Kadapa district and reports a planned annual capacity of 6 million tonnes. It says the company requested 452 acres for the plant. These location, capacity and land details are secondary reporting; they were not confirmed by the official sources reviewed. HouseGyan’s report
Has the plant received final approval or started construction?
The reported SIPC clearance is for the proposal to be considered by the SIPB. It should not be read as final government approval, land possession, a construction start or an operating plant. The available reporting does not establish a construction or commissioning schedule, and no specific official filing confirming those milestones was identified.

Why do reports give both ₹7,107 crore and ₹6,700 crore?
They describe accounts with different stated geographic scopes, and the sources do not explain how the figures relate. The ₹7,107-crore figure is reported for the specific proposed Kadapa plant. In a separate October 6, 2026, report, Deccan Chronicle attributed to Andhra Pradesh Industries Minister T.G. Bharat an account of ₹6,700 crore in Shree Cement investment interest across Anakapalli, Kadapa and Palnadu, with about 3,000 employment opportunities. Deccan Chronicle’s report
| Reported account | Geographic scope | Investment and employment | Project details and stage |
|---|---|---|---|
| Kadapa plant proposal (Times of India; HouseGyan) | Jammalamadugu, YSR Kadapa district, according to HouseGyan | ₹7,107 crore; 1,102 expected jobs | HouseGyan reports 6 million tonnes annual capacity and a 452-acre land request. Times of India reports the proposal was cleared for consideration by SIPB. |
| Broader investment interest (Deccan Chronicle) | Anakapalli, Kadapa and Palnadu | ₹6,700 crore; about 3,000 employment opportunities | The report describes multi-district investment interest; it does not provide a Kadapa-plant capacity or a project-level breakdown. |
Because the reports do not specify whether the totals refer to separate proposals, revised amounts, different scopes or different stages, neither figure should be substituted for the other.

What is known about limestone and the site?
HouseGyan also reports an allocation of 373 hectares for limestone mining near Dommaranandyala. The official district material confirms that limestone occurs in YSR Kadapa district, but does not confirm this specific allocation. The reported mine area should therefore not be treated as verified evidence of mining rights or an approved supply arrangement. HouseGyan’s report · YSR Kadapa District Government

Shree Cement inaugurated an integrated plant at Dachepalli in Guntur district in 2024. Its April 2, 2024, company release gives that separate facility a cement production capacity of 3 MTPA. The Guntur plant is existing company context, not evidence that the proposed Kadapa facility has been built. Shree Cement’s April 2, 2024 release
