South Korea Construction Slump Drives 308,663 Involuntary Separations in August 2026

South Korea’s reported 308,663 construction separations in August 2026 were a gross monthly count, not a net loss of that many jobs. Employment fell by a separate 32,000 year over year.

South Korea’s construction sector recorded 308,663 involuntary separations in August 2026, according to figures attributed to the Korean Statistical Information Service (KOSIS) by ChosunBiz and SBS. That is a gross count of workers separated during the month—not a net loss of 308,663 construction jobs. The labor-force survey separately showed construction employment at 1.878 million, down 32,000 from a year earlier.

What does the 300,000-plus figure count?

The reported 308,663 figure counts involuntary separations in construction during August 2026. News reports describe these as workers leaving regardless of their own intention, including through contract expiration, restructuring, mergers, dismissal or layoffs. It is a monthly flow of separations, not a count of unique people who became permanently unemployed and not a measure of the sector’s net employment change.

The count was 65,493 higher than in August 2025, a year-over-year increase of 26.9%, according to the reports attributing the figure to KOSIS. The exact KOSIS table identifier and full official series definition are not established here, so the figure’s detailed scope should be understood as reported rather than independently verified against that table.

Who accounted for the reported separations?

The reported breakdown points to a particularly heavy burden among workers in less secure arrangements and at smaller workplaces:

  • Workplaces with fewer than 30 employees: 252,521 separations, or 81.8% of the total, according to ChosunBiz.

These categories describe the composition of the reported separation count. They do not show how many of those workers later found another job or remained unemployed.

How is this different from the decline in construction employment?

The Ministry of Data and Statistics’ labor-force survey reported 1.878 million people employed in construction in August 2026, 32,000 fewer than a year earlier—a 1.7% decline. This is a separate employment measure from the 308,663 monthly involuntary separations. Separations are a gross flow; the employment figure compares the number employed across two points in time and reflects the net result of people entering and leaving the workforce and industry.

A third measure comes from the Ministry of Employment and Labor’s administrative employment-insurance series. It recorded 7,000 fewer construction employment-insurance subscribers year over year in August. That series covers insured subscribers, not everyone counted as employed in the labor-force survey, so its result is not interchangeable with the 32,000 employment decline.

Why can construction decline while national employment grows?

Industry-level weakness can coexist with growth across the economy as a whole. The Ministry of Data and Statistics reported 29.151 million employed people nationally in August 2026, up 184,000, or 0.6%, from a year earlier. The unemployment count was 588,000, down 4,000 year over year, and the unemployment rate was 2.0%, unchanged.

The employment-insurance series also showed overall growth: 15.905 million subscribers, up 278,000 (1.8%) year over year, even as construction subscribers fell by 7,000. The ministry said construction’s decline in this series had continued for 37 months, with the decline narrowing.

A separate establishment labor-force survey counted 20.690 million employees at establishments with at least one employee at the end of August, up 233,000 year over year. It recorded 1.008 million hires and 1.036 million separations across those establishments during the month. These all-industry establishment totals have different coverage from the construction-only involuntary-separation figure and should not be compared as if they measured the same thing.

ChosunBiz and SBS reported that construction output from January through August 2026 fell 4.4% year over year after excluding price changes. They also reported that construction employment had declined for 28 consecutive months through August, using the labor-force survey.
