South Korea’s Specialty Contractors Seek Permanent Main-Contractor Joint Contracting System

South Korean specialty contractors and lawmakers discussed making the public-construction joint-contracting system permanent at an October 2026 forum. The proposals are not evidence of an adopted law or extension.

South Korean specialty-construction associations and lawmakers are pressing to make the country’s main-contractor joint-contracting system permanent and clarify its legal framework. At an October 6, 2026 forum, participants discussed the system’s purpose, eligible projects and structure. The discussion was a proposal, not proof that legislation or an extension had been adopted.

What is the main-contractor joint-contracting system?

South Korea’s 주계약자 공동도급제 is a public-construction contracting arrangement that brings a general contractor and one or more specialty contractors together in a joint-supply group. The general contractor acts as the main contractor and coordinates overall execution. Event coverage describes the owner paying the participating firms directly, unlike the conventional prime/subcontract relationship in which specialty work is carried out under the general contractor.

South Korea’s Ministry of the Interior and Safety said in a January 12, 2010 briefing that it would monitor the first full implementation of the system in local governments and address shortcomings identified during implementation. What change are contractors seeking?

At the October 6, 2026 forum, participants discussed converting a temporary operating exception into a standing system and defining its legal basis more clearly. Reported proposals include specifying the system’s purpose, which works can use it, and how the joint group should be structured. Coverage said the exception was due to sunset at the end of 2026. Why supporters say the system matters

Supporters argue that bringing specialty contractors into the contract directly, with direct payment from the owner, could help limit multi-tier subcontracting, low-price subcontracting and wage-payment problems. These are the advocates’ reasons for promoting the system, not independently established outcomes: the coverage reviewed does not quantify its effects or demonstrate that it has resolved those problems.

What is—and is not—known about eligible projects

An official administrative-rule entry includes a section titled “Main Contractor Joint Contracting Operating Guidelines.” Its search excerpt gives a historical local-government scope of estimated contract values from KRW 200 million to below KRW 10 billion and excludes certain mixed-industry works. What remains unresolved

The key question is whether the forum’s proposals led to official action. The coverage described a debate over permanence and legal clarity, while the reported year-end 2026 sunset made the timing consequential. No outcome—such as enactment, a formal extension or a revised operating framework—is established by the available reporting. Readers assessing a project or policy position should distinguish the existing rule that applies to their procurement from proposals discussed at the forum.
