South Perth Council’s 2025 decision was to remove six young trees planted near Lake Douglas after Jubilee Street residents raised concerns that the trees could affect views of Perth’s CBD. The City later said Council had rejected a motion to revoke that decision and that its administration would implement it. The City’s August update does not confirm that the trees were actually removed.
Why are South Perth’s Lake Douglas trees being removed?
The dispute concerns six trees planted in winter 2024 on public foreshore land near Lake Douglas. Jubilee Street residents said the trees could grow to obstruct views of the Perth CBD. Councillor Nic Coveney said he had met with more than a dozen residents concerned about losing their “million-dollar views”; that phrase describes their concern, not an independently verified property valuation or measured financial impact. PerthNow reported the dispute on 19 July 2025, and the residents’ concern was also recorded in the City’s 22 July minutes.
Coveney’s motion proposed removing the six trees and replacing them with about 135 square metres of low-level planting. It also proposed a $30,000 operational-budget adjustment for removal, site preparation and planting. That amount was proposed, not evidence of final spending. The council agenda identifies the planting location as Node 7 – The Lakes in the South Perth Foreshore Strategy and Management Plan.
Why did City officers recommend keeping them?
City officers recommended retaining the trees because their placement was consistent with the foreshore strategy. The strategy’s objectives for Node 7 include ecological rehabilitation of the lakes and open drain, enhancing flora and fauna, improving stormwater management and water harvesting, and providing nature play, environmental education and an interpretive centre with a café. These are the site’s stated planning aims; the cited material does not provide a site-specific ecological assessment of the six trees.

PerthNow reported the City’s view that the trees were broadly aligned with property boundaries rather than directly in front of houses. The City also said they could be uplifted as they grew, potentially allowing views to be maintained while providing shade beneath the canopy.
What did residents and tree-canopy advocates argue?
Residents’ concerns about outlook and amenity
Residents argued that the trees could affect their outlook and the amenity of their homes. In the motion, Coveney acknowledged that “no one owns a view” while arguing that a loss of outlook could affect residents and home values. The sources establish that residents raised this concern; they do not measure any actual change in property values.

Advocates’ case for keeping the trees
South Perth Wildlife Advocacy group member Mark Mor argued that the trees benefit the wider community: “Those trees support wildlife, provide shade, and benefit the whole community,” he told PerthNow. ABC News reported criticism of the removal decision as wasteful and harmful to efforts to increase tree cover. These are advocates’ assessments; the cited coverage does not quantify the trees’ ecological contribution.
Did Council vote to remove the trees?
The formal record and contemporary news reports describe the July outcome differently. The City’s 22 July 2025 minutes say, “The motion lapsed for want of a seconder.” ABC News and PerthNow reported on 23 July that Council had voted 4–3 in favour of removing the trees. The reviewed sources do not explain the discrepancy, so the minutes’ procedural wording should not be silently treated as equivalent to the reported vote.

The City’s later account establishes that Council maintained its removal decision. According to the City’s 27 August 2025 update, Council voted on 26 August against revoking the earlier resolution: the revocation motion was lost 3–4. The City said its administration would implement Council’s decision.
Have the six trees been removed?
The City’s August update confirms an instruction to implement the decision, not that the work was completed. The sources cited here do not establish whether the trees were physically removed or whether low-level replacement planting was installed.

What trade-offs did the council record?
The minutes describe competing considerations rather than a quantified cost-benefit analysis. They record uncertainty about mature tree height and effects on views, the possible cost and waste involved in removing or relocating public trees, and disagreement over the foreshore’s priorities. The policy choice also weighs private outlook against public shade, longer-term canopy, ecological rehabilitation and stormwater objectives.
The minutes cite engagement on the City’s Urban Greening Strategy: among 38 identified participants who considered the strategy in detail, a majority preferred maximizing foreshore greening over preserving views. That finding describes this particular group of participants; it is not a poll of all South Perth residents or the wider community.
